A post-80s Tsinghua PhD candidate is expected to be appointed as a director-general; seven cadres from three provinces and cities who are assisting Tibet and Xinjiang are publicly announced before their appointment
On June 28, Jiangsu Province made a pre-appointment announcement for 11 provincial-level cadres, of which five, Zhao Qinghong, Jiang Tongjin, Pan Wenqing, Xu Shenfeng, and Dong Guoxi, had experience in supporting Xinjiang or Tibet. Recently, the Organization Departments of the Jilin Provincial Party Committee and the Beijing Municipal Party Committee also made pre-appointment announcements that included cadres who had supported Xinjiang or Tibet.
According to the unified deployment of the central government, Jiangsu Province provides counterpart support to Lhasa in Tibet, Ili Prefecture and Kezhou Prefecture in Xinjiang. The five cadres to be appointed to new posts in Jiangsu Province are all from the above-mentioned counterpart support areas.
The public information shows that the current commander-in-chief and party secretary of the Jiangsu Provincial Front Command for Supporting Xinjiang Yili Prefecture, member of the Standing Committee of the Yangzhou Municipal Party Committee, and deputy secretary of the Yili Prefecture Party Committee, Zhao Qinghong, male, Han nationality, born in April 1974, university, bachelor, member of the Communist Party of China. He is proposed to be a full-time department-level cadre; Jiang Tongjin, male, Han nationality, born in November 1972, member of the Communist Party of China. He is the current commander-in-chief and party secretary of the Jiangsu Provincial Front Command for Supporting Xinjiang Kezhou Prefecture, deputy director and member of the party group of the Jiangsu Provincial Department of Civil Affairs, deputy secretary of the Kezhou Party Committee, and is proposed to be a full-time department-level cadre.
Pan Wenqing was born in August 1980. He holds a doctorate and is a member of the Communist Party of China. Pan Wenqing is currently the deputy commander-in-chief and deputy secretary of the Party Committee of the Jiangsu Provincial Front Command for Supporting Lhasa, Tibet, deputy secretary of the Jiangsu Provincial Committee of the Communist Youth League, and deputy mayor of Lhasa. He is expected to be appointed to a provincial-level position.
Xu Shenfeng, male, Han nationality, born in June 1974, graduate student of the Provincial Party School, bachelor, member of the Communist Party of China, currently serving as deputy commander-in-chief of the provincial front headquarters for supporting Xinjiang Ili Prefecture, deputy mayor of Zhenjiang City, deputy secretary and deputy commander of the Party Committee of the Fourth Division of the Xinjiang Production and Construction Corps, and is proposed to be appointed as a member of the Standing Committee of a prefecture-level city party committee; Dong Guoxi, male, Han nationality, born in February 1968, graduate student of the Provincial Party School, bachelor, member of the Communist Party of China, currently serving as deputy commander-in-chief of the provincial front headquarters for supporting Xinjiang Ili Prefecture, deputy mayor of Huai'an City, deputy secretary and deputy commander of the Party Committee of the Seventh Division of the Xinjiang Production and Construction Corps, and is proposed to be appointed as a member of the Standing Committee of a prefecture-level city party committee.

Jilin Province provides counterpart assistance to Shigatse City in Tibet. On June 21, the Organization Department of the Jilin Provincial Party Committee issued a pre-appointment announcement for provincial cadres, including Qu Yuxiang, the leader of the eighth batch of Jilin Province's aid-to-Tibet cadres.
Public information shows that Dr. Qu Yuxiang graduated from Tsinghua University and served as deputy director of the Career Guidance Center of Tsinghua University. In 2014, Qu Yuxiang was transferred to the director of the Entrepreneurship Service Center of Changchun Jingyue High-tech Zone. It is reported that under his direct participation, Jingyue High-tech Zone added 3 national incubators and 3 national makerspaces, with an additional incubation area of nearly 100,000 square meters, more than 300 incubated enterprises, and initially established a relatively complete innovation and entrepreneurship system.
Qu Yuxiang has served as member of the Standing Committee of the Ji'an Municipal Party Committee and deputy mayor, deputy secretary-general of the Tonghua Municipal Government, and director and party secretary of the Tonghua Municipal Science and Technology Bureau. In August 2021, he became deputy director of the Jilin Provincial Department of Science and Technology.
In 2022, Qu Yuxiang served as the deputy secretary of the Shigatse Municipal Party Committee and executive vice mayor, responsible for the routine work of the Municipal People's Government; responsible for Jilin Province's aid to Tibet and investment promotion in Jilin Province; responsible for science and technology, culture, radio and television, Tibetan language and writing and other aspects.
In this public announcement, Qu Yuxiang is expected to be appointed to a leadership position at the department level.

Beijing provides counterpart support to Hotan Prefecture in Xinjiang and the 14th Division of the Xinjiang Production and Construction Corps. On June 12, the Organization Department of the Beijing Municipal Party Committee issued a pre-appointment announcement for five comrades, including Zheng Ligang, a Beijing cadre supporting Xinjiang.
He has served as secretary of the Fourth Project Management Center of Beijing Rail Transit Construction Management Co., Ltd. and deputy secretary-general of the Hotan Prefecture Administrative Office. Later, he served as member of the Party Committee and deputy commander of the Xinjiang Hotan Command of the Beijing Support and Cooperation Leading Group, and deputy commissioner of the Hotan Prefecture Administrative Office of the Xinjiang Uygur Autonomous Region.
In this pre-appointment announcement by the Organization Department of the Beijing Municipal Party Committee, Zheng Ligang is proposed to be nominated as the candidate for deputy mayor of the district government.
