The highest water level in the next three days may exceed 4 meters, and Taihu Lake will experience the first flood of the year
At 7:25 today, the water level of Taihu Lake rose to the warning level of 3.80 meters. The first flood of 2024 occurred in Taihu Lake. The Taihu Basin Management Bureau of the Ministry of Water Resources has launched the Level IV emergency response for flood and drought disasters in advance. According to the forecast of the meteorological department, there will still be rainfall in the Taihu Lake Basin in the next three days. The water level of Taihu Lake is expected to continue to rise, and the highest may exceed 4.0 meters. The water level of the regional river network may exceed the warning level on a large scale, and some may exceed the guaranteed level. The flood control situation remains severe.
Since the beginning of the plum rain season on June 19, the Taihu Lake Basin has experienced continuous heavy rainfall, with a cumulative rainfall of 239.2 mm, accounting for 89% of the average total plum rain season in recent years. Affected by the continuous rainfall, the water level of Taihu Lake has risen rapidly from 3.15 meters on the day of the beginning of the plum rain season to 3.81 meters, and 24 stations have exceeded the warning water level. Floods have occurred successively along the Dongshaoxi River in the western Zhejiang area of the Taihu Lake Basin, the Hangzhou-Jiaxing-Huzhou area, and the Jiangnan Canal. A total of 53 stations in the basin have exceeded the warning level, accounting for 47%, of which 13 stations have exceeded the guaranteed water level. The Hangzhou-Jiaxing-Huzhou area once exceeded the warning level. The water level at the Pingyao Station of the Dongshaoxi River exceeded the guaranteed water level three times, with the highest exceeding the guaranteed water level by 0.2 meters.
Since the beginning of this year, in accordance with the unified deployment of the Ministry of Water Resources, the Taihu Bureau has set the goal of "no casualties, no dam collapse, no breach of important embankments, and no impact on important infrastructure" and has made every effort to carry out various defense work.
As early as the beginning of this year, in response to the forecast that a major flood might occur in Taihu Lake during this year's flood season, the drainage efforts of key projects in the Taihu River, Wangyu River, Xinmeng River and other basins were gradually increased since February, in an effort to lower the water level of Taihu Lake. As of June 19, the day when the plum rain season began, the Wangyu River and Taihu River had pre-discharged 2.6 billion cubic meters of Taihu Lake water, equivalent to 1.1 meters of water storage capacity of Taihu Lake. On the day when the plum rain season began, the water level of Taihu Lake was 3.15 meters, 0.08 meters lower than the long-term average water level.
After the start of the plum rain season, the Taihu Bureau continued to organize the drainage of key projects, opened the Wangyu River Changshu Water Conservancy Hub and the Xinmeng River Jiepai Water Conservancy Hub pump stations for drainage in advance, and opened the Taipu Gate to release water in time after the flood situation in the Hangzhou-Jiaxing-Huzhou area eased. At the same time, it urged the Yangtze River, the coast, and the Hangzhou Bay estuary to strengthen drainage, and organized the entire basin to prepare for the heavy rainfall-affected areas and low-lying areas. The river network water level pre-drop work was done to make room for storage and regulation in order to welcome the heavy rainfall in the plum rain season. Since the start of the plum rain season, a total of 1.12 billion cubic meters of water has been discharged along the Yangtze River, the coast, and the Hangzhou Bay estuary.
In addition, after the start of the plum rain season, the Taihu Bureau immediately launched the main flood season work mechanism, and required relevant cadres and employees of flood control and drought relief work to fully enter the main flood season work state. During the heavy rainfall, daily rolling meetings were held for discussion and judgment. At the same time, communication and consultation with the meteorological department were strengthened, and early warning reminders of important stations such as Pingwang and Jiaxing were issued to local governments in a timely manner to effectively support flood defense. The Taihu Lake Excessive Flood Defense Plan was revised and completed, and preparations for major flood defense were made in advance. In addition, the operation of more than 7,000 reservoirs in the basin was closely monitored, and small reservoirs were guided to implement the "three responsible persons" of administration, technology, and inspection, and the "three key links" of water and rainfall monitoring, dispatching and utilization plans, and emergency plans, and to urge the operation of dangerous reservoirs with empty reservoirs. Working groups were dispatched in a timely manner to the Taipu River, Dongshaoxi River and other important rivers to supervise local governments to patrol the embankments and check for dangers, and assist in the heavy rainfall defense work.
In the next step, the Taihu Bureau will continue to keep a close eye on the water and rainfall conditions, further strengthen the "forecast, warning, rehearsal, and plan" measures, scientifically dispatch key water conservancy projects in the Wangyu River, Taipu River, Xinmeng River and other basins, maintain full drainage along the Yangtze River, the coast, and along the Hangzhou Bay, strengthen the defense of key links such as important embankments, reservoirs, mountain torrents, and urban flood control, and protect the safety of people's lives and property to the greatest extent.
