A group of cadres were investigated and punished, and Shanghai publicly reported 4 typical cases of unhealthy practices and corruption among the masses
According to the Shanghai Municipal Commission for Discipline Inspection and Supervision, in order to solidly promote the centralized rectification of unhealthy practices and corruption among the people and strengthen the warning and deterrent effect of investigating and handling cases, four typical cases of unhealthy practices and corruption among the people that have been investigated and dealt with since the centralized rectification are reported.
1. Yao Xuefeng, former deputy mayor of Fengcheng Town, Fengxian District, took advantage of his position to accept bribes. From October 2019 to April 2023, Yao Xuefeng took advantage of his position to provide assistance to relevant units and individuals in the contracting, supervision, acceptance, and cost settlement of engineering projects, and accepted property from others totaling more than 710,000 yuan. Yao Xuefeng also had other disciplinary and legal violations. In June 2024, Yao Xuefeng was expelled from the Party and removed from public office, and the suspected criminal issues were transferred to the procuratorate for examination and prosecution in accordance with the law.
2. The issue of Huang Shan, a former full-time cadre of the Disabled Persons' Federation of Caojiadu Street, Jing'an District, misappropriating the money of disabled people. From October 2019 to September 2023, while serving as a full-time cadre of the Disabled Persons' Federation of Caojiadu Street, Huang Shan used his position to misappropriate more than 700,000 yuan in cash and bank accounts of many disabled people managed by the street; he took advantage of the convenience of relatives of disabled people entrusting him to take care of the lives of disabled people and keep their property, and misappropriated more than 70,000 yuan in money from disabled people. Huang Shan also had other disciplinary and legal violations. In May 2024, Huang Shan was disqualified as a probationary party member and dismissed from public office, and the suspected criminal issues were transferred to the procuratorate for examination and prosecution in accordance with the law.
3. The former staff members of the Hongkou District Traffic Coordination Service Center, Ni Jiawei, Ruan Yan, Chen Jin, Ni Jiali, and Liu Haiying, illegally processed temporary motor vehicle license plates for profit. From November 2016 to September 2023, Ni Jiawei, Ruan Yan, Chen Jin, Ni Jiali, and Liu Haiying accepted requests from social personnel, and used their positions alone or in groups to help them get temporary motor vehicle license plates. They also illegally helped to process temporary license plates knowing that the agency procedures were not standardized or the application materials were forged, and received a total of more than 2.61 million yuan in benefits. In June 2024, Ni Jiawei and five others were transferred to the procuratorate for examination and prosecution in accordance with the law on suspicion of crimes.
4. The issue of Lin Xinkang, Kang Shouhai, and Huang Qibin, former fee collectors of the Financial Settlement Center of the Huangpu District Greening and Urban Appearance Management Bureau, misappropriating the unit's domestic waste disposal fees. From 2016 to 2022, Lin Xinkang, Kang Shouhai, and Huang Qibin used their positions in charge of the signing of domestic waste contracts and fee collection for units within their jurisdiction to seek improper benefits for others and received a total of more than 1.08 million yuan in money. Lin Xinkang and Kang Shouhai also colluded with others to illegally misappropriate more than 1.48 million yuan in unit domestic waste disposal fees by not collecting fees that should be collected or collecting less fees that should be collected. In May 2024, Lin Xinkang, Kang Shouhai, and Huang Qibin were dealt with accordingly, and the suspected criminal issues were transferred to the procuratorate for review and prosecution in accordance with the law.
The Shanghai Municipal Commission for Discipline Inspection and Supervision pointed out that rectifying unhealthy practices and corruption around the masses is related to the vital interests of the people and the foundation of the party's long-term rule. The above four cases are all "petty corruption and ant corruption" around the masses. Some of them transfer benefits in rural engineering projects, some embezzle relief money for the needy, some collude with insiders and outsiders to make illegal profits in "window" services, and some harm the public and enrich themselves in the field of grassroots law enforcement and supervision, which seriously damages the interests of the masses, erodes the masses' sense of gain, and undermines the relationship between the party, the masses, and the cadres. They must be seriously investigated and resolutely corrected.
