The blue book pointed out that according to optimistic expectations, by 2035, my country's per capita GDP is expected to reach about US$30,000.

The Blue Book states that China's modernization is the modernization of economy, politics, culture, society, and ecology, and it is also the modernization of national security construction and peaceful development. In terms of economic modernization, we must adhere to economic construction as the center and the modernized China must be a China with high-quality development and high quality. Only by striving to balance stable growth and quality improvement and forming a strong synergy for high-quality development can we continuously build a solid economic foundation for realizing China's modernization and consolidate the material and technological foundation for national rejuvenation.

The blue book points out that "modernization" is a development stage with basic requirements, and a high income level is one of its important criteria. According to the "two-step" strategy of socialist modernization, the first step is to basically realize socialist modernization from 2020 to 2035, and the per capita GDP in 2035 should reach the level of moderately developed countries.

According to this target, my country's per capita GDP will reach $12,551 in 2021, close to the threshold of $12,695 for high-income countries. We divide this high-income range into five equal parts, with the US per capita GDP of $71,000 as the top line. Then, in order for China to achieve initial modernization by 2035, it must at least enter the second-to-last tier, that is, per capita GDP reaches $25,000-37,000. If we calculate based on the lower limit of per capita GDP of $25,000, it will require an average annual growth rate of 5% in the next decade or so, and we must also consider domestic and foreign inflation factors, changes in the RMB exchange rate, and population changes.

The Blue Book emphasizes that China's modernization is modernization for the common prosperity of all people. To promote common prosperity, we must first make the "cake" bigger and better through the joint efforts of the people across the country, and then divide the "cake" well through reasonable institutional arrangements.

Today, China has reached a new starting point. 770 million rural poor people have escaped poverty, and the middle-income group has exceeded 400 million people. By 2035, the per capita GDP will reach the level of moderately developed countries, and the income of more college and vocational school graduates, skilled workers, and migrant workers will be improved, and the middle-income group will exceed 800 million people. At the same time, human development will be more comprehensive.
