59-year-old former member of the provincial party committee and former vice governor was arrested! These central government officials all made friends with "political scammers"
The Supreme People's Procuratorate announced on July 2 that the case of Wang Yixin, former member of the Standing Committee of the Heilongjiang Provincial Party Committee, former deputy secretary of the provincial government's party group and vice governor, suspected of taking bribes, has been concluded by the National Supervisory Commission and transferred to the procuratorate for review and prosecution. Recently, the Supreme People's Procuratorate made an arrest decision on Wang Yixin on suspicion of taking bribes in accordance with the law. The case is being further handled.
Wang Yixin was reported to be under investigation in December 2023. According to the website of the Central Commission for Discipline Inspection and the National Supervisory Commission on December 8, 2023, Wang Yixin, member of the Standing Committee of the Heilongjiang Provincial Party Committee and Vice Governor, was suspected of serious violations of discipline and law and was subject to disciplinary review and supervision investigation by the Central Commission for Discipline Inspection and the National Supervisory Commission.
Wang Yixin is one of the last three central government officials to be investigated and dismissed by the end of 2023. The other two are Li Pengxin, former deputy secretary of the Xinjiang Uygur Autonomous Region Party Committee, and Chen Yuxiang, deputy secretary of the Hebei Provincial Commission for Discipline Inspection and deputy director of the Provincial Supervisory Commission. The three were simultaneously notified of "double dismissal" on June 17 this year. The Supreme People's Procuratorate reported on June 28: Recently, the Supreme People's Procuratorate made an arrest decision on Li Pengxin on suspicion of bribery.
According to his public resume, Wang Yixin was born in December 1965 in Yingshan, Hubei. He graduated from Wuhan University with a bachelor's degree in history and is a senior economist. He has served as the editorial director, reporter director, and deputy editor-in-chief of China National Offshore Oil Newspaper, director of the General Office of China National Offshore Oil Corporation, and general manager of the general manager's work department. From November 2001 to October 2003, Wang Yixin served as a member of the Standing Committee of the CPC Luzhou Municipal Committee and deputy mayor of Luzhou, Sichuan Province.
In July 2004, Wang Yixin was transferred to Hainan, where he served as deputy secretary-general and director of the research office of the Hainan Provincial Government, director of the Hainan Provincial Farm Reclamation Bureau, chairman and party secretary of the Hainan Provincial Farm Reclamation Group Co., Ltd.
In January 2013, Wang Yixin moved to another province to take up a new post as Vice Governor of Shanxi Province, during which time he also served as Secretary of the Party Committee of the Shanxi Provincial State-owned Assets Supervision and Administration Commission.
In December 2021, Wang Yixin took up a new post across provinces again, serving as vice governor of Heilongjiang Province. From March 2022, he served as member of the Standing Committee of the Heilongjiang Provincial Party Committee, vice governor, and member of the Party Leadership Group of the Provincial Government until he was investigated in December 2023.
On December 24, 2023, the 9th meeting of the Standing Committee of the 14th People's Congress of Heilongjiang Province passed a decision to remove Wang Yixin from his post as vice governor of the People's Government of Heilongjiang Province. On December 24, 2023, the Standing Committee of the 14th People's Congress of Heilongjiang Province issued Announcement No. 16: Wang Yixin, a representative of the 14th People's Congress of Heilongjiang Province elected by Jiamusi City, was suspected of serious violations of discipline and law, and the Jiamusi Municipal People's Congress Standing Committee decided to remove him from his representative position. Wang Yixin's representative qualification is terminated. On February 27, 2024, the Standing Committee of the National People's Congress announced: The Standing Committee of the Heilongjiang Provincial People's Congress decided to remove Wang Yixin from his position as a representative of the 14th National People's Congress. In accordance with the relevant provisions of the "Law of the People's Republic of China on Deputies to the National People's Congress and Local People's Congresses at All Levels", Wang Yixin's representative qualification is terminated.
On June 17 this year, the Central Commission for Discipline Inspection and the National Supervisory Commission announced that Wang Yixin was "double-opened": after investigation, Wang Yixin lost his ideals and beliefs, betrayed his original mission, made friends with political swindlers, and resisted organizational review; violated organizational principles, concealed the situation of his family's real estate, did not truthfully explain the problem during the organizational interview, illegally selected and appointed cadres and accepted property; illegally accepted gifts, accepted low-priced decoration by private business owners, used his power to seek benefits for specific people, and engaged in power-for-sex and money-for-sex transactions; moral corruption; abused power for personal gain, engaged in power-for-money transactions, used his position to seek benefits for others in land development, project contracting, etc., and illegally accepted huge amounts of property. Wang Yixin seriously violated the party's political discipline, organizational discipline, integrity discipline and life discipline, constituted a serious violation of duty and was suspected of bribery, and did not restrain or stop after the 18th National Congress of the Communist Party of China. The nature is serious and the impact is bad, and he should be dealt with seriously. In accordance with the "Regulations on Disciplinary Punishment of the Communist Party of China", the "Supervision Law of the People's Republic of China", the "Administrative Punishment Law of Public Officials of the People's Republic of China" and other relevant regulations, after research and approval by the Standing Committee of the Central Commission for Discipline Inspection and reported to the Central Committee of the Communist Party of China, it was decided to expel Wang Yixin from the party; the National Supervisory Commission will expel him from public office; terminate his qualifications as a delegate to the 13th Party Congress of Heilongjiang Province; confiscate his illegal gains; and transfer his suspected criminal cases to the procuratorial organ for review and prosecution in accordance with the law, and the relevant property will be transferred together.
Among the central government officials who have been dismissed, many were exposed for having made friends with "political scammers."
Fu Zhenghua, former deputy director of the Social and Legal Affairs Committee of the National Committee of the Chinese People's Political Consultative Conference, who was dismissed on October 2, 2021, was accused of being obedient to and responsive to the "political scammers". The double dismissal notice pointed out that Fu Zhenghua "arbitrarily discussed the major policies of the Party Central Committee, made friends with many "political scammers" for a long time, and caused bad influence". The first episode of the annual anti-corruption blockbuster "Always Blow the Charge" of the Central Commission for Discipline Inspection, "The Second Answer", which was broadcast in January 2023, also disclosed the details of Fu Zhenghua's case. The feature film shows that Fu Zhenghua was controlled by "political scammers" for 20 years under the influence of his abnormal desire for power. This "political scammer" named Li Quan only has a secondary technical school degree. He is eloquent and packages himself as an expert and scholar. After Fu Zhenghua met him around 2003, the two even became close friends.
On June 5, 2023, Liaoning Daily published a commentary article titled "Eradicate the Soil for the Survival of "Political Swindlers", revealing that Liu Guoqiang, former deputy secretary and vice chairman of the Liaoning Provincial Committee of the Chinese People's Political Consultative Conference, and Sun Guoxiang, deputy director of the Standing Committee of the Liaoning Provincial People's Congress, both encountered political scammers. In the notice of the Central Commission for Discipline Inspection and the National Supervisory Commission, Liu Guoqiang "had no sense of rules, blindly believed in "political scammers", spent huge sums of money to buy official positions and was deceived, and deliberately resisted organizational review"; Sun Guoxiang "lost his ideals and beliefs, deviated from his original mission, and in order to seek personal promotion, instructed private business owners to pay for official positions." The Liaoning Daily article stated that Liu Guoqiang, Sun Guoxiang and others had their IQs "reset to zero" in front of scammers. Fighting "political scammers" is one of the key tasks of the Liaoning Provincial Discipline Inspection System in 2023.
What is incredible is that the two former secretaries of the Yunnan Provincial Party Committee, Bai Enpei and Qin Guangrong, were both deceived by the same liar. Bai Enpei and Qin Guangrong served as secretaries of the Yunnan Provincial Party Committee from 2001 to 2011 and from 2011 to 2014 respectively, and both have been dismissed. The official newspaper of the Central Commission for Discipline Inspection previously disclosed a typical case of political broker Su Hongbo. Su Hongbo deliberately created his own background of being powerful, well-connected, and packaged himself as a figure with all-powerful hands and eyes, and seized the improper thoughts and ideas of Bai Enpei and Qin Guangrong, and deliberately set up a maze to get along with the two provincial party secretaries during their tenures, and was treated as a guest of honor by Bai Enpei and Qin Guangrong.
In addition, those who made friends with "political scammers" include Han Yong, former deputy director of the Population, Resources and Environment Committee of the National Committee of the Chinese People's Political Consultative Conference, former secretary of the Party Leadership Group and chairman of the Shaanxi Provincial Committee of the Chinese People's Political Consultative Conference, and Yang Kening, former member of the Party Leadership Group and vice chairman of the Sichuan Provincial Committee of the Chinese People's Political Consultative Conference.
