In a space where every inch of land is worth a lot of money, there is a unique "view spot" on the 22nd floor - the "Quiet Neighbors" Party and Mass Service Station of Hang Lung Plaza. This is another "business card" of Hang Lung and also the "code" to improve the business environment - building party building.
Zhou Huizhen, secretary of the Nanjing West Road Sub-district Party Working Committee, admitted that the high-end building environment, active-minded white-collar employees, and diverse and rich business entities made the "branch built upstairs" experience a difficult period of "difficult to enter, difficult to look at, and difficult to speak."
The "Opinions on Strengthening and Improving Urban Grassroots Party Building Work" issued by the General Office of the Central Committee of the Communist Party of China in 2019 pointed out that it is necessary to innovate the setting and activities of party organizations and continuously improve the quality of party organizations and work coverage in emerging fields.
"The key to solving the problem lies in service. Starting from the needs of enterprises and white-collar workers, we visit buildings time and time again with policies, allowing more and more party members to reveal their identities, and the number of party branches in the buildings has gradually increased." Zhou Huizhen said.
From some enterprises taking the lead in establishing independent party branches, to the establishment of "two new" party branches and party general branches in buildings, and then to the establishment of the Hang Lung Plaza Party Committee, there are now 12 party organizations of various types of building enterprises under the Hang Lung Plaza Party Committee.
Xu Xi, the managing partner of KPMG China's tax policy consulting, has worked at Hang Lung for more than 20 years. In June last year, he became the Party Secretary of Hang Lung Plaza. Having witnessed the development and changes of the building's party building, Xu Xi feels that "the care and service of the party organization can help enterprises reduce costs and boost morale."
Li Zheng, a party and mass worker at Plaza 66, is in contact with hundreds of white-collar workers. "Relying on the party and mass service base, we carry out activities such as theme party days, situational party classes, and party member volunteer activities to embed trendy and down-to-earth services into the work and daily lives of white-collar workers," said Li Zheng.
Precisely because of seeing the power of the "red core", Hang Lung Plaza is willing to provide venues for the Party and Mass Service Station free of charge, so that it can continue to play a radiating and driving role.

Professor Wu Tao, director of the Grassroots Party Building Research Center of China Executive Leadership Academy Pudong, said that grassroots party building should not only carry forward fine traditions, but also keep pace with the times, constantly adapt to new situations, and expand the service areas of grassroots party building. Reform is not complete, with the organic unity of party organization leadership and multi-governance as the core, the party building "code" of Shanghai's "10 billion building" will continue to be enriched.
