On June 29, 2021, with the approval of the Party Central Committee, the Organization Department of the Central Committee decided to commend 103 comrades who have achieved outstanding results in their post as county party secretaries by awarding them the title of "National Outstanding County Party Secretaries."

This is the third time that outstanding county party secretaries across the country have been commended, following 1995 and 2015.

The title of National Excellent County Party Secretary in 2021 was awarded on the occasion of the 100th anniversary of the founding of the CPC, which has important symbolic significance. It is highly recognized for the achievements of outstanding cadres rooted at the grass-roots level in China, and it is also an incentive for the majority of party members and cadres who devote themselves to grass-roots work.

Three years later, among these 103 recipients of the title of National Outstanding County Party Secretaries, at least three have been promoted to vice-provincial level.

Among the three winners of the title of National Outstanding County Party Committee Secretaries who have reached the vice-provincial level, the latest one is Zhang Zhenfeng from Zhejiang. On the morning of May 31, the 10th meeting of the 14th Standing Committee of the Zhejiang Provincial People's Congress deliberated and voted to appoint Zhang Zhenfeng as the vice governor of the Zhejiang Provincial Government.

In June 2021, Zhang Zhenfeng, then member of the Standing Committee of the Hangzhou Municipal Party Committee and Secretary of the Yuhang District Party Committee, was awarded the title of "National Outstanding County Party Secretary". He was later transferred to Wenzhou as Deputy Secretary and Secretary of the Political and Legal Affairs Commission. In December of the same year, he was appointed Acting Mayor and in April of the following year, Mayor. In November 2023, Zhang Zhenfeng was appointed Secretary of the Wenzhou Municipal Party Committee.

Before Zhang Zhenfeng, at least two "National Outstanding County Party Secretaries" in 2021 were promoted to deputy provincial level, both of whom served in Tianjin.

Born in 1967, Yang Bing received the honorary title while serving as secretary of the Nankai District Committee of Tianjin. In July 2022, Yang Bing was promoted to deputy mayor of Tianjin, becoming the first of 103 national outstanding county party secretaries to be promoted to deputy provincial level.

Yin Xiangjie was honored while serving as secretary of the Baodi District Committee of Tianjin. In January 2023, Yin Xiangjie was elected as deputy director of the Standing Committee of the Tianjin Municipal People's Congress, becoming the second outstanding county party secretary in the country to join the ranks of deputy ministerial-level leading cadres.

The reason why the above-mentioned two people were able to reach the vice-provincial level in a short period of time is that Tianjin, where they are located, is a municipality directly under the central government, with a higher starting point. When they were awarded as outstanding county party secretaries, they were already full-time department-level cadres.

Another person who has recently had her position adjusted is He Ling, a female cadre from Shaanxi.

On the afternoon of June 3, 2024, the Yangling Agricultural High-tech Industrial Demonstration Zone of Shaanxi Province held a leading cadre meeting and announced that He Ling would serve as the executive deputy director of the Yangling Demonstration Zone Management Committee.

He Ling was born in 1968. She served as the county magistrate of Qianyang County, Shaanxi Province in 2013 and the secretary of Qianyang County Party Committee in 2015. In June 2021, He Ling was awarded the title of "National Outstanding County Party Secretary" by the Organization Department of the Central Committee of the Communist Party of China. In the same month, He Ling was transferred to the position of deputy secretary of the Party Working Committee of Yangling Demonstration Zone until her new appointment.

Three years after being recognized, most of the 10 women who were awarded the title of National Outstanding County Party Secretaries in 2021 have become department-level cadres.

Among them, in April this year, Wu Haiyan was elected mayor of Kaifeng Municipal People's Government. Public information shows that Wu Haiyan was born in April 1973, a graduate student of the Provincial Party School, and a member of the Communist Party of China. Wu Haiyan was once the secretary of the Sui County Party Committee in Shangqiu City, Henan Province.

In June 2021, Wu Haiyan was awarded the title of "National Outstanding County Party Secretary" by the Organization Department of the CPC Central Committee. In September of the same year, she was promoted to member of the Sanmenxia Municipal Party Committee, and later served as Minister of the Municipal Party Committee Propaganda Department. In December, she served as Deputy Mayor of Sanmenxia. In April 2023, Wu Haiyan served as Deputy Secretary of the Sanmenxia Municipal Party Committee and Minister of the Organization Department until she became Mayor of Kaifeng in April this year, reaching the level of a full-time department head.

Before Wu Haiyan, Ma Xiu Lan from Gansu had already taken office as deputy secretary of the Wuwei Municipal Party Committee and mayor in April 2023, becoming the first to reach the rank of full-time department head.

Ma Xiulan, born in 1974, once attracted widespread attention because of her white hair.

Ma Xiulan was transferred to the position of secretary of Dongxiang County Party Committee in May 2019. At that time, Dongxiang County was one of the 58 concentrated and contiguous special poverty-stricken counties and 23 deeply impoverished counties in Gansu Province, and it was also one of the most difficult "hard bones" to chew in the national poverty alleviation. After taking office, Ma Xiulan, together with the broad masses of cadres and the people, started with focusing on solving the bottom-line tasks of the "three guarantees", and completed various poverty alleviation goals and tasks on schedule and with high quality. In 2021, Ma Xiulan was successively awarded the titles of "National Advanced Individual in Poverty Alleviation" and "National Outstanding County Party Secretary".

Two "post-80s" people have taken on important tasks in Xinjiang

Including the above-mentioned Wu Haiyan and Ma Xiu Lan, those born in the 1970s are the backbone of this group of outstanding county party secretaries across the country commended in 2021.

According to statistics, in terms of age, except for two people whose dates of birth have not been disclosed yet, 92 of the remaining 101 people were born after 1965, accounting for about 91%; 42 people were born after 1970, accounting for about 42%, including 4 people born after 1975, namely Wang Junhong, then secretary of the Qinghe County Party Committee of Hebei Province, Liu Jing, then secretary of the Fuping County Party Committee, Liu Yonghui, then secretary of the Anhua County Party Committee of Hunan Province, and Chen Linsong, then secretary of the Linghai Municipal Party Committee of Liaoning Province.

In addition, there are two outstanding county party secretaries in China who are born in the 1980s, namely Chen Zhangjie from Hunan and Yao Ning from Xinjiang.

Among them, the youngest, Yao Ning, has served as a member of the Xinjiang Kashgar Prefectural Committee and Secretary of the Kashgar Municipal Committee. The county-level Kashgar City is under the jurisdiction of the Kashgar Prefecture. It is the westernmost border city in China and the capital city of the Kashgar Prefecture.

Public information shows that Yao Ning, male, was born in 1985, of Han nationality, a member of the Communist Party of China, from Changzhi, Shanxi Province, and graduated from the Department of Industrial Engineering of Tsinghua University in 2004. He was elected president of the Tsinghua Student Union in April 2008, and was named an outstanding student cadre model of Tsinghua University and an outstanding undergraduate party member of Tsinghua University that year. In September of the same year, he was exempted from the entrance examination and entered the School of Public Administration to pursue a doctorate degree.

In November 2014, after graduating with a doctorate, Yao Ning went to work in Shule County, Xinjiang. He served as deputy secretary-general and office director of the Kashgar Prefectural Committee, and later served as county party secretary of Bachu County in Kashgar Prefecture. In 2021, he was awarded the title of "National Outstanding County Party Secretary" by the Organization Department of the Central Committee. In December 2022, Yao Ning debuted as secretary of the Kashgar Municipal Party Committee and later became a member of the Kashgar Prefectural Committee.

Another national outstanding county party secretary born in the 1980s, Chen Zhangjie, also took up his new post last year.

Chen Zhangjie, male, Han nationality, born in April 1980, from Changde, Hunan, master's degree, member of the Communist Party of China. Chen Zhangjie has served as deputy secretary of the Changde Municipal Committee of the Communist Youth League, executive deputy county magistrate of Taoyuan County, and mayor of Jinshi. In December 2017, Chen Zhangjie served as secretary of the Linli County Party Committee and was awarded the title of "National Outstanding County Party Secretary" in 2021.

In September 2021, Chen Zhangjie was promoted to member of the Standing Committee of the Changde Municipal Party Committee and Secretary-General, and then in March of the following year he was transferred to the position of member of the Standing Committee of the Municipal Party Committee and deputy mayor.

In April 2023, Turpan City, Xinjiang held a summary and commendation meeting for the ninth batch of Hunan Province's aid to Xinjiang cadres and talents and a welcome meeting for the tenth batch of aid to Xinjiang cadres and talents. Chen Zhangjie made a public appearance as a member of the Changde Municipal Party Committee, deputy mayor, and the leader of the tenth batch of aid to Xinjiang work team. In October of the same year, Chen Zhangjie resigned from the post of deputy mayor of Changde City.
