At noon on June 28, Mr. Ma, who works for a financial company in Xuhui Binjiang, was on the 5th floor of the East Tower of West Bank Zhita. He used his lunch break to consult about the latest public rental housing and guaranteed rental housing in Xuhui District. On the same day, the Xuhui District Affordable Rental Housing Summer Supply and Demand Promotion Conference was held at the West Bank Digital Valley Party and Mass Service Center, where more than 2,200 rentable apartments and 500 dormitory beds were provided. In the end, after nearly 4 hours of promotion and consultation, 72 units and individuals reached a rental intention of more than 1,200 apartments and more than 400 beds.
Since the beginning of this year, Xuhui District has vigorously promoted the supply of affordable rental housing. In the first half of the year, a total of 1,550 new rental housing units were built and 1,786 new rental housing units were supplied. 608 beds were raised for the New Era Urban Construction Managers' Home, which has completed 85% of the annual target. The summer rental housing promotion meeting coincided with the graduation season. In combination with the regional industrial layout, Xuhui has gathered a diversified source of "one bed, one room, one suite" of rental housing, walked into the Xuhui Riverside Building, and actively connected with college graduates and enterprises in the district, providing diversified choices for enterprises, talents and graduates with rental needs.
Zheng Dong, deputy director of the Xuhui District Housing Security and Property Management Affairs Center, introduced that before the launch of the summer promotion conference, the housing management department conducted an advance survey of public rental housing and guaranteed rent housing in the district, sorted out the latest number of houses and housing types, and encouraged operators to actively configure preferential policies, ranging from "rent 12 months and get 1 month free" to providing community canteen meal coupons.
The site also provided the Xuhui District Talent Housing Service Platform and rental housing provident fund withdrawal operation videos for the corporate HR and white-collar workers who came to consult, helping everyone to better understand the "full process" and "one-stop" convenient rental housing services for Xuhui Talent Housing. Everyone also went to various booths to exchange views on the application conditions and application channels for rental housing, public rental housing, and rental housing provident funds, and communicated face-to-face with the project operating units to understand the rental prices, supporting services, preferential policies and other issues that talents generally care about.
It is worth mentioning that this promotion meeting is specially set up in two sessions, lunch and afternoon. The lunch session, held from 12:30 noon to 2:00 pm, aims to use the lunch break to "deliver" rental policies and high-quality projects to building companies and white-collar workers.
Mr. Ma, who participated in the lunch consultation, told reporters that he is not only an HR in the company, but also has lived in Longnan Jiayuan, a public rental housing project in Xuhui, for nearly three years. Many of his colleagues are neighbors, and the company has specially arranged a shuttle bus to and from Longnan Jiayuan every day to pick up and drop off employees for commuting. However, with the changes in rental market prices and the fluctuations in public rental housing prices, many colleagues have recently consulted the HR department to see if there are more diverse public rental housing and guaranteed rental housing projects to choose from and compare with market-based rental housing sources.
"For young talents, especially new employees, the primary consideration is rental price, followed by transportation convenience and surrounding supporting facilities," said Mr. Ma.
The afternoon session lasted from 2:00 to 4:00. As a special session for employers, it attracted more than 100 colleges, high-tech enterprises, hospitals and other units from Xuhui District to participate, including well-known universities such as Shanghai Jiaotong University, East China University of Science and Technology, Shanghai Normal University, Fudan University and Shanghai Medical University, as well as companies in the fields of artificial intelligence, automobile research and development, modern finance, etc. from Xuhui Binjiang.
An HR of a car company in Xuhui Binjiang told reporters that the company has more than 500 R&D personnel in Shanghai, of which about two-thirds need to rent houses. Among the employees who rent houses, most are from the "post-90s" to "post-95s", which happens to be the critical stage for starting a family and building a career. "Stable living conditions are very important for companies to retain outstanding talents." The HR suggested that government departments can try to promote public rental housing, guaranteed rental housing policies and housing projects on more Internet platforms such as WeChat public accounts, Xiaohongshu, and Douyin, so as to let more young talents know about preferential policies and high-quality housing in a way that is more popular with young people, and make the platform of the promotion conference more influential.
The promotion meeting was guided by the Shanghai Housing Security Center, the Organization Department of the Xuhui District Committee, and the Xuhui District Committee of the Communist Youth League, and co-organized by the Xuhui District Housing Security and Housing Management Bureau, Longhua Subdistrict, and West Bank Group. It is reported that Xuhui District has now established the city's first rent-protected housing inspection office, which has carried out special inspections on illegal subletting, electric bicycle safety, and standardized operation and management. At the same time, the city's first rent-protected housing service window was also established to build an information bridge between rent-protected housing operating companies and units and individuals with rental needs.
