As a grass-roots governance system brand that Xianghua Town, Chongming District, has been working hard to build in recent years, the "Xiangxin Project" has recently "launched" a batch of new offline positions. Through the transformation and upgrading of the town and village comprehensive governance centers and "Xiangxin Stations", resource integration, and functional improvement, the function of the "Xiangxin Project" one-stop public opinion service platform has been further implemented, and all comprehensive governance member units and related social resources have been pushed down to the town and village comprehensive governance centers, directly "face to face" and "heart to heart" with the citizens, so that "small matters do not leave the village, big matters do not leave the town, and conflicts are not handed over", so that the people's demands can truly be "resolved at their doorstep".
In 2022, Xianghua Town will launch the "Xiangxin Project" grassroots governance system covering the entire town, and build three platforms: "Xiangxin Code", "Xiangxin Station" and "Xiangxin Bridge". Once the people of Xianghua Town have demands, they can use the "Xiangxin Code" public voice service platform to enter the service process of 24-hour advance contact, completion within 7 days, extended processing for no more than 10 days, and return visit within 5 days after the case is closed. The "Xiangxin Station" is composed of the town-level public voice service center, the "Xiangxin Station" set up by various departments in villages and communities, and the "Xiangxin Post Station" in the villages and communities to ensure that the public voice is responded to and resolved in the village; the "Xiangxin Bridge" is a reception and reception service platform, which is a regular reception and reception mechanism at the doorstep constructed by various villages and communities in the form of "public voice meetings".
"We strive to enable the people to 'go through a door to handle things around them, scan a code to resolve their problems', and put the non-litigation dispute resolution mechanism in the forefront." Liu Lin, deputy director of the Xianghua Town Safe Construction Office and director of the Petition Office, told reporters that since the launch of the "Xiangxin Project", the Xianghua Town "Xiangxin Code" public opinion service platform has accepted 1,391 cases of various conflicts and disputes, with a settlement rate of 97% and a satisfaction rate of 99%. In contrast, from 2021 to 2023, the number of cases on the town's petition, 110, 12345 and other district-level platforms has shown a downward trend year by year. In 2023, the town's petition volume decreased by 28% year-on-year compared with 2022, and the 12345 hotline volume decreased by 44% year-on-year.
On this basis, in order to further integrate social governance resources and coordinate the grassroots governance forces of various departments, villages, mass organizations, social organizations, etc., since this year, Xianghua Town has also carried out standardized construction and upgrading of existing comprehensive management centers at the village and town levels. By upgrading both "hardware" and "software", it will do a good job in comprehensive social security management and explore more refined social governance paths.
Walking into the new Xianghua Town Comprehensive Governance Center, which is newly opened to the public, the east side is the location of the Urban Transportation Center, and the west side is the center headquarters. It is divided into five functional areas according to the functional specifications of "one hall and four areas". Among them, the "one hall" is the reception hall for the masses, which is composed of "one-stop" service windows such as comprehensive acceptance, mediation, letters and visits, legal aid, legal consultation, and people's suggestions set up by the Comprehensive Governance Center and relevant departments stationed there. It is responsible for receiving and accepting visits from the masses, answering or consulting on the spot, and coordinating and solving problems reported by the masses.
The "four zones" are divided into the dispatching and commanding zone, the brand mediation zone, the judicial service zone, and the comprehensive functional zone. Among them, the dispatching and commanding zone collects data from digital information systems such as the town's urban transportation center, the comprehensive governance visual network, and the Xiangxin code, and can monitor the town's social governance and public security in real time. The brand mediation zone has absorbed non-governmental organizations from the Xianghua Town Conflict Mediation Center, and by polishing the old uncle's business card, it has created a brand mediation studio to provide the masses with diversified conflict resolution services. The judicial service area integrates the functions of the police-mediation linkage room, the judge's studio, the prosecutor's studio, and the lawyer's studio. At the same time, it also has studios such as circuit trial points and judicial reception rooms. Experts from the four departments of public security, procuratorial, judicial, and judicial are regularly stationed in the comprehensive governance center every month to provide legal guidance for the legal affairs of the departments and villages and the handling of dispute-related incidents, and provide legal consultation and public legal services to the people in the jurisdiction.
According to Liu Lin, in the areas where conflicts and problems are frequent, the Comprehensive Management Center will also carry out its work in the form of permanent, rotating, on-call and cloud-based work according to the actual situation. The permanent forces include the town judicial office and the petition office, and staff are assigned to be on duty from Monday to Friday; the district police, district uncles, leading cadres, deputies to the National People's Congress, lawyers, judges, land mediation centers and other departments implement a shift system from Monday to Friday to ensure that there are corresponding staff stationed in the Comprehensive Management Center every day to help citizens solve problems anytime and anywhere. "For departments that are not rotated on the same day, if there is a need for on-site conflict and dispute mediation, they will be stationed on-call; in addition, we can also rely on carriers such as Xiangxin Code and video software to conditionally promote the connection between town-level resources and village-level centers to provide cloud services." Liu Lin added.
Process of investigating and resolving conflicts and disputes in the “Xiangxin Project”
Each village-level comprehensive governance center rationally utilizes existing village-level places such as "Xiangxin Station" and Party and Mass Service Center to build functional areas such as "three rooms and one hall". For example, the comprehensive governance center of Chunguang Village is set up in the village committee. It not only has a reception place for visitors, but also integrates functional spaces such as the comprehensive governance management room, judicial service room, and mediation room, so that villagers with conflicts or feedback can communicate and feedback with relevant staff nearby in a timely manner. Liu Lin told reporters that the village-level conflict mediation center is resident by village and village committee cadres, district old uncles, community police, village legal advisers, grid inspectors, and comprehensive law enforcement teams. It will also promote grassroots courts, markets, comprehensive law enforcement, urban construction, agriculture and other departments to rotate or station in the center based on actual conditions, and actively absorb social forces such as social assistance, public welfare services, and village sages. It is reported that Xianghua Town has completed the upgrading and transformation of 4 village-level comprehensive governance centers.
"In the past, many grassroots cadres were busy with administrative work and did not have many opportunities to meet the masses 'face to face'. By establishing a work mechanism that shifts the focus, power and security downward, more power from higher-level departments and social governance resources can be transferred to the grassroots level. On the one hand, it will provide convenience and benefits to the people, and on the other hand, it will reduce the pressure on young village cadres to receive visits.
