Lei Haichao is a native of Dezhou, Shandong Province. He was born in April 1968. He previously served as deputy secretary and deputy director of the Party Leadership Group of the National Health Commission. Among the current leadership team of the National Health Commission, 56-year-old Lei Haichao is the youngest.
According to his public resume, Lei Haichao studied at Weifang Medical College, Shandong Medical University, and Shanghai Medical University, and received a doctorate in medicine.
Lei Haichao has rich grassroots work experience. In his early years, he worked in the Medical Department of Dezhou District People's Hospital of Shandong Province, the Beijing Health and Epidemic Prevention Station Office, and the Institute of Health Economics and Social Medicine of the Beijing Centers for Disease Control and Prevention.
While at the Beijing Center for Disease Control and Prevention, Lei Haichao engaged in research on health reform and development economic policies, health resource allocation, total health cost prediction models, pharmacoeconomics, and socioeconomic evaluation of disease prevention and treatment. Many of his research results are quite pioneering. For example, his research results on the optimal allocation of health resources in Beijing provide reference for the optimal allocation of health resources in large cities across the country; he was the first to systematically study the supply, demand and distribution methods of large medical equipment in China. He proposed a complete framework and model for measuring the configuration of large-scale medical equipment; he also used quantitative analysis methods for the first time in China to study the problems of induced demand and moral damage in health services, revising and improving international common methods.
Since September 2004, Lei Haichao has served as deputy director and director of the Second Policy Research Division of the Department of Health Policy and Regulations of the Ministry of Health. From 2005 to 2008, he also served as a member of the World Health Organization's Western Pacific Regional Health Research Advisory Committee. In July 2010, Lei Haichao passed the open selection of leading cadres in Beijing and was appointed deputy director of the Beijing Municipal Health Bureau with first place in the written examination and interview. It is understood that applying for this position at that time required at least a doctoral degree and corresponding practical and management capabilities.

In May 2017, Lei Haichao was promoted to director of the Beijing Municipal Health and Family Planning Commission. After the organizational reform in 2018, he was appointed director of the Beijing Municipal Health Commission. In October 2020, Lei Haichao served as deputy director of the National Health Commission. In September last year, information on the official website of the National Health Commission showed that Lei Haichao was already the deputy director and deputy secretary of the Party Leadership Group of the National Health Commission.
During his tenure at the Beijing Municipal Health Commission, Lei Haichao worked hard to promote the comprehensive reform of separation of medicines in Beijing, the elimination of drug markups, and the reform of medical service prices, which attracted much public attention.
On the first anniversary of Beijing's "medical reform" in 2018, he said that through tiered pricing of medical service fees, differentiated medical insurance reimbursement policies and the construction of medical consortiums, some common and chronic diseases have gradually been diverted to grassroots institutions, reversing more than a dozen cases. In recent years, the number of primary care clinics has been declining or hovering.
Starting from June 15, 2019, nearly 3,700 medical institutions in Beijing will further cancel the markup on medical consumables on the basis of canceling the markup on drugs.
After being transferred to the National Health Commission, Lei Haichao attended the press conferences of the Joint Prevention and Control Mechanism of the State Council many times, and went to local governments to guide epidemic prevention work. He successively served as the leader of the Gansu, Anhui, and Xinjiang working groups of the Joint Prevention and Control Mechanism of the State Council. He also participated in a special class organized by the Mainland to support Hong Kong’s anti-epidemic work.
In November last year, at the press conference of the State Council Information Office's series of themed "Authority Departments Talk about the Beginning", Lei Haichao said that the reform and high-quality development of public hospitals are directly related to the people's medical experience and affect the people's sense of gain. .
