Serving the real economy is the core. It is necessary to use the Internet platform to support and help enterprises improve their resource allocation capabilities in R&D, purchase and marketing, transportation, warehousing and other links, improve the efficiency of resource allocation, and boost the transformation and upgrading of traditional industries. The meeting agreed in principle to the Action Plan for Promoting High Quality Development of Cross border E-commerce in Shanghai and pointed out that cross-border e-commerce has become a new driving force for foreign trade development, a new channel for transformation and upgrading, and a new lever for high-quality development. We must continue to make up for our shortcomings and forge advantages, further promote the high-quality development of cross-border e-commerce, and lay a solid foundation for Shanghai to become a central node of the domestic circulation and a strategic link between domestic and international dual circulation. To seize opportunities, accelerate the cultivation of new growth points, fully leverage the advantages of undertaking national strategic tasks, actively connect with high standard international economic and trade rules such as CPTPP and DEPA, accelerate the pilot landing of the "Silk Road E-commerce" cooperation pilot zone, and continue to promote the construction of cross-border e-commerce comprehensive pilot zones. To benchmark against first-class standards, fully promote quality and efficiency improvement, vigorously develop "cross-border e-commerce+industrial belt", accelerate the gathering and cultivation of leading platform enterprises, continuously strengthen market entities, and continue to improve and strengthen the ecosystem. We need to implement precise policies, continuously optimize regulatory services, focus on improving the efficiency of commercial inspection, customs clearance, and logistics, effectively reduce enterprise operating costs, accelerate the improvement of cross-border e-commerce online comprehensive service platform service level, continuously optimize cross-border fund settlement and other services, guide enterprises to enhance risk awareness and compliance awareness, and firmly adhere to the safety bottom line.
