Local response: Patients were charged seat fees for infusion in the hospital
On June 25, the reporter learned from the Ningxia Hui Autonomous Region Medical Insurance Bureau that the fees charged by the hospital are in compliance with relevant regulations.
The receipt posted by a netizen shows that one of the charges is called intravenous infusion, which charges two fees, 10 yuan and 5 yuan respectively. The netizen lamented under the video, "It turns out that the hospital's infusion chairs are charged." In the video comment area, many netizens also expressed their incomprehension of this fee, "Charging for beds is understandable, but charging for seats is a bit unexpected." At the same time, some netizens said that the hospital's charging for chairs is in compliance with regulations.

On the afternoon of the 25th, a staff member of Ningxia Children's Hospital told reporters that the two fees charged for intravenous infusion on the receipt were 10 yuan for infusion and 5 yuan for chair fee. The infusion fee was 5 yuan per set, and the chair fee was 2.5 yuan per day. The price on the receipt was for two days. The staff member said that the collection of chair fees was in line with the regulations issued by the relevant price department, and "it will definitely not be charged randomly."
Afterwards, the reporter contacted the Ningxia Hui Autonomous Region Medical Security Bureau, and a staff member told the reporter that the bureau does have relevant regulations. Hospitals can charge for infusion beds according to the guide price of 5 yuan per time. If the hospital only provides infusion chairs, the charge is halved to 2.5 yuan per time. Therefore, there is no problem for the hospital to charge for the chair.
The "Prices of Medical Service Items in Ningxia's Top-3 Hospitals" stipulates the charges for infusion beds. The reporter found out from the official website of the Ningxia Medical Security Bureau that in 2020, the bureau issued the "Prices of Medical Service Items in Ningxia's Top-3 Hospitals". One of the items in the document is called infusion bed, and its description reads: "It refers to the patient occupying a bed alone for infusion. When more than 2 people use an infusion bed at the same time, only one fee can be charged. If only a seat is provided, the fee will be halved." The guidance price for the infusion bed item is 5 yuan per time.
In February 2011, Mr. Lu, a resident of Jinan, Shandong, took his child to the hospital for an injection. He found a 3-yuan "chair fee" on the medical bill. According to media interviews, according to the regulations of the Jinan Price Bureau and the Health Bureau, a third-level hospital charges 3 yuan per infusion bed and chair. In this regard, most citizens said that this move was "compliant but unreasonable."
A commentator from Jimu News said that when you go to the hospital for treatment, you already pay the registration fee, examination fee, medical fee, and treatment fee, so why do you have to pay for the chair fee when you receive an IV? This is hard to understand.
In March 2011, after the media exposed that a hospital in Jinan charged seat fees, the Shandong Provincial Price Bureau issued a notice requiring non-profit medical institutions to charge for outpatient intravenous infusions, but not to charge any other fees such as observation, garbage disposal, heating, and seats.
