The meeting pointed out that we should accurately judge the situation, strengthen benchmarking, focus on key priorities, strengthen confidence, rise to challenges, and go all out to sprint the first half of the year's economic growth target. We should further promote key industries and fields to make the best use of their strengths and overcome their weaknesses, deeply analyze the problems of stagnation, and put forward practical and effective measures to contribute more to stable growth. We should magnify the traction effect of major national policies, give play to the drainage effect of consumption promotion policy activities, and hold major events such as the "Summer of Shanghai" International Consumption Season to ensure that the activities are continuous, the heat does not drop, and the flow does not decrease, and let enterprises and consumers enjoy the relevant consumption promotion subsidy policies as soon as possible. We should further check for leaks and fill in the gaps, continue to increase the intensity and precision of economic dispatch work, help enterprises solve practical difficulties, speed up the implementation of the "last mile" of policies, and transform the progress of dispatch work into economic growth results.
The meeting agreed in principle to the "Shanghai Action Plan to Accelerate Automobile Renewal Consumption" and pointed out that it is necessary to strengthen the linkage between government and enterprises, strive to stimulate consumption potential, adhere to policy guidance, highlight market dominance, optimize financial services, and let consumers feel the benefits and convenience. It is necessary to strengthen internal and external linkages, accelerate the improvement of the circulation system, further facilitate second-hand car transactions, reduce intermediate links, reduce transaction costs, improve circulation efficiency, and encourage the export of second-hand cars. It is necessary to strengthen the linkage between production and sales, guide and support automobile manufacturers to actively participate in automobile renewal consumption actions on the production side, vigorously develop second-hand car distribution business on the sales side, attract leading enterprises to settle down, and further increase the contribution of both production and sales to automobile consumption and the automobile industry.

More attention should be paid to strengthening source control, giving play to the guiding role of the ecological protection red line, environmental quality bottom line, resource utilization upper line and ecological environment access list, and achieving differentiated and precise control. More attention should be paid to in-process and post-process supervision, accelerating the establishment of a linkage mechanism between environmental impact assessment, pollutant discharge permit and law enforcement supervision, consolidating local supervision responsibilities, and continuously improving the effectiveness of environmental impact assessment and pollutant discharge supervision.
