Hongqiao Subdistrict explores new highlights in governance services; Gubei International Community releases over 1,000 guaranteed rental houses
Gubei Jinghong Talent Apartment on Ruby Road is an affordable rental housing project completed in Changning District last year. After more than a year of operation, the occupancy rate has exceeded 86%, of which more than half of the tenants are between 25 and 34 years old. Recently, Hongqiao Subdistrict conducted a survey on apartment residents and merchants. The high-frequency demands of tenants include cultural entertainment, game making friends, sports and fitness, and community market activities. Merchants have a strong demand for traffic, hoping to make the community more livable and more lively.
At the theme event held by Hongqiao Street on June 26 to celebrate the 103rd anniversary of the founding of the Communist Party of China, Sheng Hong, secretary of the Party General Branch of the Fourth Residential Area of Gubei Ronghua, introduced the experience of Jinghong Apartment in the past year and the diverse demands found in the survey. Based on the previous survey, the Street Party Working Committee launched the "Rongqing Jingcai" International Community Talent Apartment Management Five "Intelligence" Action, which will cultivate new highlights of international talent services through five major actions, including "introducing wisdom and integration, benefiting wisdom and talent, accompanying wisdom and growth, enjoying wisdom and living, and gathering wisdom and partners".
Guo Kai, secretary of the Party Working Committee of Hongqiao Sub-district, said that this year, the sub-district will take the party building of new residential communities as one of the important means to promote party building to lead grassroots governance work, and actively explore effective models to incorporate high-end talent apartments in the two Gubei International Communities, such as Jinghong and Jingchen, into community management services, to stimulate talents' sense of integration, participation and belonging to the community.
Sheng Hong introduced that Jinghong Apartment has a total of 374 affordable rental housing units. This year, the neighborhood party general branch took the lead in conducting research with the apartment operators, managers and social organizations through questionnaires, appointment interviews, home visits, random road visits and other methods to promote innovative exploration of the talent apartment governance model.
According to the survey results, there are currently 324 tenants in the apartment, with a rental rate of 86.6% and a monthly turnover rate of about 10%. The occupations of the tenants cover technology, manufacturing, medical equipment, cultural media, foreign trade, finance and other industries. During the survey, many tenants expressed the hope that the community would add children's activity facilities, 24-hour convenience stores, small restaurants and other formats; some tenants also bluntly stated that the community must balance the boundaries between pet friendliness and pet management; and some tenants felt that the sense of belonging to the community in talent apartments was not as obvious as in traditional communities, and hoped to participate in more community activities and volunteer services. Merchants frankly stated in the survey that there is still room for the flow of people in the community to increase, and they hope to hold more community activities such as markets and flash mobs to increase traffic for merchants.
After collection and sorting, the above suggestions will not only be used for service optimization of Jinghong Apartment, but also serve as a reference for the operation of the newly built Jingchen Talent Apartment.
Qian Yiting, director of the rental housing operation center of Shanghai Real Estate Group Housing Development Co., Ltd., introduced that the newly built Gubei Jingchen community is adjacent to Huangjincheng Road, with a rental housing area of nearly 82,700 square meters, which can provide 1,034 residential units, 902 parking spaces, and more than 8,300 square meters of community commerce and supporting facilities. The community design adopts the concept of semi-open blocks. A pedestrian street divides the entire building complex into two residential groups, enclosing two central gardens, and is equipped with wind and rain corridors and outdoor spaces on the ground floor. At present, the community can provide about 7 types of housing, with an area of 52-95 square meters, covering different room types such as one bedroom and one living room, two bedrooms and one living room, and three bedrooms and one living room.
Enterprises and institutions within the jurisdiction of Hongqiao Subdistrict are an indispensable force for regional economic and social development. This year, the subdistrict gave full play to the advantages of party building in "integrating resources, gathering people's hearts, strengthening leadership, and improving governance", and launched four regional party building projects, including "Tracing Hongqiao to Learn Together, Sharing Civilized Fashion, Creating a Better Life Together, and Governing Happy Neighborhoods Together".
These include working with the Soong Ching Ling Mausoleum, Shanghai Urban Construction Archives, Shanghai Oil Painting and Sculpture Institute and other regional units to launch a high-quality walking party class route and three special walking party class routes called "Tracing Hongqiao"; establishing the "Medical" Road Accompanying Hongqiao Street New Era Civilization Practice Alliance with Shanghai Blood Center and others; and endorsing 10 "Light Up Life" micro-projects and beautiful neighborhood improvement projects with Shanghai World Trade Mart Co., Ltd., Shanghai Hongqiao Economic and Technological Development Zone Joint Development Co., Ltd., Dongyin Center, SF Express and other units.
At the event, Hongqiao Subdistrict and the professional team of Shanghai Tongji Urban Planning and Design Institute jointly established the "Hongqiao Subdistrict Full-process People's Democratic Community Creation Companion Growth Mentor Group", which will rely on the "Autonomy All-People Star" community micro-investment project to empower and build a better community with the help of professional strength. As the contact point for social conditions and public opinion of the Municipal CPPCC, Hongqiao Subdistrict has also established a "Hongzhisheng" social conditions and public opinion information team composed of grassroots public weather officers, information collection and editing teams, and expert think tanks, and continues to deepen the innovative practice of full-process people's democracy, and strive to move from the "first proposal" of the important concept of full-process people's democracy to the "best grassroots practice site".
