It is reported that from 21:00 on the 23rd to 18:00 on the 24th, heavy rainstorm fell in Songjiang District, with the maximum accumulated rainfall of 161mm at Shihudang Station, 160mm at Yongfeng Station, and more than 130mm at other stations. The maximum hourly rainfall intensity was 27.0mm at Jiuting Town. The wind force is generally 3-4 levels. The highest water level at the Mishidu representative station on the outer river is 3.63 meters, which does not exceed the warning water level. The highest water level at the Chenfangqiao representative station on the inner river is 3.48 meters, which exceeds the warning water level by 0.28 meters. The water level in the inner river is generally high.
At present, there has been no long-term water accumulation in residential areas, roads, and underpasses in the entire Songjiang area. The main water accumulation is at 3 underpasses, with a depth of 20-30 cm, and 4 roads, with a depth of 10-20 cm. Among them, 5 have been disposed of, and the remaining 1 underpass and 2 roads are currently being disposed of.
The relevant person in charge of the Songjiang District Water Bureau stated that the main reason for the water accumulation is the large amount of rainfall during the process, which has exceeded the amount of rainfall during the 2022 typhoon "Meihua". The excessive rainfall exceeds the drainage capacity of the underpass and roads. In addition, the water level inside and outside the river remains high, exceeding the elevation of the underpass and road drainage network, resulting in the phenomenon of river water supporting and preventing timely drainage of rainwater.
Severe waterlogging has occurred at points prone to waterlogging, such as the overpass under Lianyang Road on the Shanghai Hangzhou Railway and the overpass under Songjin Road on the Shanghai Hangzhou Railway. In particular, the deepest waterlogging in the motor vehicle lane of the overpass under Lianyang Road on the Hangzhou Railway can reach up to 2 meters. Emergency response personnel rushed to the scene for drainage operations, and after the rain stopped, the road area was drained of water for a short period of time, restoring normal traffic.
It is reported that this afternoon, the Songjiang District Flood Control Command issued a work reminder on further improving extreme weather prevention and emergency response during the Dragon Boat Festival holiday to member units of various street towns and flood control command centers. Each unit and department arranged for duty personnel to be on duty in advance, and during the response period, the responsible leaders led the shift on duty, and all flood control cadres were in place. There are a total of 916 on duty personnel in the entire district.
In Jiuliting Street, the staff of the Flood Control Office immediately inspected the road surface, construction site under construction, sewage pump station, etc., checked the implementation of rainstorm prevention work in each community, and inquired in detail about the on duty duty, flood control material reserve, emergency drainage pump preparation, and the gathering of emergency rescue teams in each community.
"The street has dispatched two emergency response teams for emergency drainage, providing on-site guidance for emergency drainage in waterlogged areas." Chen Biao, Deputy Director of Jiuliting Street Office, told reporters that inspections of communities and overpasses prone to waterlogging, as well as road patrols, have been carried out, and immediate measures will be taken if any disaster is found.
After the rain stopped, Jiuliting Street requested the maintenance unit to do a good job in monitoring the liquid level of the municipal pipeline network, and adjust the drainage outlet according to the liquid level situation to ensure that the water in the road area is discharged in a short period of time.
It is reported that various flood prevention and rescue teams are ready to carry out emergency rescue at any time. There are 244 emergency teams on standby during the rainfall period, totaling 4960 people. There are over 6000 pieces of flood prevention rain gear, over 5000 tons of rescue materials, and more than 600 mobile pumps in the reserve of flood prevention materials. 11 mobile pump trucks in the central urban area are parked around areas prone to waterlogging according to the established plan for timely drainage.
