This is the first time in Putuo District to achieve "land delivery is certificate delivery" through "full online processing" throughout the city, marking the official implementation of the "land delivery is certificate delivery" service reform for real estate projects in Shanghai.
Yu Xuefeng, General Manager of Shanghai Hong'ao Real Estate Co., Ltd., told reporters that on June 19th, the company paid the land transfer fee according to the contract and signed the land transfer contract the next day. After learning of this, the Putuo District Planning and Asset Management Bureau actively contacted the enterprises and, in accordance with the "Land Delivery and Certification Reform and the First Registration of Construction Land Use Rights Online Work Plan" released in Shanghai, provided full process assistance services to enterprises under the guidance of the Municipal Planning and Resources Bureau and the cooperation of the District Taxation Bureau, successfully achieving the first full process online processing of "Land Delivery and Certification" in the city. "After paying the land transfer fee, we only took 5 working days to apply through a 'window' through the 'full process online processing', truly achieving 'zero running' and 'zero submission' of materials, and issuing a 'dual certificate', greatly saving the company's time and manpower costs!" said Yu Xuefeng.
Zhang Min, Deputy Director of the Planning and Resources Bureau of Putuo District, introduced that last year the Putuo District Planning and Resources Bureau successfully piloted the service reform of the industrial project "start construction immediately after land acquisition". The enterprise obtained the construction land permit, construction project planning permit, and construction project construction permit within one day through online processing, greatly reducing the approval time.

This year, the administrative approval service reform of the Planning and Resources Bureau of Putuo District has been upgraded again.
