Six deputy ministers of the Ukrainian Ministry of National Defense have been dismissed, and the Ukrainian military is facing a major restructuring
According to Xinhua News Agency, Ukrainian Cabinet Minister Nemchinov said on September 18th that the Ukrainian Cabinet immediately ordered the dismissal of six deputy ministers and state secretaries of the Ukrainian Ministry of Defense.
Previously, Ukrainian President Zelensky dismissed Defense Minister Leznikov, who was embroiled in a corruption scandal. According to relevant Ukrainian laws, the Ukrainian Cabinet will subsequently dismiss the position of the first deputy minister and deputy minister of the department.
Analysis suggests that Zelensky hopes to highlight anti-corruption efforts by replacing the defense minister, in order to advance Ukraine's accession to the European Union, while boosting domestic public confidence and Western support.
7 high-ranking officials dismissed
On the same day, Nemchinov posted on social media that the Ukrainian cabinet had ordered the dismissal of six deputy ministers and state secretaries of the Ukrainian Ministry of Defense.
Among them, Anna Maria received more attention. Maria has been serving as the Deputy Minister of National Defense of Ukraine since 2021. Since the beginning of last year, she has often represented the Ukrainian government in releasing updates on the Ukrainian crisis, and is a familiar face to people. Just this Monday morning, Marial appeared at the press conference. But last week, Maria faced criticism for her unclear statement about the situation on the Ukrainian battlefield.
At the same time, Alexander Pavliuk, the first deputy minister of the Ukrainian Ministry of Defense, did not appear on the list of dismissed officials. According to reports, the Ukrainian cabinet has not provided a reason for this round of personnel adjustment. But there are reports that the six deputy ministers of defense voluntarily resigned at the request of the newly appointed Minister of Defense Umerov and will not return to their positions.
Intended to highlight anti-corruption efforts
These seven high-ranking officials were dismissed at the same time, which may seem sudden, but in reality, it is not. It is worth noting that earlier this month, the Ukrainian military had just undergone a major personnel change.
Ukrainian President Zelens announced on the 3rd of the basic month that he has decided to dismiss Defense Minister Leznikov and nominated the head of the Ukrainian State Asset Foundation, Umerov, as the new Defense Minister.
Against the backdrop of the ongoing crisis in Ukraine, Zelensky said in a national television speech, "Leznikov has been experiencing this full-scale war for over 550 days. I believe the Ministry of Defense needs new methods and different forms of interaction with the military and society."
It is worth mentioning that as the defense minister, Leznikov helped Ukraine obtain a large amount of Western military aid for fighting against Russia. But at the same time, the Ministry of Defense led by Leznikov was embroiled in a corruption scandal. Leznikov denied his wrongdoing and reiterated that he had been smeared.
Nevertheless, Zelensky still dismissed Leznikov from his position as Defense Minister. Analysis suggests that Zelensky hopes to highlight anti-corruption efforts by replacing the defense minister, in order to advance Ukraine's accession to the European Union, while boosting domestic public confidence and Western support.
Firstly, the process of Ukraine's accession to the European Union has been slow to make progress. After the escalation of the Ukrainian crisis early last year, Ukraine immediately submitted an application to join the European Union. Last June, the European Council decided to agree to the recommendation of the European Commission to grant Ukraine candidate status as a member of the European Union, and requested the European Commission to report to it on the implementation of the conditions for joining the EU by the applicant country. Once all prescribed conditions are fully met, the council will decide to take the next step. Ukraine needs to crack down on corruption in order to join the European Union.
Secondly, the crisis in Ukraine is still ongoing with no end in sight, and it is reported that both Russia and Ukraine are still engaged in fierce fighting in eastern Ukraine. In this context, the people of Ukraine are very sensitive to corruption.
Furthermore, there are reports that the Ukrainian military has failed to make significant breakthroughs in the current operation, and its slow pace of operations has raised concerns among Western countries that Ukraine may not be able to achieve its expected goals this year, despite receiving billions of dollars in military aid from the West.
In addition, in the United States, some critics of Ukraine's provision of significant aid believe that, given the corruption scandal involving the Ukrainian military, stricter restrictions should be imposed on Ukraine's military aid.
Some comments suggest that in this context, Zelensky has been seeking proof that his government is strengthening its management of the Ministry of Defense.
It is worth mentioning that according to Global Times, Zelensky and his wife have arrived in the United States and will attend the United Nations General Assembly. Zelensky also plans to meet with US President Biden and senior members of Congress.
Negotiators at the helm
After Zelens announced his personnel decision at the beginning of the month, the Ukrainian Supreme Leader reviewed and voted to dismiss Leznikov as Minister of Defense, appointing Umerov as the new Minister of Defense.
This is seen as the most significant personnel adjustment in the Ukrainian defense system since the escalation of the crisis in February last year.
According to relevant Ukrainian laws, in the event that a minister is dismissed, the Ukrainian Cabinet will subsequently remove the position of the first deputy minister and deputy minister of the department.
Currently, the Ukrainian Ministry of Defense will be led by 41 year old Umerov. Umerov is regarded as a negotiation expert. Both after Crimea's withdrawal from Ukraine and Russia's launch of a special military operation against Ukraine in February last year, Umerov participated in a series of sensitive behind the scenes talks between Ukraine and Russia, including reaching high-profile "prisoner swap" and civilian evacuation agreements. He also played a role in the negotiation of agreements for the export of agricultural products from Black Sea ports.
Some comments suggest that the replacement of six Deputy Defense Ministers will give Umerov the opportunity to form his own team. It is reported that the Ukrainian Ministry of National Defense is conducting consultations on the selection of a new deputy minister. According to sources, the department is "undergoing comprehensive reforms".
According to reports, Umerov regards coordinating Ukraine's defense forces, enhancing the value of each soldier, developing Ukraine's military industry, and combating corruption as top priorities.
