The Kremlin has previously stated that at Putin's invitation, Kim Jong un will make an official visit to Russia and hold talks with Putin.
Russian presidential press secretary Peskov stated on the 12th that the meeting between Putin and Kim Jong un will be held in the Far East. The delegations of the two countries will hold talks, and the two leaders will have one-on-one exchanges. Putin will hold a formal banquet to welcome Kim Jong un, but there are no plans for a press conference.
Peskov said, "The Democratic People's Republic of Korea is our neighbor. Of course, we believe it is our responsibility to establish good mutually beneficial relations with all neighboring countries, which has always been something we and President Putin have upheld."
This is Kim Jong un's second visit to Russia after four years.
In April 2019, Kim Jong un and Putin met in Vladivostok, Russia. After the meeting, Putin stated that Russia will continue to work to ease the tension on the Korean Peninsula, and both sides discussed how to make the situation on the peninsula have a broader prospect. Enter full alert state
Although the Putin meeting has been officially announced, Russia and North Korea have not yet announced the specific time and location of the leaders' meeting.
The outside world has noticed that Kim Jong un's visit coincides with the 8th Oriental Economic Forum held in Russia. From September 10th to 13th, the 8th Oriental Economic Forum was held on the campus of Far Eastern Federal University in Vladivostok. Putin delivered a speech at the plenary session of the forum on the 12th.
Vladivostok is approximately 130 kilometers away from the border between Russia and North Korea, and is the closest Russian city to North Korea that can be reached by train. The city of Vladivostok and the forum site have already entered a comprehensive state of alert.
In April 2019, Putin and Kim Jong un held a meeting at the Far Eastern Federal University in Vladivostok. The school is located on an island and is connected to the surrounding land by a large bridge. In 2002, the late North Korean leader Kim Jong il also met with Putin in Vladivostok.
However, Peskov stated on the 11th that Putin and Kim Jong un have no plans to meet during the Eastern Economic Forum, and they will meet after the forum.
It will be a "comprehensive visit"
External attention: Why did Kim Jong un go on this trip? What topics will the leaders of Russia and North Korea discuss?
Regarding this, Peskov stated that during the meeting between Putin and Kim Jong un, the two sides will exchange views on regional situations and other topics. This will be a "comprehensive visit" and "we will continue to strengthen our friendship".
Peskov also stated that Russia and North Korea are cooperating in "sensitive" areas, but cannot openly discuss cooperation in these areas.
There is speculation that during the talks between North Korean and Russian leaders, the two sides may discuss issues such as weapons trading.
The Global Times quoted South Korean media as saying that it is expected that the focus of the talks between North Korean and Russian leaders will be on weapons trading, joint military exercises, energy and food issues, etc. Among them, the issue of arms trade and related technological cooperation between North Korea and Russia has received the most attention. There is speculation that North Korea may provide military supplies such as shells to Russia. In exchange, North Korea may request Russia to provide the intercontinental ballistic missile technology, reconnaissance satellites, and nuclear powered submarine technology that the country still lacks. But some argue that Russia is unlikely to easily transfer core advanced technologies, equipment, components, and other nuclear missile related technologies to North Korea.
Regarding the related speculation, the US has warned that further sanctions will be imposed.
According to the website of the US State Department, State Department spokesperson Matthew Miller warned at a press conference on the 11th that the US will closely monitor the outcome of the meeting between Putin and Kim Jong un, and any shipment of weapons from North Korea to Russia will "violate multiple UN Security Council resolutions.". Miller added that Washington will not hesitate to impose new sanctions on North Korea and Russia.
In response to the US urging North Korea not to sell weapons to Russia, Peskov stated that in developing relations with neighboring countries, including North Korea, the interests of both countries are important for Russia, rather than a warning from Washington, "We will prioritize the interests of our two countries.".
