[Learning in Progress] On the afternoon of the 18th, General Secretary Xi Jinping inspected and investigated Qinghai Province. He first visited the Guoluo Xining National Middle School and Hongjue Temple in Xining City to learn about the local efforts to deepen the east-west cooperation and targeted support in education, strengthen the education of building a strong sense of community for the Chinese nation, and promote the fine tradition of patriotism and love for religion in the Tibetan Buddhist community, and promote national unity and progress. Qinghai, with its towering mountains and magnificent scenery, is an ecological barrier, a treasure trove of resources, and a land of unity. General Secretary Xi Jinping has always been concerned about the development of Qinghai and the lives of people of all ethnic groups.

General Secretary Xi Jinping visited Qinghai twice in 2016 and 2021, and attended the deliberation of the Qinghai delegation during the National People's Congress. The General Secretary hopes that Qinghai will continue to create new achievements in the construction of an ecological civilization pilot zone, a circular economy development pilot zone, and an ethnic unity and progress pilot zone.

“We are all family, we are all brothers and sisters”

Qinghai, where ethnic minorities account for nearly 50% of the population, is the province with the highest proportion of ethnic minorities in the country. In the process of living and building together, people of all ethnic groups have forged deep friendship.

During his visit to Qinghai in August 2016, General Secretary Xi Jinping visited Changjiangyuan Village in Tanggula Mountain Town, Golmud City. In the past, the villagers lived at an altitude of 4,700 meters, lived in tents, slept on the ground, and lit sheep oil lamps. After the ecological migration, the villagers lived in new houses built by the state, slept on beds, and had complete furniture and appliances.

When the General Secretary came, the villagers dressed in bright Tibetan costumes, brought the elderly and children, held up silver bowls filled with highland barley wine, took out the best Chema at home, and presented Hada to the General Secretary one after another. The crowd kept shouting "Tashi Delek". The General Secretary shook hands with the villagers one by one and wished them a happier life.

On the afternoon of August 22, 2016, General Secretary Xi Jinping visited the Yangtze River Source Village in Tanggula Mountain Town, Golmud City to inspect ecological migration, ethnic unity and grassroots party building work.

A few months ago, when General Secretary Xi Jinping attended the Qinghai delegation review during the National People's Congress, three representatives of the Tibetan, Mongolian and Tu ethnic groups presented white Hada to the General Secretary to express their respect for the Party Central Committee and the General Secretary. Xi Jinping asked them to convey his blessings to the people of all ethnic groups. During the review, several representatives of ethnic minorities spoke on national unity and progress, promoting urban and rural education equity, and implementing targeted poverty alleviation. Xi Jinping asked about the specific situation from time to time, emphasizing that multi-ethnicity is a major feature of our country and a major favorable factor for our country's development.

The General Secretary came to Golog Zanggongma Village, Shaliuhe Town, Gangcha County, Haibei Tibetan Autonomous Prefecture. This village achieved poverty alleviation in 2017 by relying on industries such as cattle and sheep breeding. When the villagers saw the General Secretary coming, they enthusiastically rushed to the roadside, cheering and greeting the General Secretary. General Secretary Xi Jinping said emotionally that we are all one family, we are all brothers and sisters. The General Secretary said that in the comprehensive construction of a modern socialist country, no ethnic group can be left out. In the big family of the Chinese nation, only if everyone holds together like pomegranate seeds, treats each other with brotherhood and helps each other, can the great dream of national rejuvenation be realized and the flower of national unity and progress can flourish forever.

"Hold together like pomegranate seeds." Over the years, this sentence by General Secretary Xi Jinping has been deeply engraved in the hearts of Chinese people of all ethnic groups.

Qinghai is an important ecological security barrier for the country. The source of the Three Rivers is the "Chinese Water Tower", maintaining the lifeline of the water ecological security of the Chinese nation. Protecting the source of the Three Rivers has always been a "major national concern" in the mind of General Secretary Xi Jinping.

During the 2016 National People's Congress, General Secretary Xi Jinping stressed that the pilot project of the Sanjiangyuan National Park system must be done well when participating in the deliberation of the Qinghai delegation. The General Secretary demanded that we protect the ecological environment like protecting our eyes, treat the ecological environment like treating our lives, protect the Sanjiangyuan, protect the "Chinese Water Tower", and ensure that "a river of clear water flows eastward".

In April of that year, the pilot program of the Sanjiangyuan National Park system was officially launched. In August, during his inspection in Qinghai, General Secretary Xi Jinping observed the real-time monitoring of important points through remote video.

During a video link with the Lancang River Grand Canyon Observation Point in Angsai, grassroots cadres told General Secretary Xi Jinping the story of two herders who took an injured snow leopard home, took good care of it, and finally released it back to its habitat. The General Secretary asked how many snow leopards there were in the area, how the ecology was recovering, and how the ecological rangers were deployed. He encouraged everyone to work together to protect ecological resources such as lakes, grasslands, rivers, and wild animals with the support of national policies.

During the 2021 National People's Congress, General Secretary Xi Jinping once again visited the Qinghai delegation. A representative took out two photos and asked the General Secretary to look at them.

One photo shows a desert cat walking in the grass, and the other shows a snow leopard walking in the bushes. "Rare species that were rarely seen before are now appearing frequently," the representative said as he talked about the changes in Qinghai's ecological environment.

"This shows that ecological protection is effective." General Secretary Xi Jinping stared at the photo and nodded frequently, "Especially, everyone's awareness of ecological protection has also increased, and they see the economic value of ecology itself."

Driven by a series of measures, Qinghai's ecological environment continues to improve. Today, at the source of the Three Rivers, people and nature coexist harmoniously, and the "Chinese Water Tower" is solid and abundant, presenting a magnificent picture of beautiful mountains and clear waters and all things competing for prosperity.

“Building a modern economic system that reflects local characteristics”

Qinghai has unique advantages in achieving coordinated and sustainable resources and environment, and General Secretary Xi Jinping attaches great importance to it.

The Qarhan Salt Lake in Qinghai is the largest salt lake in my country and one of the most famous inland salt lakes in the world.

When President Xi Jinping visited Qinghai in August 2016, he first visited the Qarhan Salt Lake. The Qinghai Salt Lake Industry Co., Ltd. here is an old enterprise that has explored a circular economy model, and "resources have not decreased, but a new salt lake has been created."

General Secretary Xi Jinping walked along the plank road to the edge of the salt lake, observed the operation of modern mechanical salt mining, and learned about the reserve protection, development and utilization of salt lake resources. "Are the salt mining ships domestically produced? How much brine is mined every day?" "Does the circular economy use clean energy?" General Secretary Xi Jinping was very concerned about the comprehensive utilization of salt lake resources and the promotion of industrial technology upgrades.

General Secretary Xi Jinping pointed out that salt lake resources are Qinghai’s largest resource and also a strategic resource for the whole country. It is imperative to properly handle the relationship between resource development and utilization and ecological environmental protection.

On the Qinghai-Tibet Plateau, weaving Tibetan carpets has a history of thousands of years. Through inheritance, improvement and innovation from generation to generation, it has not only preserved the traditional skills but also brought out new style.

In June 2021, Xi Jinping visited Qinghai Shengyuan Carpet Group Co., Ltd. located in Chengzhong District, Xining City for inspection and research.

Walking to the raw material display cabinet, the General Secretary picked up the black yak hair and white sheep wool and gently rubbed them with his fingers, "It feels really good." The General Secretary also asked, "What is the market demand for Tibetan carpets now? Do you mainly sell them domestically or abroad?"

Seeing an inheritor of intangible cultural heritage teaching his apprentice step by step, the General Secretary stopped and started a conversation.

The General Secretary asked, "Is this craft of yours inherited from your ancestors? How many generations has it been passed down?" "How long does it take to weave a Tibetan carpet like this?" The General Secretary encouraged him, "Your craft is very precious and meaningful. You must pass it on and promote it."

General Secretary Xi Jinping emphasized that to promote high-quality development, we must be good at grasping the most distinctive industries and the most dynamic enterprises, cultivate high-quality enterprises with distinctive industries, and drive industrial upgrading with enterprise development. “We really want to invite the General Secretary to visit us again!” The scene of General Secretary Xi Jinping inspecting the new village construction site in the rain is still unforgettable to the villagers of Banyan Village.

Huzhu County, Haidong City, is the only Tu Autonomous County in China. It has magnificent natural scenery, but the mountains are deep and the transportation is inconvenient. In Banyan Village of this county, more than 100 households are scattered among the ridges and slopes of the mountains. They drink cellar water for a long time, and their crops are dry for nine out of ten years.

Driven by the targeted poverty alleviation strategy, the villagers of Banyan Village, which had lived deep in the mountains for generations, were relocated and moved into a new poverty alleviation village at the foot of the mountain.

In August 2016, General Secretary Xi Jinping braved the drizzling rain and came to the construction site of the new village. He walked along the unfinished muddy road and entered the new home of villager Lv Youzhang.

There was not even a stool in the newly built house, so the General Secretary stood and talked to the old couple. The General Secretary walked around the three rooms and the yard, looked at the layout of the house, touched the edge of the kang and asked about heating in winter, and also looked at the water pipes in the yard.

When he arrived at the home of villager Lv Youjin, the General Secretary sat with the family, looked through the "Poverty Alleviation Handbook" and the "Handbook on Precision Management of Poor Households", and asked them about their plans for farming and raising sheep, working outside the home, and sending their children to school after moving into the new village.

The General Secretary told the family that the Party and the government should pay special attention to people in difficulties like you and help you live a good life through immigration and relocation.

On the morning of August 23, 2016, General Secretary Xi Jinping visited Banyan Village, Wushi Town, Huzhu Tu Autonomous County, Haidong City, to inspect the construction of the new village for poverty alleviation through relocation.

In March 2021, General Secretary Xi Jinping attended the review of the Qinghai delegation, and the representatives reported to the General Secretary: The per capita annual income of Banyan Village has increased from 2,600 yuan five years ago to 11,419 yuan.

Today, Banyan Village has initially formed "eight industries" including photovoltaic power generation, characteristic breeding, distilled liquor brewing, and Tu ethnic group embroidery production. In 2023, the per capita income of the village increased by 2,711 yuan compared with two years ago.

In June 2021, on the eve of the celebration of the 100th anniversary of the founding of the Communist Party of China, General Secretary Xi Jinping visited Qinghai again. People of all ethnic groups expressed their deep gratitude to the General Secretary in a simple and sincere manner.

In Wentingxiang Community, Wenhui Road, Chengxi District, Xining City, the "Song of Destiny Choir" is rehearsing a red song dedicated to the "July 1st". 61-year-old Zhuoma Cairen stood in the first row and sang: "The light from the Golden Mountain in Beijing shines in all directions..."

In Zanggongma Village, Golog, a herder told the General Secretary that the herders’ good lives are all due to the good policies of the Party, and he sincerely thanked the Party and the General Secretary.

The General Secretary said with emotion: "The Communist Party of China was founded 100 years ago. It was not easy for our party to grow and develop, to seize power, and to build a new China. Why do the people wholeheartedly support the Communist Party of China? Because our party has always served the people wholeheartedly and worked for the happiness of all ethnic groups."
