On June 14, the Shanghai Academy of Social Sciences held a major scientific research results release and seminar. Researcher Liu Liang, deputy director of the Institute of Applied Economics of the Shanghai Academy of Social Sciences, presided over the meeting and delivered a speech. Researcher Li Zhan, director of the Innovation and Entrepreneurship Economic Research Center of the Shanghai Academy of Social Sciences, introduced the relevant content of the major achievement "Science and Technology Self-reliance - Shanghai's Mission to Build National Strategic Science and Technology Power" selected in the "Shanghai Think Tank Report".
Strengthening the national strategic scientific and technological strength is a major strategic task in the new era determined by the Party Central Committee. Li Zhan believes that the national strategic scientific and technological strength is oriented to the major strategic needs of the country, focusing on strategic areas that must be fought for, and according to the needs of the innovation-driven development strategy, undertakes and completes major national scientific and technological innovation tasks, represents the country in participating in global scientific and technological frontier exploration, achieves breakthroughs in key core technologies, and forms a comprehensive ability of core competitiveness in scientific and technological innovation. "Science and Technology Self-reliance-Shanghai's Mission and Responsibility in Building National Strategic Scientific and Technological Strength" revolves around strengthening the national strategic scientific and technological strength, highlighting Shanghai's mission and opportunities in this strategic task. The report first expounds on the connotation and characteristics of national strategic scientific and technological strength. Secondly, a comparative study was conducted on the current status of scientific and technological forces at home and abroad, and combined with the innovation-driven development strategy, Shanghai's mission and ideas in strengthening national strategic scientific and technological strength were proposed. Finally, the report emphasizes the importance of strengthening national strategic scientific and technological strength for Shanghai's scientific and technological innovation and the development of innovative industries.
The report proposes the theory of "three special zones" for building national strategic scientific and technological forces, namely, establishing a trinity of relevant systems of "basic research special zone, science and technology entrepreneurship special zone, and basic policy special zone". The "basic research special zone" should focus on exploring the selection mechanism of non-consensus projects and reforming the talent and achievement evaluation system. The "science and technology entrepreneurship special zone" should establish a mechanism system to promote the growth and development of innovative and entrepreneurial talents, and establish and improve the mechanism system for technology research and development and achievement transformation. The "basic policy special zone" should promote the formation of a national strategic scientific and technological force policy system with solid theory, clear logic, comprehensive coverage, and diverse tools to promote the sound development of national strategic scientific and technological forces. The report points out that the carrier of scientific and technological innovation and entrepreneurship is the infrastructure of the innovation system and should be included in the national strategic scientific and technological force system. It is necessary to take the lead in exploring the characteristics of the socialist basic economic system of the scientific and technological innovation system and mechanism, and explore the Shanghai characteristics of optimizing the allocation model of scientific and technological innovation resources. The report recommends the formulation of a national strategic scientific and technological force evaluation index system and proposes preliminary indicators. At the meeting, the research team discussed and exchanged views on topics such as the construction of science and technology innovation centers, strategic scientific and technological forces, development of new quality productivity, innovation ecological environment, high-end industrial clusters, science and technology innovation investment ecology, development of high-tech enterprises, and high-quality scientific and technological innovation carriers.
Participants proposed that Shanghai must be the vanguard of developing new quality productivity, and must adhere to the multi-level "dual-wheel drive" and all-round "carrying heavy loads to go far". Shanghai has an advantageous foundation for developing high-end industrial clusters. It is necessary to establish a high-end industrial cluster development model based on the virtuous cycle of "technology-industry-finance" to lead the development of future industrial clusters. In the face of the problem of insufficient intensity of Shanghai's scientific and technological innovation R&D investment, the government should take multiple measures to help high-tech enterprises play their role, increase basic R&D investment and promote the transformation of scientific and technological achievements. At the same time, it is necessary to give full play to the role of national strategic scientific and technological forces in Shanghai, especially to form relevant mechanisms to stimulate the vitality of national strategic scientific and technological forces in Shanghai. In addition, it is necessary to "use both soft and hard methods" to draw a new picture of the science and technology innovation investment ecology. Whether science and technology innovation investment can take root downward to absorb innovation vitality and grow upward to breed new branches of the industry depends on the science and technology innovation investment ecology. Therefore, it is necessary to ensure the system first, open and mutual integration to learn experience, science and technology enterprises as the core to build a system, and multiple parties to work together to solve problems.
