On September 8th, the academic seminar on "Commemorating the 110th Anniversary of the Birth of Mr. Zhou Shiqiu and Zhou Shiqiu's Management Thoughts" was jointly organized by Donghua University, Shanghai Municipal Federation of Social Sciences, and Nanxun District People's Government of Huzhou City at Donghua University.
Mr. Zhou Shiqiu is one of the founders and pioneers of the restoration and development of the discipline of administrative management in China after the reform and opening up. In March 1979, Deng Xiaoping pointed out at the Party's theoretical work retreat that "the study of political science, law, sociology, and world politics has been neglected for many years, and now we also need to make up for it as soon as possible." In 1982, Zhou Shiqiu published an article calling for the restoration of administrative science, "An Neglected Discipline - Administrative Management.". Since then, Zhou Shiqiu has been active in the field of administration and political science in China, making lifelong contributions to the reconstruction of the discipline of administration and the research of socialist administrative management with Chinese characteristics after the reform and opening up.
At the meeting, Mr. Zhou Shiqiu's family, more than 50 representatives of academic experts, and more than 100 teachers and students gathered together to reminisce about his life story, academic thoughts, and noble character. During the seminar, the attending experts delved into the path and methods of constructing discourse systems in Chinese management and public management.
Ding Huang, co convener of the Public Management Discipline Evaluation Group of the Academic Degrees Committee of the State Council and specially appointed professor of the "Luojia Scholars" at Wuhan University, pointed out in his speech "Strengthening Comparative Research and Enhancing Civilized Mutual Learning - Reflections on the Construction of Public Management Discipline" that the construction of China's independent philosophical and social scientific knowledge system, especially the independent knowledge system of Chinese public management, requires further emphasis on the value of civilized mutual learning. The innovative development of public management discipline in China in the new era should not only focus on summarizing the laws based on empirical research on Chinese public management, but also on long-term accumulated experience and wisdom in governance. Mr. Zhou Shiqiu's administrative management ideas, and pointed out that Mr. Zhou once summarized the importance of China's administrative management reform as "the foundation of the country's rise and fall, the link of the 'Four Modernizations' construction, and the basis of people's lives." Researcher Shen Guilong, Director of the Institute of World Chinese Studies at the Shanghai Academy of Social Sciences, analyzes the reform of state-owned enterprises from the perspective of management, with the topic of "Management Issues and Reform Ideas in the Modernization Process of State owned Enterprises". He believes that in the process of modernizing state-owned enterprises, it is necessary to clarify four major relationships: the relationship between enterprise party organizations and other governance entities; The relationship between market competition mechanism and risk management mechanism of state-owned enterprises; The relationship between mixed ownership incentive mechanism and state-owned enterprise regulation; The relationship between enterprise competitive neutrality and state-owned enterprise management.
