This is a proposition that has deeply troubled Tangqiao Street in Pudong New Area in recent years. The street area covers 3.86 square kilometers and is one of the first areas to complete urbanization since the development and opening up of Pudong. Since the beginning of this year, the street has finally raised 4400 square meters of public space in four directions: east, west, north, south, through various channels such as the allocation of resources by the district machinery management bureau, transfer of resources by state-owned enterprises, self evacuation, and social leasing. On September 15th, one of the Tangqiao Beautiful Life Museum North Garden Road stores officially opened to welcome guests.
Entering the Lifestyle Hall, the first floor of the store serves as a dining area for the elderly, while the second floor adds a stir fry ordering service to meet the diverse dining needs of residents. Breakfast is mainly served with local Dim sum in Shanghai, including steamed stuffed buns, deep-fried dough sticks and soybean milk. For lunch and dinner, we will mainly focus on our local dishes, with added dishes such as roasted meat, special clay pot dishes, and stir fry. Targeting certain groups in the jurisdiction, the prices of dishes can also be discounted. Elderly people over 60 years old, low-income families receiving subsistence allowances, people with disabilities, families receiving family planning assistance, and retired soldiers within the Tangqiao area can apply for meal discount cards and enjoy discounts of 20%, 85%, and 10%.
In addition to providing a variety of dishes, the second floor also has various functions such as Taikang Health Station, Shantao Dream Workshop, and Public Welfare Grid Shop. It is reported that in the future, the street will collaborate with functional departments, communities, and jurisdictional enterprises to gradually launch activities such as elderly care consultation, art sharing, convenient commerce, charity and public welfare, bringing unique "one-stop" services to residents and allowing them to enjoy a "beautiful life at their doorstep".
The relevant person in charge of the street introduced that before the construction of the Beautiful Life Museum, the street conducted a survey and evaluation of the needs of community residents, and clarified the content of public service integration. In the subsequent operation, in order to not increase the financial burden of the government, a unified "public construction private" operation and management model was adopted, which is invested and built by the street, and entrusted to qualified enterprises or social organizations for operation and management through legal procedures without changing ownership. The operator shall bear most of the operating costs, including housing rental fees, property management fees, labor costs, etc., in accordance with the street operation requirements and contract agreements.
In addition, the living quarters are equipped with facilities such as suggestion boxes and electronic evaluators to collect public satisfaction, and include service environment, dish quality, service attitude, service efficiency, etc. in the evaluation scope. If the overall satisfaction of the public is below 80% for two consecutive months, the operator will face the punishment of withdrawing from operation.
