But over the past decade, a problem has plagued these white-collar workers who enter and exit high-end office buildings: there are few buses and routes from subway stations to office buildings, and walking takes at least 15 to 20 minutes. At one point during rush hour, white-collar workers would compete for shared bicycles in front of subway stations and office buildings. In January of this year, the "South Bund Financial Direct Bus" was opened. This is not public transportation, nor is it an exclusive employee shuttle bus for a particular company. In this walled South Bund "park", employees of co construction units participating in regional party building can take the bus. The "South Bund Financial Direct Bus" has become a popular short shuttle bus in the eyes of white-collar workers in the South Bund.
On the afternoon of September 19th, Huangpu District held the "Zero Distance Home · Open Wheat" event. With the theme of "How to Promote High Quality Development through Efficient Governance through the 'Dual Way' of Government and Enterprise", experts, scholars, enterprise leaders, and leaders of Xiaodongmen Street were invited to exchange and discuss, among others. The story of the opening of this popular short shuttle bus was mentioned.
Dongjiadu used to be the old Chengxiang area, but now it is one of the most important carriers of Huangpu's financial industry. Along the river is the Bund Financial Agglomeration Zone that is being developed. Zhang Shenbin, the director of Xiaodongmen Street, said that the working population and residents in Dongjiadu area have long been inverted. The street currently has a population of 33000 and a working population of nearly 40000. For the street, the governance concept, service methods, and resource supply direction should be transformed from purely serving residents to emphasizing both residents and service enterprises.
The working population exceeds the residential population, and the service targets have changed, which is a new problem faced by many grassroots governance in the city center streets.
To serve enterprises, it is necessary to first understand their needs. A survey conducted by Xiaodongmen Street in the enterprise at that time showed that the most urgent problem that the enterprise needed to solve was to connect the "last mile" from the subway station to the office building. "At that time, a CEO admitted that 80% of the company's employees were female. Female employees often complained about wearing exquisite suits and high heels, and riding bicycles to and from work."
To solve the problem of the "last mile", the street found Jiushi Bus and wanted to achieve the connection of the "last mile" by introducing short shuttle buses. Zhang Shenbin said that at least 11 units along the South Bund have strong demands and hope that the street can build a platform to help them connect with bus shuttle service providers.
After several discussions, the street established a fund through the Huangpu District Charity Foundation specifically for the opening of short shuttle buses. The fund was funded by South Bund enterprises to support the operation of short shuttle buses, ultimately serving white-collar workers in the enterprises.
Zhang Shenbin believes that the reason why short shuttle buses can be opened is because the enterprises on the South Bund have been connected, and the main line of the connection is led by party building. "Jiushi Group, which provides short shuttle services, is a member unit of the Huangpu District Regional Party Building Joint Conference. Foreign companies such as Deke, Taibao Group, and Huitianfu Fund, which assist in the operation of short shuttle services, are also members of the regional party building. Through party building, we have connected unrelated units together."
Huang Xiaochun, Dean of the School of Sociology at Shanghai University, believes that the opening of the "South Bund Financial Direct" is a very interesting case of grassroots governance. When the community living structure undergoes fundamental changes, the government's public service model also needs to be innovated. For grassroots governance, it is difficult to integrate needs and resources, and link them with execution. Xiaodongmen Street relies on party building guidance to establish interdependence among different enterprises and achieve joint construction, governance, and sharing. He suggested that in the future, the street should establish more mutually beneficial links between these enterprises, so that the investment of enterprises can be sustained.
Shao Nan, Chairman of Zhuipu Investment, suggested that the "South Bund Financial Direct Bus" needs to be operated more efficiently. At present, short shuttle buses are open during white-collar commuting hours, while the rest of the time is idle. The residents living in Xiaodongmen Street also have the "last mile" problem, which can allow shuttle buses to serve residents during their free time, maximize the efficiency of shuttle buses, and stimulate the vitality of the entire community.
