Yuan Junying, academician of the American Academy of Sciences, academician of the American Academy of Arts and Sciences, and director of the Cross Research Center of Biology and Chemistry of the Chinese Academy of Sciences Shanghai Institute of Organic Chemistry, has been engaged in basic research for a long time, and is a pioneer in the field of cell death research. Peng Lei told reporters that since participating in the competition last year, the project has attracted the attention of various levels of government departments in Shanghai, and has received a lot of support in land use and financing.
In May of this year, the R&D team of Brain Tiger Technology implanted a semi invasive brain computer interface device into rhesus monkeys, enabling them to play table tennis through "brain control". Surprisingly, this company, which has only been established for less than two years, is considered the most likely domestic enterprise to replace or surpass Musk's brain computer interface company Neuralink. "Musk started 7 years earlier than us, leading us in animal experiments, clinical trials, and other aspects." Peng Lei said that in the future, he will continue to increase research and development investment, actively promote industrialization, and shorten the gap with the world's best companies at the fastest speed.

In 2019, Yingsi Intelligence entered Zhangjiang Pharmaceutical Valley and has now become a leading enterprise in the field of AI pharmaceuticals. Zavoronkov recalled at the summit the reason for choosing Zhangjiang at the time, "Zhangjiang attracts global biopharmaceutical talents, we don't have to search everywhere or introduce from abroad, the most needed talents are already here.". He found that the R&D team of the company is mostly composed of local talents from Shanghai, which is similar to his experience of starting a business in other cities such as Boston, London, and Tokyo - all of which have large and high-quality talent teams.
"In this sense, setting the company's R&D headquarters in Shanghai is one of the most correct decisions we have ever made," said Zavoronkov.
Institutional innovation, providing full lifecycle protection

Taking the latter as an example, this is a list of overseas vocational qualification certificate recognition developed by the Municipal Human Resources and Social Security Bureau in collaboration with relevant industry regulatory departments to explore the connection mechanism between international vocational qualifications and domestic professional title evaluation, and promote institutional openness.
It is understood that the list is divided into three categories: ABC. Based on standards such as industry matching, certificate popularity, and internationalization, 48 overseas vocational qualification certificates are selected to form an A-class list. For certified personnel, supporting policies such as talent introduction, work permits, and talent housing are provided; Based on standards such as the degree of urgent talent shortage and high professional and technical level, 15 certificates are selected to form a B-class urgent shortage list, and more comprehensive convenience guarantee measures are provided; Based on the criteria of certificate verifiability, comparable evaluation criteria, and demand for professional talents, 22 certificates are selected to form a C-class list, and certified personnel can be recognized as domestic professional titles by comparison. At the same time, establish a unified overseas vocational qualification certificate query and verification platform throughout the city, providing certificate query and verification services.
In the future, Shanghai will dynamically adjust the list and directory based on the development of key industries and the actual demand for professional talents, attract and gather high-level professional talents, and accelerate the construction of a high-level talent highland.
