The award was presented by Xi Jinping, then secretary of the Zhengding County Party Committee.

Zhang Xinli originally worked at the Zhengding County Radio Station and was fond of studying radio technology. In 1983, he opened the Chunguang Electric Appliance Factory and developed a new type of stage lighting equipment that could automatically identify the tones according to the changes in stage music and cast various lighting colors on the stage.

After hearing about this technological innovation, Xi Jinping visited the Chunguang Factory several times and personally helped to open up sales channels.
