[Technology Towards Innovation] Xi Yandao|A certificate personally issued by Xi Jinping
China News Service, June 25: "We should focus on strengthening the training of young scientific and technological talents, give them full trust, let them use them freely, carefully guide them, and warmly care for them, so that more young top talents can stand out."
This is a passage from General Secretary Xi Jinping's speech at the National Science and Technology Conference, the National Science and Technology Awards Conference, and the Conference of Academicians of the Two Academies on June 24. At the conference that day, Xi Jinping presented awards to winners of the country's highest science and technology awards.
Xi Jinping has always been concerned about and supportive of scientific and technological workers.
Nearly 40 years ago, on January 20, 1985, at a three-level cadre meeting in Zhengding County, Hebei Province, Zhang Xinli from Chunguang Electrical Equipment Factory in Zhengding County received a special certificate - the "Self-taught Talent Award". The award was presented by Xi Jinping, then secretary of the Zhengding County Party Committee.
Zhang Xinli originally worked at the Zhengding County Radio Station and was fond of studying radio technology. In 1983, he opened the Chunguang Electric Appliance Factory and developed a new type of stage lighting equipment that could automatically identify the tones according to the changes in stage music and cast various lighting colors on the stage.
After hearing about this technological innovation, Xi Jinping visited the Chunguang Factory several times and personally helped to open up sales channels. In 1984, this equipment was featured on the stage of the celebration of the 35th anniversary of the founding of New China and attracted media attention.
In order to encourage Zhang Xinli's independent innovation, Xi Jinping personally awarded him the "Self-Taught Achievement Award" the following year.
A special certificate testifies to Xi Jinping's emphasis on scientific and technological innovation and his concern for scientific and technological talents.
"Without talents, the county cannot be rich and the people cannot be strong." "Whoever can gather a large number of high-level talents will be able to gain the initiative in competition." No matter where he works, Xi Jinping cherishes and respects talents and attaches importance to the cultivation of scientific and technological talents.
During his work in Zhengding, Xi Jinping personally wrote a "talent recruitment list" for the whole country, and the "Nine Articles on Talents" attracted more than 200 scientific and technological talents;
In Fujian, he promoted the system of special scientific and technological envoys, and a plant of "juncea" became a legend of "turning grass into gold";
In Zhejiang, he proposed the "88 Strategy" to promote the development of science, education and talents in Zhejiang, and attract talents from home and abroad to settle in Zhejiang;
In Shanghai, he stressed that Shanghai has the responsibility and conditions to make more contributions to the country in terms of scientific and technological innovation, and strive to be at the forefront of scientific and technological innovation in the country;
Since the 18th National Congress of the Communist Party of China, General Secretary Xi Jinping has made reform of the science and technology system a priority in comprehensively deepening reform, stressing the need to focus on removing institutional and mechanism barriers and "loosening the constraints on talent so that their innovative and creative vitality can be fully unleashed."

From "implementing systems such as 'posting a list and appointing a leader' and 'horse racing'", to "resolutely breaking the 'paper-only, title-only, academic qualification-only, award-only' mentality", to "never letting scientific and technological personnel spend a lot of time on some meaningless welcoming and seeing-off activities", in Xi Jinping's eyes, the specific work of scientific and technological workers is also the key to building the edifice of scientific and technological undertakings.
Since the beginning of this year, at many important meetings, Xi Jinping has repeatedly emphasized the relationship between the development of new quality productive forces and talent work, "deepening reforms in the science and technology system, the education system, the talent system, etc., and clearing the bottlenecks that hinder the development of new quality productive forces" and "cultivating urgently needed talents to develop new quality productive forces and promote high-quality development."
On June 24, at the National Science and Technology Conference, the National Science and Technology Awards Conference, and the Conference of Academicians of the Two Academies, Xi Jinping once again emphasized the importance of talent cultivation.
"We need to improve incentive systems such as scientific and technological awards, income distribution, and achievement empowerment, so that more outstanding talents can receive reasonable rewards and unleash innovative vitality."
"We must continue to rectify the trend of indiscriminately issuing 'titles' and 'brands', so that scientific researchers can concentrate on their research without distractions, and effectively reduce the distractions and worries of applying for projects, publishing papers, evaluating awards, and competing for resources."
"Vigorously promote the spirit of scientists and encourage the vast number of scientific researchers to have lofty aspirations, patriotic dedication, and determination to innovate."
