On the afternoon of September 11th at 3 o'clock, the reporter arrived at Mr. Shi's residential area on Nicheng Road, located near the intersection of Xinyuan South Road and Tongshun Avenue in Nicheng Town, Pudong New Area.
Mr. Shi told reporters that around 2000, the construction of the Shanghai Lu Expressway began, and his home happened to be within the planned scope of the expressway, which was relocated by the government to Nicheng Town. At this point of moving, Mr. Shi was still very satisfied with the living environment. A few years later, a new road was built at my doorstep, which is now Xinyuan South Road.

Later, a large number of logistics companies settled in the section of Tongshun Avenue near Xinyuan South Road. Mr. Shi recalled to reporters that since around 2019, the traffic volume on the roads has significantly increased, especially for trucks transporting large containers and earthworks, and the noise has also increased accordingly. "No matter how late it is, the sound will not disappear, it's just a difference between small and big. Sometimes, when the truck rests more at night, the sound will be a bit quieter." Mr. Shi said that after the complaint was reported, the relevant departments of the Lingang New Area had entrusted professional testing institutions with municipal testing qualifications to conduct noise testing. The results of two environmental noise tests in November 2022 and June 2023 showed that the noise reached 80 decibels, which is a serious exceeding range. The reporter called the Ecological and Urban Appearance Management Office of the Lingang New Area Management Committee to verify the test results, but multiple attempts were unsuccessful.
Downstairs from Mr. Shi's house, the reporter saw about 10 large container trucks parked on both sides of Xinyuan South Road. This main road extends northward for about 300 meters to reach its end and is separated by a large number of fences, indicating that a new section of Xinyuan South Road is under construction. From the T-junction, walk southeast along Tongshun Avenue. To the north of the road are enterprises such as Dongfang Overseas Warehousing, Jiyun Logistics, Yida Cold Chain, Dongfang Jinfa Logistics, Huamao Logistics Center, and Xingang Logistics. There are almost no private cars on the road, and the vast majority are container transport vehicles. They came out of the company gate, turned onto Tongshun Avenue, and then passed through the intersection below Mr. Shi's house, driving onto Xinyuan South Road and heading southwest. The density of truck traffic is relatively high. The reporter estimates that about 100 trucks will pass through the intersection of New Yuan South Road and Tongshun Avenue within half an hour.

The noise Mr. Shi heard mainly came from the shaking and friction of the truck body and the roar of the diesel engine when the speed changed. Through the sound testing software downloaded from the mobile phone, the reporter found that when a truck passes by the nearby lane of the Nicheng Road Lane 1 community near Xinyuan South Road, the noise is between 80 decibels and 90 decibels. When a truck passes by the far lane, the noise is between 70 and 80 decibels. After closing the window, the noise has decreased to some extent, but it still remains at around 70 decibels.

Mr. Shi told reporters that in the past two years, he has repeatedly reported to the relevant departments of Nicheng Town and Lingang about the disturbance caused by the truck, but the noise has not fundamentally changed.

According to Article 35 of the Law of the People's Republic of China on the Prevention and Control of Environmental Noise Pollution, if the construction of highways and urban elevated and light rail roads passing through areas with concentrated noise sensitive buildings may cause environmental noise pollution, sound barriers should be set up or other effective measures should be taken to control environmental noise pollution. Based on this, in June 2020, Mr. Shi and residents proposed the requirement to install sound barriers. Mr. Shi told reporters that at that time, this road had been placed under the jurisdiction of Nanhui Xincheng Town. The People's Government of Xincheng Town in Nanhui has accepted complaints from residents and responded that Xinyuan South Road is a regular road and cannot install sound barriers. "There are regulations in the city that highways, elevated roads, light rail, and fully enclosed roads can be equipped with sound barriers. The rest of the roads are ordinary roads and cannot be equipped with sound barriers."

In order to reduce the impact of noise, the local government has provided feedback to Mr. Shi, stating that it is necessary to maintain road smoothness, eliminate well frame differences, eliminate bridge head jumping, and install electronic police. But Mr. Shi believes that these cannot eliminate noise. "This road is quite smooth, and I haven't seen any difference in the frame. The measures feedback to me and the surrounding residents cannot help me." The reporter did see on site that the road is brand new and flat, with a small number of manhole covers, and the height difference between the frame and the manhole cover is not significant. A row of yellow isolation barriers have been installed in the lane near Nicheng Road on Xinyuan South Road, which may be designed to limit the truck lane to the side further away from residential areas.
