Shanghai is the first city in the country to pilot digital certification, reducing enterprise time and costs by three quarters
Certification inspectors visit certification bodies and certified enterprises to conduct on-site inspections of sites, documents, etc. This is a traditional certification supervision method that cannot fundamentally solve the problem of low efficiency caused by limited supervision resources and geographical dispersion of industries. It is time-consuming and labor-intensive. The transformation of supervision methods to digitalization and intelligence has been proven to be an effective solution.
The Shanghai Municipal Market Supervision Bureau announced on June 20 that the digital certification work pioneered by Shanghai in the country has come to fruition. The low-voltage electrical products of Shanghai's first two digital certification pilot enterprises - People's Electrical Factory of Shanghai Electric Co., Ltd. and Shanghai Noyak Electric Co., Ltd. - have recently obtained digital certification.
Digital certification uses digital means to obtain product design, production, inspection, management and service process data to evaluate the company's product quality assurance capabilities and product consistency. Certification inspectors use the company's digital management system to collect and check the quality data information of the corresponding links of the company and understand the true operation status of the company's quality system.
Digital and intelligent means have greatly shortened the time for enterprises to prepare certification materials and personnel turnover, and reduced the cost of certification and accreditation processes.
Taking the People's Electrical Appliance Factory as an example, through the information system, quality data such as procurement and incoming inspection, production process control, non-conforming product control, test records, instrument calibration certificates, product consistency, etc. are quickly collected and integrated, and all audit contents are completed in a few minutes. According to the traditional on-site audit method, it takes at least half a day to visit the raw material warehouse, production site, finished product warehouse, testing point and other places.
Time determines the cost of the certification and accreditation process. In the market, "audit man-days" are generally used as the unit of calculation. Traditional certification audits generally calculate audit man-days based on factors such as enterprise type, scale, and number of employees.
Previously, Noyak Electric's circuit breaker product certification required four audit man-days. After adopting digital certification, it was controlled within one audit man-day, reducing the inspection cost by three quarters and saving the auditors' travel, accommodation and other expenses.
Digital and intelligent transformation is good, but it is by no means achieved overnight. It is reported that the Shanghai Municipal Market Supervision Bureau, together with certification agencies and related industry enterprises, took three years to complete the digital certification survey of the low-voltage industry, build an online testing platform and innovative digital diagnosis model, standardize and unify the certification methods and applications of the digital transformation of quality certification, and compile the first national group standard for the digital transformation of the certification industry, the "Guide to the Application of Digital Certification for Conformity Assessment".
The Shanghai Municipal Market Supervision Bureau stated that it will continue to use digital and intelligent means to improve the efficiency of review and approval, supervision and law enforcement, and build a "non-intrusive and omnipresent" non-perceptible supervision mechanism to enable enterprises to develop with high quality.
