Recently, Xingfu Village in Huinan Town and Rainbow Property held a signing ceremony for the "Property Management Service Contract". The renovation system introduced qualified property service enterprises to the village, providing villagers with essential management services such as security, cleaning, greenery, and warranty, opening up a new model of rural property services.
In the face of many difficulties in rural governance, such as the low level of village level property service management and the "reconstruction and light management" of public facilities, how to make property management adapt to local customs? Huinan Town actively explores the model of party building leading rural property management services, strives to solve the difficulties, pain points, and bottlenecks of grassroots governance, focuses on building a "15 minute rural community life circle", and promotes the synchronous improvement of rural governance quality and efficiency and public happiness.
Villagers' order based property management services
At the entrance of the village, Mr. Huang, a villager from Xingfu Village, entered the village through the parking gate, "just like living in a residential area." He said, "The village not only has a closed fence set up, but also a dedicated person on duty. In addition, parking lot lines have been set up to increase the number of parking spaces in the public parking lot area, greatly improving the environment and order."

Manager Li from Rainbow Property introduced that now, Happy Village implements closed property management, installing parking gates at the main entrance and exit, and recording the license plate numbers of self occupied villagers into the gate system to achieve automatic pole lifting function, improve commuting speed, charge appropriate fees for external vehicles, and ensure the allocation of parking spaces for residents. Visual monitoring probes are also installed at the main intersections, and 24-hour gatekeepers are set up at the village main intersections to manage personnel and vehicles entering and exiting.
In the bulletin board at the entrance of the Happiness Village Property Service Center, there is a clear display of security cleaning, daily maintenance, green maintenance and other service contents. All tasks are assigned to individuals, and the contact information of the person in charge of each service content is also publicly displayed in the property bulletin board.
"My happiness index is very high now. There are many things at home that need to be addressed and resolved immediately." Mr. Li, a villager, praised the red property management. This "immediate solution" is thanks to the market-oriented operation and the government's "favoring the butler" approach, which ensures that the villagers can implement the "ordering" of property management services.
The "Hui Guan Jia" party building service brand fully leverages the role of regional party building alliances, gathers local unit resources to carry out "4+X" convenient services. That is to say, based on the four core services of the "water and electricity network", expand services such as emergency maintenance of houses, housekeeping for the elderly, disinfection and sterilization, and removing four pests, and set up a service hotline to provide villagers with one-stop home property management services. Five level grid cracking governance dilemma
Integrating property management services into the grassroots governance of the Communist Party of China, through the integration of party building and property management, multiple entities are bonded together, highlighting the characteristics of "red" in practice and reflecting the effectiveness of "governance". This is an exploration of rural property services in Huinan Town.
It is reported that Huinan Town adheres to the guidance of people's needs, guided by party building, and constructs a five level grid management system of "street town town management community village party organization micro grid team". Team leaders, party members, village representatives, village volunteers, and other personnel are included in the grid team, creating a unique "1+4" rural butler service model in Huinan, which includes guidance and guidance from village party organizations, autonomous decision-making by property management village councils, coordinated implementation by village collectives, participation and assistance from N volunteer service teams, and cooperation and assistance from property management service administrators. This forms a governance service system of "party building guidance, organizational co construction, grid governance, and village autonomy".
At the same time, Huinan Town also adheres to democratic consultation and co governance. Led by the village party organization, a property service quality supervision group is established to supervise the entire process of property services, using autonomous carriers such as "three meetings" and "four discussions and two disclosures", to formulate deliberation processes such as "villagers speaking up", "sincere discussions on people's feelings", and "village level consultations". Exploring Two Models of Rural Governance
In response to the characteristics of a wide area and a large population, Huinan Town has chosen two modes based on local conditions: "comprehensive" and "enclosed".
The "comprehensive" property management service model is mainly suitable for administrative villages where villagers live in relatively dispersed geographical locations, with large areas that are difficult to centrally manage. As a typical representative of "comprehensive", Xumiao Village has taken the lead and achieved positive results in improving the management of floating population, regulating the rental of self built houses, and building a strong safety defense line.
Xumiao Village is located in Nanhui Industrial Park, with a large population density, and the floating population is nearly five times the registered residence population. There is a strong demand for rental housing, and it is also facing problems such as tight public resources, high pressure on environmental sanitation, and difficulties in daily management. To this end, under the guidance of the town managed community, the village party organization takes the lead in establishing a special team, focusing on population surveys, regularly holding autonomous ventilation meetings, and standardizing the rental of self built houses. The village party organization also builds bridges to connect with both enterprise landlords, and conducts in-depth exchanges around employee rental policies, creating employee dormitories, and meeting the service needs of resident employees. This promotes the effective connection between enterprise rental needs and village resources, effectively solving the problems of enterprise rental difficulties and village borrowing difficulties, and improving the efficiency of grassroots governance.

The "enclosed" property management service model is suitable for rural concentrated residential areas with relatively independent geographical locations, and administrative areas where villagers have high demands for property based parking management and other services. As one of the first pilot villages in Huinan Town to launch the "red property entering rural areas" model, Xingfu Village is a typical representative of the "enclosed" property management service model.
It is reported that currently, each pilot village in Huinan Town has chosen different types of services based on their own resource endowments and actual situation. Led by the rural butler team, they provide villagers with three types of full-time and comprehensive services. The basic services are purchased by the town government through a unified service method, and third-party professional maintenance companies are introduced to manage basic property services such as village greening and river maintenance, primary and secondary road cleaning, and garbage removal.
In terms of convenient services, establish a "1+N" service team, an emergency maintenance team, equipped with full-time water and electricity maintenance personnel and sewage dredging personnel; N special volunteer service teams have carried out special tasks such as improving the living environment, conducting public security and fire inspections, garbage sorting inspections, and caring for elderly people living alone, guiding villagers to actively participate.
Precision services rely on the "Huiguan Jia" platform in the town to establish a "quick response" maintenance service mechanism. In response to the general maintenance needs of villagers, the grid personnel will be present within 5 minutes, and the dedicated maintenance personnel will be present within 15 minutes to handle. For problems that cannot be solved by the dedicated maintenance personnel, the "Huiguan Jia" in the town will be present within 30 minutes to provide solutions and follow up on them, helping villagers solve problems as quickly as possible.

Next, Huinan Town will encourage each village to innovate and adhere to the service model, content, methods, standards, and other aspects of red property management based on their own actual situation, on the basis of the pilot project.
