On September 18th, the Supreme People's Procuratorate announced that Jiang Zhigang, former deputy secretary of the Party Committee of Ningxia Hui Autonomous Region and former secretary of the Yinchuan Municipal Party Committee, was suspected of accepting bribes. The investigation by the National Supervisory Commission has been concluded and transferred to the procuratorial organs for review and prosecution.
Recently, the Supreme People's Procuratorate made an arrest decision against Jiang Zhigang on suspicion of bribery in accordance with the law. The case is being further processed.

According to publicly available information, Jiang Zhigang, born in August 1960 in Donghai, Jiangsu, holds a bachelor's degree in high-altitude equipment from Beijing Institute of Aeronautics and Astronautics, and a master's degree in management engineering from Northwestern Polytechnical University. Jiang Zhigang was an alternate member of the 19th Central Committee.
In his early years, Jiang Zhigang worked in aviation systems for many years, serving as a director and deputy general manager of the board of directors of Chengdu Aircraft Industry Corporation, as well as the head of the human resources department of China Aviation Industry First Group Corporation.
In 2000, Jiang Zhigang was seconded to the Office of Enterprise Cadres of the Central Organization Department for work. One year later, he stayed at the Office of Enterprise Cadres of the Central Organization Department as a deputy bureau level researcher, and later became the deputy director of the Fifth Bureau of Cadres of the Central Organization Department. In 2003, Jiang Zhigang was transferred to the State owned Assets Supervision and Administration Commission of the State Council and held various positions, including Deputy Director of the First Bureau of Enterprise Leadership and Director of the Second Bureau of Management. In 2011, Jiang Zhigang served as the Deputy Director of the State owned Assets Supervision and Administration Commission of the State Council. In May 2013, Jiang Zhigang went to Beijing to serve as a member of the Standing Committee of the Beijing Municipal Committee and Minister of the Organization Department.
In April 2017, he was appointed as the Deputy Secretary of the Party Committee of Ningxia Hui Autonomous Region, and also served as the Secretary of the Party Committee of Yinchuan City in the same year. He no longer held the aforementioned position in January 2021. In March 2023, his official announcement was investigated, and he was expelled from the party and public office in August.
The notice pointed out that Jiang Zhigang seriously violated the Party's organizational discipline, integrity discipline, and life discipline. He had "illegally used financial funds to build buildings and buildings" and "used his power to buy houses at low prices for himself and his relatives and friends". His specific violations of discipline and law include:
Losing ideals and beliefs, abandoning original aspirations and missions, ignoring the spirit of the central eight point regulations, accepting and organizing banquets and tourism activities that may affect the fair execution of official duties, and illegally using financial funds to build buildings and buildings;
Lack of organizational principles, failure to truthfully explain issues during organizational conversations, illegal interference in personnel arrangements of the original management unit, and seeking benefits for others in the selection and appointment of cadres;
Violating regulations by accepting gifts and gifts, using one's authority to purchase a house at a low price for oneself and relatives, and illegally helping relatives invest in private enterprises;
Lack of awareness of discipline and law, greedy and unrestrained, engaging in power and money transactions, taking advantage of their position to seek benefits for others in business operations, job adjustments, etc., and illegally accepting huge amounts of property.
The term "illegally using financial funds to build buildings and buildings" is very unique. After Jiang Zhigang took office in Yinchuan in 2017, the "Silk Road Pearl Tower" project received the most attention and was included in the "Government Work Report" for three consecutive years. A media investigation has found that from project approval to shutdown, the "Silk Road Pearl Tower" has a high degree of overlap with Jiang Zhigang's political career trajectory in Ningxia from life to death. On June 13, 2021, the Silk Road Pearl Tower project was announced to be suspended. In October 2021, the General Office of the State Council issued a notice on the illegal construction of high-rise buildings in some heavily indebted areas, publicly announcing the problem of illegal construction of high-rise buildings in Qinghai, Ningxia, Guizhou, Yunnan and other regions. It revealed that eight projects, including the Ningxia Silk Road Pearl Tower, have varying degrees of illegal construction of high-rise buildings.
In the past two years, multiple officials who had previously worked in Yinchuan have been investigated. Among them, there are two tigers.
Jiang Zhigang was the "first tiger" of Ningxia after the 20th National Congress of the Communist Party of China. Prior to him, another "tiger" was investigated in Ningxia, which was Li Zefeng, former Vice Chairman of the Ningxia Hui Autonomous Region Political Consultative Conference. On May 30th last year, Li Zefeng, a former member of the Party Group and Vice Chairman of the Ningxia Hui Autonomous Region Political Consultative Conference, was severely punished for violating discipline and law by staying in the Party for one year and being dismissed from his position in government affairs.
According to the open resume, Li Zefeng, male, Han nationality, was born in Yinchuan, Ningxia in June 1960, joined the CPC in June 1984, and started working in January 1982. He graduated from the three-year graduate class of the Training Department of the Central Party School, with a graduate degree and a senior political engineer. Li Zefeng, who has been serving in Ningxia for a long time, has served as the Deputy Secretary of the Yinchuan Municipal Party Committee, Executive Deputy Minister of the Organization Department of the Ningxia Hui Autonomous Region Party Committee, and Vice Chairman of the Ningxia Hui Autonomous Region Political Consultative Conference.
On April 13th last year, Wang Yong, former chairman of the Yinchuan Municipal Committee of the Chinese People's Political Consultative Conference, was investigated. Wang Yong, who has been serving in Yinchuan for a long time, also served as the Deputy Mayor of Yinchuan City; Member of the Standing Committee and Secretary General of the Yinchuan Municipal Committee.
