This morning, the Shanghai Public Security Bureau held a press conference to introduce the "30 Measures for Shanghai Public Security Organs to Optimize the Business Environment and Help the High Quality Development of the City's Economy", which will better facilitate the production and life of enterprises and the public, and help the city create a market-oriented, legal, and international first-class business environment.
The measures launched by the public security department this time cover six aspects, including protecting the legitimate rights and interests of market entities, continuously deepening the reform of streamlining administration and delegating powers, strengthening industry service supervision, major service guarantee strategies, deepening regional cooperation and development, and improving the efficiency of convenient and enterprise services.
In terms of protecting the legitimate rights and interests of market entities, we will launch special measures to strengthen the criminal protection of intellectual property rights, and pay more attention to the protection of intellectual property rights in high-tech and other scientific and technological innovation fields, as well as in the field of providing services to the people's livelihood. The protection of trademark rights has expanded from the past to copyright, trade secrets, etc; We promise to strictly distinguish between economic disputes, administrative violations, and criminal offenses, apply criminal coercive measures prudently in accordance with the law, and standardize the implementation of coercive measures such as sealing, detention, and freezing.
In terms of continuously deepening the reform of streamlining administration, delegating powers, and improving services, we promise to optimize administrative licensing, deepen the "one industry, one license" reform of bathhouses and hotels, improve the comprehensive industry licensing system, and reduce industry access costs; Compress the time limit for administrative licensing approval and adjust the promised completion time limit for issuing the "Blasting Operation Approval" to 6 working days; Adjust the promised deadline for issuing the Security Officer Certificate to be completed on the spot; For the "information network security audit of online business places", on the basis of the implementation of offline notification and commitment system, promote the implementation of online notification and commitment system on the platform of "One Network Office".
In terms of strengthening industry service supervision, priority should be given to ensuring the passage needs of key livelihood material transportation vehicles in prohibited areas, and convenient measures should be implemented to approve the electronic access code of trucks from other places coming to Shanghai within one working day, focusing on solving the problem of truck parking and unloading; Relying on the "One Network Service" platform to achieve online processing of drone management related matters; Pilot the implementation of a new license plate inspection system for domestically produced small passenger cars, supporting the construction and management of new energy charging stations and supporting parking spaces; Continuously implement procedures for facilitating the registration of second-hand car transactions in different regions and the registration of second-hand car exports for the benefit of the people and enterprises.
In terms of the major strategy of service guarantee, we will provide convenient services for talents coming to Shanghai to settle down, actively promote the migration of household registration and the issuance of registered residence certificates; Enrich the content of the "One Stop Service" foreign-related service window, open online pre acceptance for port visas, promote the expansion of the "Single Window for Foreigner Work and Residence" service scope from Class A foreign talents to Class B foreign talents, and strengthen the construction of immigration integration service stations and foreign-related social work teams.
Provide visa and visa facilities for foreigners coming to Shanghai, and provide entry and exit facilities for enterprises along the "the Belt and Road", "Going Global" and headquarters enterprises; Provide convenience for overseas Chinese enterprise personnel to apply for ID cards, driver's licenses, and other services; Support the innovative development and demonstration application of intelligent connected vehicles in Pudong New Area, and delegate the approval authority for safety permits for large-scale mass events such as exhibitions and sales with an expected attendance of more than 5000 people to the Pudong Branch.
In terms of deepening regional cooperation and development, establish a coordination mechanism for public security organs in Shanghai, Jiangsu, Zhejiang, and Anhui to benefit enterprises, and carry out linkage of enterprise related services; Deepen the "trans provincial general office" in the Yangtze River Delta, deepen the "no submission" of enterprise related certification materials, establish a working mechanism for visa transfer at ports in the Yangtze River Delta, and promote more "trans provincial general office" businesses such as registered residence, ID card, certificate of no criminal record, relevant endorsement to Hong Kong, Macao and Taiwan, and border pass.
In terms of improving the efficiency of convenient and beneficial services for enterprises, we will promote the transformation from "feasible and feasible" to "easy and fast", explore the "city wide universal processing" of household registration matters, promote the "online endorsement" of residence permits, deepen the application of "unified photo libraries", and optimize online assistance services for enterprises; Promote the public security organs to ensure that lawyers practice "one thing" and continuously optimize the handling of residence permits "one thing"; Promote the integration of more high-frequency matters such as "online issuance of criminal record certificates for employees or intended recruits in our unit by enterprises" into the "One Stop Service" platform; At the same time, we will improve offline window services, promote "one window acceptance and comprehensive services" for household affairs, public security, traffic management, and entry and exit matters, strictly implement the "two exemptions from submission" policy of the municipal government, and vigorously promote the construction of "failure to complete tasks" reflection windows.
