On the morning of Saturday, September 16th, the Central Commission for Discipline Inspection and the National Supervisory Commission announced that Li Haitao, a member of the Party Group and Vice Chairman of the Heilongjiang Provincial Committee of the Chinese People's Political Consultative Conference, is suspected of serious violations of discipline and law and is currently undergoing disciplinary review and supervisory investigation by the Central Commission for Discipline Inspection and the National Supervisory Commission.
After Liu Lixian, former member of the Party Committee and Secretary of the Discipline Inspection Commission of Industrial and Commercial Bank of China, was investigated on Friday evening, another central management cadre was arrested. As of now, the number of central management cadres investigated in 2023 has reached 36.
Li Haitao was born in September 1963 and is from Bayan, Heilongjiang. He has been working in Heilongjiang for 39 years since he started working in 1984. In his early years, he worked at the Heilongjiang Provincial Planning Commission, Economic and Trade Commission, and served as the Deputy Director of the Provincial Economic Commission. In 2004, he became the Deputy Secretary and Mayor of Jiamusi City. In 2010, he became the Secretary of the Daxing'anling District Committee, and the following year he became the Secretary General of the Provincial Government. Li Haitao's previous secretary of the Daxing'anling District Committee was Song Xibin, former deputy director of the Standing Committee of the Heilongjiang Provincial People's Congress, who was dismissed in January last year.
In 2013, Li Haitao became a member of the Standing Committee of the Heilongjiang Provincial Party Committee and served as Secretary General. Afterwards, he also held positions such as Director of the Office of the Leading Group for Comprehensive Deepening Reform of the Provincial Party Committee and Secretary of the Provincial Government Work Committee. Since 2016, he has served as the Deputy Governor of Heilongjiang Province, and has also served as the Secretary of the Party Committee of the Provincial State owned Assets Supervision and Administration Commission and the Director of the Office of the Military Civilian Integration Development Committee of the Provincial Party Committee. Last January, Li Haitao served as the Vice Chairman of the Provincial Political Consultative Conference until his downfall.

On June 14th, Qu Min, Vice Chairman of the Heilongjiang Provincial Committee of the Chinese People's Political Consultative Conference, was investigated and became the "first tiger" of Heilongjiang Province after the 20th National Congress. He has also served in Heilongjiang Province for 37 years, serving as the Mayor and Secretary of the Suihua Municipal Committee. In 2021, he became Vice Chairman of the Provincial Committee of the Chinese People's Political Consultative Conference and briefly worked with Li Haitao.
