One year and eight months after his downfall, Zhang Yongze, the "first tiger" of 2022, was put on trial today.
On September 7, the case of Zhang Yongze, former member of the Party Leadership Group and Vice Chairman of the People's Government of the Xizang Autonomous Region, taking bribes was held in public. Zhang Yongze pleaded guilty and repented in court, and the court announced that he would be sentenced on an optional date.
From 2003 to 2021, Zhang Yongze took advantage of his position as Deputy Secretary and Director of the Party Leadership Group of the Environmental Protection Bureau of the Xizang Autonomous Region, Deputy Secretary and Director of the Party Leadership Group of the Environmental Protection Department of the Xizang Autonomous Region, Deputy Secretary and Executive Commissioner of the Shannan Prefecture Party Committee, Secretary of the Shannan Prefecture Party Committee, Secretary of the Shannan Municipal Party Committee, member and Vice Chairman of the Party Leadership Group of the People's Government of the Xizang Autonomous Region, and provided assistance to relevant units and individuals in engineering contracting, environmental assessment approval, job promotion and other matters, and illegally received property directly or through others, amounting to more than 51.81 million yuan. This is the first disclosure of Zhang Yongze's bribery amount and bribery time.
Zhang Yongze was investigated on January 8th last year. He was born in March 1969 in Qiubei, Yunnan. Since 1987, he has studied for his undergraduate and master's degrees in Water Conservancy Engineering at Chengdu University of Science and Technology, and obtained a doctoral degree in engineering from the Department of Water Conservancy Engineering at Sichuan United University. After graduation, he has been working in the environmental protection system for a long time. The Central Commission for Discipline Inspection once stated in a notice that he "relies on environmental protection to eat environmental protection".
In 1997, Zhang Yongze joined the Chinese Academy of Environmental Sciences, became the deputy director the next year, and came to Xizang the same year, serving as the deputy director of the autonomous region's environmental protection bureau. Since then, he has been working in Xizang for nearly 24 years. In 2003, Zhang Yongze was promoted to Director of the Environmental Protection Bureau of the Xizang Autonomous Region. In 2008, Zhang Yongze was appointed as the Director of the Environmental Protection Department of the Autonomous Region and promoted to the level of Director.
In 2012, he was transferred from the position of Director of the Environmental Protection Department of the Autonomous Region to the position of Deputy Secretary and Commissioner of the Shannan District Committee, and later served as the Secretary of the Shannan District Committee. In 2016, the State Council approved Shannan in Xizang to be a city, and Zhang Yongze became the first secretary of Shannan Municipal Party Committee. In 2017, Zhang Yongze, 48, served as the vice chairman of the Xizang Autonomous Region and became a deputy minister until he was investigated.
In the announcement of Zhang Yongze's "double opening", the Central Commission for Discipline Inspection pointed out that Zhang Yongze had no ideals and beliefs, abandoned his original intention and mission, seriously distorted his views on political achievements, and was not resolute in implementing the new era's party's strategy for governing Tibet, discounted his efforts, and engaged in calculations, running away from official positions, seriously damaging the political ecology of the region and unit where he served, resisting organizational censorship, and engaging in superstitious activities; Seriously violating the spirit of the central eight point regulations, living extravagantly and seeking pleasure, and accepting high-end banquets and services provided by others for a long time; Violating organizational principles, failing to report personal whereabouts according to regulations, and illegally selecting and appointing cadres; Violating regulations by accepting gifts and engaging in money and sex transactions; Violating regulations and interfering in the construction of engineering projects and environmental assessment approval work; Not cultivating personal morality, corrupting family values, disregarding or teaching one's family; Relying on environmental protection, engaging in rampant power and money transactions, taking advantage of one's position to seek benefits for others in engineering contracting, job adjustments, and illegally accepting huge amounts of property.
Zhang Yongze was also named in the ten typical issues of violating the spirit of the eight point regulations of the central government that were publicly announced by the Central Commission for Discipline Inspection on September 5th last year. According to the announcement, from 2013 to 2021, Zhang Yongze received a total of 1.0661 million yuan in gifts and cash, as well as 10 pounds of cordyceps; Accepting multiple banquets arranged by private entrepreneurs with family, consuming high-end dishes, and drinking high-end drinks, all expenses are paid by the private entrepreneur.
