On September 15th, according to the Central Commission for Discipline Inspection and the National Supervisory Commission, Liu Lixian, former member of the Party Committee and Secretary of the Commission for Discipline Inspection of Industrial and Commercial Bank of China, was suspected of serious violations of discipline and law and voluntarily surrendered. He is currently undergoing disciplinary review and supervision investigation by the Central Commission for Discipline Inspection and the National Supervisory Commission. So far this year, 35 central management cadres have been dismissed.
Liu Lixian was born in 1954 and is a veteran of the disciplinary inspection system. He has served as the Deputy Director of the Corruption and Bribery Procuratorate of the Supreme People's Procuratorate, Deputy Director of the Anti Corruption and Bribery Bureau, Director of the Procuratorial Technology Bureau, and Director of the Institute of Prosecutorial Theory. In September 2003, Liu Lixian was appointed as the Vice President of China Huarong Asset Management Co., Ltd. Two years later, he was transferred to serve as the Secretary of the Discipline Inspection Commission of Industrial and Commercial Bank of China Limited.
In 2013, Liu Lixian was appointed as the deputy leader of the 11th Central Inspection Group. Previously stationed in Liaoning Province, General Administration of Sport of China, China Huadian Group, Datang Group, China State Grid Corporation, Harbin Electric Group, China First Heavy Machinery Group Corporation, People's Insurance Group of China, China Export Credit Insurance Company, Ministry of Human Resources and Social Security, State Civil Service Bureau, China Disabled Persons' Federation, Development Research Center of the State Council, Yunnan Province, and Shaanxi Province for inspections.
Among the areas and units where Liu Lixian participated in the inspection, a group of high-ranking officials were arrested shortly after receiving the inspection. For example, from March 30 to May 25, 2014, the 11th Central Inspection Team led by Liu Lixian conducted an inspection of Liaoning Province. Wang Min, then the Secretary of the Provincial Party Committee, was arrested in March 2016. He was accused of being primarily responsible for leading and directly responsible for the election bribery in Liaoning Province, and was ultimately sentenced to life imprisonment for bribery, corruption, and dereliction of duty. Wang Yang, Vice Chairman of the Standing Committee of the Liaoning Provincial People's Congress, and Su Hongzhang, Member of the Standing Committee of the Liaoning Provincial Party Committee and Secretary of the Political and Legal Affairs Committee, were also dismissed from office in the same year as Wang Min.
In addition, from July to September 2014, the 11th Central Inspection Group conducted an inspection of the General Administration of Sport of China. In June of the following year, Xiao Tian, Deputy Director of the General Administration of Sport of China, was investigated. From October to December 2015, the 11th Central Inspection Group conducted an inspection of the Party Committee of PICC Group. In February 2017, Wang Yincheng, Deputy Secretary, Vice Chairman, and President of the Party Committee of China People's Insurance Group Co., Ltd., was investigated. In addition, Yun Citizen, who served as the Deputy Secretary and General Manager of the Party Group of China Huadian Corporation from June 2008 to November 2013, was also investigated in 2019.
Before Liu Lixian, in recent years, there was also a deputy leader of the Central Inspection Group who was investigated. In October 2020, Dong Hong, former deputy leader of the Central Inspection Group, was investigated and ultimately sentenced to death with a reprieve for accepting bribes of 463 million yuan.
