On September 21st, the first trial of the bribery case involving Zhang Wufeng, former Party Secretary and Director of the State Administration of Grain and Material Reserves, was held. Zhang Wufeng was charged with accepting a bribe of 16.47 million yuan. He pleaded guilty and repented in court, and the court announced a date for sentencing.
Zhang Wufeng was born in October 1960 in Laiwu, Shandong. He once served as the Deputy Director, Director, and Deputy Director of the Office of the Shandong Provincial Administration for Industry and Commerce. In 2006, he served as a member of the Standing Committee and Executive Deputy Mayor of Linyi City. The following year, he became the Deputy Secretary of the Municipal Party Committee. In 2011, Zhang Wufeng was elected as the Mayor of Linyi City, and two years later, he became the Director of the Shandong Provincial Development and Reform Commission. In 2015, he was appointed as the Deputy Governor of Shandong Province and was promoted to the rank of Deputy Minister. Two years later, he became a member of the Party Group of the National Development and Reform Commission and the Director of the National Grain Administration. After the institutional reform, he continued to serve as the Secretary of the Party Group and Director of the National Grain and Material Reserve Bureau. Meanwhile, Zhang Wufeng was also a member of the 19th Central Commission for Discipline Inspection.
Some specific details of Zhang Wufeng's illegal behavior were made public during the trial. According to the prosecution charges, he provided assistance to relevant units and individuals in engineering contracting, cadre selection and appointment, and other matters from 2003 to 2022 by taking advantage of his position and the convenience conditions formed by his authority or position. During this period, he served as the Deputy Director of the Shandong Provincial Administration for Industry and Commerce, Deputy Secretary and Mayor of Linyi City Committee, Deputy Governor of Shandong Province, member of the Party Group of the National Development and Reform Commission, and Director of the National Grain and Material Reserve Bureau. At the same time, he illegally received more than 16.47 million yuan in property from 2006 to 2022, of which 1.6 million yuan was not actually obtained at the time of the incident.
According to the court hearing, in addition to directly accumulating wealth, Zhang Wufeng also illegally received property through enterprises under his actual control. In the disciplinary notice issued by the Central Commission for Discipline Inspection last year, it was also mentioned that Zhang Wufeng engaged in illegal business operations and illegally owned shares of non listed companies.
Zhang Wufeng fell from his horse on June 15th last year, shortly before his fall, the State Grain and Material Reserve Bureau, where he worked, had just undergone an inspection by the Central Inspection Group. In March last year, the 19th Central Committee launched the ninth round of inspections, and the Party Group of the State Administration of Grain and Material Reserves was also one of the targets of the inspections. Zhang Wufeng also presided over a mobilization meeting for the inspection work. After the two-month inspection, Zhang Wufeng was inspected.
In August 2022, the Central Commission for Discipline Inspection and the National Supervisory Commission launched a special campaign to crack down on corruption in the field of grain procurement and sales nationwide. Since then, a group of cadres in the national grain system have been arrested, including Zhang Wufeng and Xu Baoyi, former deputy general manager of China Reserve Grain Management Group Co., Ltd. In addition, another "old colleague" of Zhang Wufeng has also been taken down. In January 2018, Ji Xiangqi, the Vice Governor of Shandong Province, was investigated. He had worked with Zhang Wufeng, who was promoted to Vice Governor in 2015, for over two years.
On December 30th last year, Zhang Wufeng was given a "double opening". The notice shows that Zhang Wufeng has multiple violations of discipline and law, including: abandoning his original mission, losing his party spirit principles, being disloyal and dishonest to the party, and resisting organizational scrutiny; Violating the spirit of the central eight point regulations and accepting gifts in violation of regulations; Illegally promoting and transferring cadres; Engaging in illegal business operations, illegally owning shares of non listed companies, and illegally obtaining large returns through private lending; Lack of awareness of discipline and law, taking advantage of their position to seek benefits for others in engineering contracting, bank loans, and illegally accepting huge amounts of property.
