On the evening of September 7th, the Central Commission for Discipline Inspection and the National Supervisory Commission announced that Zheng Xuelin, former member of the Judicial Committee of the Supreme People's Court and former presiding judge of the First Civil Trial Division, is suspected of serious violations of discipline and law and is currently undergoing disciplinary review and supervisory investigation by the Central Commission for Discipline Inspection and the National Supervisory Commission.
Zheng Xuelin, born in August 1962, retired at the age of September last year. He graduated from the Law Department of China University of Political Science and Law and is a Doctor of Law. Zheng Xuelin has been working in the Supreme Court for a long time and has served in multiple internal institutions of the Supreme Court. He served as the Vice President of the Supreme Court of Justice in October 2001, and from September 2007 to December 2008, he held a temporary position in Chongqing, serving as the Vice President and member of the Judicial Committee of the Chongqing High Court. In 2009, he became the President of the Second Court of Supreme Court of Justice.
In 2014, in order to actively respond to the new expectations of the people for environmental and resource justice, and provide strong and powerful judicial guarantees for ecological civilization construction, the Supreme Court decided to establish a specialized environmental and resource trial court. Zheng Xuelin served as the first presiding judge, and in the same year, he also served as the deputy presiding judge of the Second Circuit Court of the Supreme Court. In 2018, Zheng Xuelin was appointed as the presiding judge of the filing division of the Supreme Court. The following year, he was transferred to the position of presiding judge of the first division of civil trials until his resignation last year.
Before Zheng Xuelin, another member of the Supreme Judicial Review Committee was investigated. In July 2021, Meng Xiang, a member of the Supreme Judicial Review Committee and Director of the Executive Bureau, was investigated. He was appointed as the Director of the Executive Bureau of the Supreme Court in 2016 and a member of the Judicial Committee in 2019. He utilized the convenience of his position and the conditions formed by his authority and position to provide assistance to others in matters such as case trial and execution, engineering project contracting, and cadre selection and appointment. He illegally received more than RMB 22.74 million in property, and was sentenced to 12 years in prison.
