Every Monday, Wednesday, and Friday, for an hour and a half in the evening, parents of residents in the community serve as teachers to provide free English interest classes for children in the community. The implementation of the "Children Have Fun" creative learning activity project is a microcosm of Fengle Community's exploration of the "Leqi Alliance" characteristic community governance. As the first public rental housing community in the city to establish a neighborhood committee, Fengle Community has established a "Leqi Alliance" platform through joint party building with enterprises in its jurisdiction, forming a grassroots governance structure composed of neighborhood committees, property management, and "Leqi Alliance". Through innovative linkage, it fills the gap in the traditional "three carriages" of public rental housing communities, adds new impetus to stimulate residents in public rental housing communities to participate in community autonomy and governance, and unlocks the "happiness code" of public rental housing governance.

Fengle Community, Jinhai Street, Fengxian District, is located in the industrial and urban integration zone of Dongfang Meigu and Lingang Nanqiao Park. The reporter learned that the property rights of houses in Fengle Community can be divided into two types. Nearly half of the property rights are purchased by 16 surrounding enterprises and are open to employees in the form of dormitories, while the other half are directly leased by developers. Due to the limited property rights of public rental housing, the community is unable to establish a homeowners committee, resulting in some public matters being unable to be resolved through the traditional "three horse drawn carriage" approach.
Therefore, in order to enhance the power of community governance, in 2021, the community party branch will gather 16 backbone enterprises involved in community housing property rights, including Galan, Laishi, and Yaoming Biopharmaceutical, to explore the formation of a new style of "three carriages" - the "Leqi Alliance" - for neighborhood committees, property management, and enterprises. It will guide various entities in the community to participate together, form a joint governance force, negotiate to solve the urgent needs of residents, achieve self-management of residents, and tap into talent resources. After the establishment of the "Leqi Alliance" platform, it quickly achieved results. Lv Hong told reporters that the most intuitive thing is that the problem of difficult charging of new energy, which has been troubling residents for a long time, has finally been solved. According to her introduction, in the past two years, new energy vehicles have gradually become the preferred choice for community residents, but due to the special property rights of public rental housing, it is difficult to install and implement private charging stations. "For public rental housing communities, installing charging stations requires the property owner to come forward and hire a qualified third party to apply. However, the community has 17 property owners and over 2000 residents, making it difficult to implement. Residents who have a need for charging stations have negotiated with the neighborhood committee multiple times, but in the end, no effective solution has been reached."
After the establishment of the "Leqi Alliance" platform, the community party branch took the lead in holding a seminar, inviting multiple parties within the alliance to jointly discuss solutions. Finally, the developer hired a professional third party for construction and management. Currently, there are 73 shared charging stations, successfully solving the travel problems of residents.

Over two years of adaptation have made the mechanism of the "Leqi Alliance" more mature. Lv Hong told reporters that through a questionnaire survey conducted by the expert empowerment team of East China University of Science and Technology under the "Beautiful Community Pioneer Action", the neighborhood committee learned that many residents in the community enjoy playing table tennis, but due to space limitations, the activity venue can only be set up in a dimly cramped and unsafe underground garage.
