Recently, children in Fengle Community of Jinhai Street have had new night activities. On Monday night, the parent-child activity room in the community comprehensive building was bustling with books, and under the guidance of the teacher, the kindergarten children were focused on reading English picture books.

But this is not an ordinary evening daycare class, but a creative learning activity project jointly organized by the residents of Fengle Community and the neighborhood committee with venue support, where children have fun. Every Monday, Wednesday, and Friday, for an hour and a half in the evening, parents of residents in the community serve as teachers to provide free English interest classes for children in the community. In addition to "picture book reading", there are also courses such as "Creative English Dialogue" and "Oxford Neighbor Learning".

The implementation of the "Children Have Fun" creative learning activity project is a microcosm of Fengle Community's exploration of the "Leqi Alliance" characteristic community governance. As the first public rental housing community in the city to establish a neighborhood committee, Fengle Community has established a "Leqi Alliance" platform through joint party building with enterprises in its jurisdiction, forming a grassroots governance structure composed of neighborhood committees, property management, and "Leqi Alliance". Through innovative linkage, it fills the gap in the traditional "three carriages" of public rental housing communities, adds new impetus to stimulate residents in public rental housing communities to participate in community autonomy and governance, and unlocks the "happiness code" of public rental housing governance.

Fengle Community, Jinhai Street, Fengxian District, is located in the industrial and urban integration zone of Dongfang Meigu and Lingang Nanqiao Park. It is the first public rental housing community in the city to establish a neighborhood committee. There are 2730 permanent residents in the community, of which 80% are from outside, 62% are from young people, and 55% have a bachelor's degree or above, involving more than 200 enterprises. Nearly half of the residents in the community come from key biopharmaceutical enterprises in the surrounding area, which is characterized by high personnel mobility, high education of residents, and a large number of enterprises in the jurisdiction.

In the view of Lv Hong, Secretary of the Party Branch and Director of the Neighborhood Committee of Fengle Community in Jinhai Street, the governance efficiency of the public rental housing community indirectly determines the talent service and business environment in the Fengxian New City area. Faced with new situations and characteristics, how to mobilize enterprises to participate in community governance, how to stimulate the potential for resident autonomy, and how to bring residents closer together are the core issues facing the Neighborhood Committee.

The reporter learned that the property rights of houses in Fengle Community can be divided into two types. Nearly half of the property rights are purchased by 16 surrounding enterprises and are open to employees in the form of dormitories, while the other half are directly leased by developers. Due to the limited property rights of public rental housing, the community is unable to establish a homeowners committee, resulting in some public matters being unable to be resolved through the traditional "three horse drawn carriage" approach.

Therefore, in order to enhance the power of community governance, in 2021, the community party branch will gather 16 backbone enterprises involved in community housing property rights, including Galan, Laishi, and Yaoming Biopharmaceutical, to explore the formation of a new style of "three carriages" - the "Leqi Alliance" - for neighborhood committees, property management, and enterprises. It will guide various entities in the community to participate together, form a joint governance force, negotiate to solve the urgent needs of residents, achieve self-management of residents, and tap into talent resources. Through joint construction, governance, and sharing, the public rental housing community will be built into a satisfactory home for residents.

After the establishment of the "Leqi Alliance" platform, it quickly achieved results. Lv Hong told reporters that the most intuitive thing is that the problem of difficult charging of new energy, which has been troubling residents for a long time, has finally been solved. According to her introduction, in the past two years, new energy vehicles have gradually become the preferred choice for community residents, but due to the special property rights of public rental housing, it is difficult to install and implement private charging stations. "For public rental housing communities, installing charging stations requires the property owner to come forward and hire a qualified third party to apply. However, the community has 17 property owners and over 2000 residents, making it difficult to implement. Residents who have a need for charging stations have negotiated with the neighborhood committee multiple times, but in the end, no effective solution has been reached."

After the establishment of the "Leqi Alliance" platform, the community party branch took the lead in holding a seminar, inviting multiple parties within the alliance to jointly discuss solutions. Finally, the developer hired a professional third party for construction and management. Currently, there are 73 shared charging stations, successfully solving the travel problems of residents.

Transforming "bystanders" into "participants" and turning public rental housing into a warm home

Over two years of adaptation have made the mechanism of the "Leqi Alliance" more mature. Driven by the "Leqi Alliance", Fengle Community and its jurisdictional enterprises have jointly formulated 11 regulations for the "Beautiful Agreement PLUS", along with a reward mechanism. More and more community residents are actively practicing the agreement and joining the community's joint governance.

In Lv Hong's view, the most crucial aspect of managing public rental housing communities is to make these young residents truly feel a sense of "home belonging" in the community. She observed that unlike the "atomization" phenomenon commonly found among residents in most residential communities, young people here pay more attention to social activities outside of their 8-hour work schedule and are more willing to participate in community governance as "masters".

Therefore, since this year, the Community Neighborhood Commission has taken the opportunity of "Pioneer Action for a Better Community" to deepen communication and connection with enterprises and residents, and constantly broaden the service scope of "Happy Enterprise Alliance". Self governance projects between enterprises and community residents, such as live broadcast of post leadership, building group shared space, community table tennis room, Qixi dating activities, and creative learning of children's "fun" places, have been implemented.

Not long ago, Gao Jiachen, who graduated from East China University of Science and Technology, and his classmates found jobs through live streaming and signed a contract with Shanghai Boma Medical Technology Co., Ltd.

The property rights of Building 33 in the community belong to Shanghai Laishi Blood, which is the employee building of the enterprise. With the assistance of enterprises and neighborhood committees, a corridor management group has been established. The members of the group collect social and public opinions while striving to implement everyone's wishes. Recently, the management team has transformed the vacant Room 101 into a "shared space" that integrates living, office, and health services, facilitating activities such as socializing, learning, education, and cultural fitness.

Every evening, the table tennis indoor in Fengle Community is bustling with activity. Lv Hong told reporters that through a questionnaire survey conducted by the expert empowerment team of East China University of Science and Technology under the "Beautiful Community Pioneer Action", the neighborhood committee learned that many residents in the community enjoy playing table tennis, but due to space limitations, the activity venue can only be set up in a dimly cramped and unsafe underground garage.

So, in August of this year, the neighborhood committee transformed a previously unused space in the community comprehensive building into a community table tennis room, and the self governing Fengle Community Table Tennis Club emerged. Nowadays, 80 residents have formed a club membership, and together they make rules. AA purchases table tennis tables, arranges club space, and consciously maintains and manages various facilities in the space.

In the view of Wang Hao, a resident who initiated the "Children Have Fun" project, the existence of the "Happy Enterprise Alliance" allows residents' ideas and needs to be more directly and quickly conveyed to the neighborhood committee and smoothly implemented. This can also guide enterprises and corporate talents from being "bystanders" in community governance to becoming "participants", helping "new Shanghai people" gradually adapt from "small homes" to "everyone".

"Usually, residents of public rental housing are considered to have strong mobility, so they rarely communicate with the neighborhood committee, let alone feel a sense of belonging to the community.
