The beautification project of Shanghai's home has been selected as an innovative case in national social governance, with old residential areas undergoing a new look

Recently, the "Neighborhood Consultation: The Whole Process of People's Democracy in the 'Health and Beauty Map'" case submitted by Changbai Xincun Street in Yangpu District was selected as a "National Social Governance Innovation Case" jointly selected by the China Social Governance Research Association, Zhejiang University Social Governance Research Institute, and others. The residential area of Antu New Village has carried out "neighborly consultation", "neighborly decision-making", "neighborly consultation", and "neighborly supervision" to enable neighborly elements to exert more practical governance effectiveness.
It is reported that the Antu New Village residential area in Changbai New Village Street is a mixed old community, and as time passes, the overall environment of the community is gradually deteriorating. Last June, the party organizations and neighborhood committees in residential areas launched a beautification project for their homes. The Party Working Committee of Changbai Xincun Sub district invited a team of "community planners" from Tongji University to "build connections" and provide planning plans. Dongxin Electric Power Company and Shanghai Publishing and Printing College assisted in improving the plans. Shuifeng Road Kindergarten and Retirement Management Committee actively cooperated as units within the community, while mobilizing community party members and volunteers to participate and help vigorously promote community environmental renewal projects.
After multiple consultations, a preliminary plan has been formed: with the goal of serving residents and improving their quality of life, four major designs have been formed: "Courtyard, Garden, Corridor, and Season". There are not only "Anju Courtyard" in the community entrance, but also "Health and Wellness Garden" in the Neighborhood Micro Garden, as well as "Harmony Corridor" in the sunshade corridor. By continuously stimulating residents' enthusiasm for community governance and actively creating vanguard building groups, an upgraded version of "Beautiful Building Season" has been created.
The Party General Branch of Antu New Village's residential area takes Party building as the core and residents' needs as the guidance, actively guides residents to participate in community governance, carries out public affairs decision-making and collective action solutions, and has carried out lively discussions around the preliminary plan. In the end, the boss not only agreed to self pay for the relocation, but also actively joined the community co construction alliance, proposing to provide free haircuts for elderly people living alone.
Building a Party building micro garden called "Health and Wellness Garden" on abandoned green spaces is not an easy task. Residents in the residential area told reporters that there are illegal constructions by residents on the first floor of the abandoned green space, as well as "private" vegetable gardens surrounded by residents themselves, and countless garbage piles. A mentally disabled elderly resident is very resistant to demolishing his "private garden". The "three carriages", the rule of law commissioner, and resident representatives visited him multiple times to negotiate and agreed to give him priority in the future garden adoption. He finally made a compromise. Through countless door-to-door consultations, the obstacles to building a garden have been overcome one by one, and anti epidemic volunteers have become the main force in clearing and transporting garbage.
Post project management still relies on good neighborliness. After the construction of the Kangyang Garden, the flower seedlings and fertilizer prepared for planting were stolen. The Party branch of the residential area convened representatives from multiple parties to seek a solution. The final decision was to adopt "technical prevention" and "human protection", add monitoring equipment, form a green protection team, and issue a garden adoption recruitment order to anti epidemic volunteers. Anti epidemic volunteers led their children to actively claim the garden, carefully plant and care for it. They also formed a green autonomous team and signed an autonomous micro treaty.
The harmonious corridor at the entrance of the kindergarten attracts parents who pick up and drop off their children to come here for rest. Every day during school and after school, the Neighborhood Protection Team will maintain order here. Neighborhood supervision promotes a more harmonious neighborly relationship, and the project results are cared for and nurtured.

The implementation of the "Health and Beauty Map" has become a real scene of community renewal, which cannot be separated from the gathering of resources led by party building. The reporter learned that the Party Working Committee of Changbai Xincun Sub district fully integrates the Party building resources of co construction units such as schools and enterprises in its jurisdiction, and uses smart resources such as community planners and community governance consultants composed of university expert think tanks to participate in planning and design.
