Huang Luowei, member of the Shanghai Municipal Committee of the Chinese People's Political Consultative Conference and deputy editor in chief of the Financial Weekly of Shanghai People's Publishing House, stated that Shanghai style culture plays a particularly important role in shaping the image of Shanghai. She suggested that Xu Hui could take the lead in exploring the high-quality and balanced construction of public cultural facilities in the central urban area of Shanghai center, for example, adopting strategies such as block development and local renewal, improving the allocation of public services, focusing on southern areas such as Huajing, Changqiao and Lingyun, and ensuring the coverage and accessibility of public infrastructure and cultural facilities. During this process, the configuration of the community cultural center can be upgraded according to the needs of residents, including elderly cafeterias, elderly care homes, evening self-study classrooms, open book bars, outdoor children's playground facilities, indoor game rooms, and other spaces that meet the needs of different age groups. Yao Nan, President of Shanghai Qishi Cultural Communication Co., Ltd., used Xuhui as a sample to sort out public cultural facilities in the region and found that there are currently 19 museums, 16 art galleries, 9 exhibition halls, 7 performance venues, 4 libraries, and 14 cultural centers, including community cultural centers. The number of public cultural facilities in Xuhui is higher than the average level in Shanghai, but much lower than that in international metropolises such as New York, Paris, and London, and there is an uneven distribution of public cultural facilities in the north and south.
