Currently, China is accelerating the construction of a new development pattern with domestic circulation as the main body and domestic and international dual circulation promoting each other. It is necessary to deeply participate in the introduction of high-quality elements in the international circulation and make up for the shortcomings and weak links in the industrial chain. How to further leverage the role of free trade pilot zones in trade and investment liberalization, facilitation, and institutional innovation?

The Shanghai Free Trade Zone carries more functions and tasks
Huang Shutian: The Shanghai Free Trade Zone, Qianhai Free Trade Zone, and Nansha Free Trade Zone all have outstanding geographical advantages and each undertakes the key development goals and innovation tasks assigned by the country. From a common perspective, the Shanghai Free Trade Zone, Qianhai Free Trade Zone, and Nansha Free Trade Zone all emphasize the new concept of high-quality development, integrated reform and innovation, and vigorously promote a new pattern of institutional opening up in the current new stage.
From the perspective of differences, the Shanghai Free Trade Zone is located in the center of China's economy and a leading city in the Yangtze River Delta. On the one hand, it continuously strengthens its positioning as a growth pole and engine of Shanghai's economy, leading the integrated development of the Yangtze River Delta region and creating a functional highland for global resource allocation; On the other hand, it also plays a role as a high-level experimental field for reform and opening up, serving as a national trial system, steadily promoting institutional opening pressure tests such as rules, regulations, management, and standards. Therefore, the functions and tasks carried by the Shanghai Free Trade Zone are broader and more extensive compared to Qianhai and Nansha. It needs to start from the "Five Centers" strategy, and comprehensively drive the Yangtze River Delta, serve the whole country, and influence the world in terms of economy, finance, trade, shipping, and technological innovation.
In contrast, the functional positioning of Qianhai and Nansha is more focused. The foothold of Qianhai's innovative development is to rely on Hong Kong, serve the mainland, and face the world. Among them, how to promote Hong Kong's integration into the overall development of the country is the primary goal. Therefore, Qianhai focuses on deepening practical cooperation between Shenzhen and Hong Kong, expanding space for the development of Hong Kong's service industry, building a high-level gateway hub for opening up to the outside world, and building an international and legal business environment.
Nansha emphasizes the core goals of being based in the Bay Area, collaborating with Hong Kong and Macao, and facing the world, with a focus on building six major platforms for international scientific and technological innovation cooperation, international youth entrepreneurship, international shipping and logistics hub, international economic exchange and cooperation, cross-border legal cooperation, and international education cooperation. To some extent, the Nansha Free Trade Zone can be seen as a simplified version of the Shanghai Free Trade Zone in terms of innovative development path. Despite differences in size, Nansha is relatively less dependent on its path and has a certain flexibility advantage in institutional innovation practice.

The construction of free trade zones across the country brings opportunities for urban development
Huang Shutian: In recent years, the Shenzhen Qianhai Free Trade Zone, which ranks first in comprehensive rankings, has adhered to the goal orientation of "relying on Hong Kong, serving the mainland, and facing the world". It has formed a series of innovative achievements and practices in accelerating the construction of a comprehensive deepening reform and innovation experimental platform, and building a high-level gateway hub for opening up to the outside world, presenting a good trend of high-quality development.
In recent years, the second ranked Nansha Free Trade Zone has achieved significant innovation results in areas such as trade facilitation, government function transformation, and rule of law environment. Last year, Nansha added 108 new institutional innovation achievements, forming a total of 857. Among them, 43 were replicated and promoted nationwide, and 119 were replicated and promoted throughout Guangdong Province. It has become an important source of innovation in the Guangdong Hong Kong Macao Greater Bay Area.
Of course, not only Qianhai and Nansha, but also the construction of free trade zones across the country has brought benefits and opportunities to urban development and people's lives. At the same time, it has also provided a broader platform and space for urban economic development and reform and innovation.
The reasons are multifaceted. Firstly, the policies of free trade zones are relatively flexible and can meet the needs of different enterprises and industries while ensuring trade liberalization. Free trade zones can provide enterprises with more favorable tax policies, reduce trade barriers, promote financial innovation, strengthen support for high-tech and innovative enterprises, attract more investment and industrial transfer, and promote urban scientific and technological innovation and industrial transformation and upgrading.
The construction of free trade zones can also promote the attraction and flow of talents in cities, attract more high-end and innovative talents, and promote the optimization of urban population and social structure. The construction of Guangdong Pilot Free Trade Zone has driven the landing of multiple science and technology innovation centers and platforms, such as Guangzhou International Biological Island and Shenzhen Bay Science and Technology Ecological Park, and promoted the economic structure adjustment and upgrading of cities such as Guangzhou and Shenzhen.
In addition, the free trade zone has played an important role in promoting the construction and improvement of infrastructure, public service facilities, transportation, and port and waterway functions.
