On June 21, Xinzhuang Town, Minhang District held the "Xin Qihang▪Industry-Talent Integration"-2024 Xinzhuang Town Investment Promotion Conference and Industrial Software Enterprise Signing Conference, and released the "Xin Ten" policy for industrial software on the spot. At the same time, it signed contracts with 12 companies including Lesheng Bol, Yiwi Energy, Yijing Technology, Hyatt Hotels, Kaiyin Chemical, and Baixiang Technology, helping the local industrial software industry cluster enter the "fast lane" of development.
It is understood that in recent years, Xinzhuang Town in Minhang District has cultivated two characteristic industrial ecosystems, namely integrated circuits and software information services, which have provided technical support and industrial foundation for the development of new productivity and also provided new momentum for regional economic growth. Last year, the integrated circuit-related industries in Xinzhuang Town achieved sales revenue of 13.8 billion yuan, and this year it is expected to exceed 15 billion yuan. Today, the town further expanded the scope of support for digital industries and issued the "Xin Ten Articles" for industrial software.
According to the newly released policy, the town can provide subsidies of up to 3 million yuan for technology research and development enterprises; provide 50% rental subsidies for three consecutive years for high-quality enterprises that settle in the town; and provide subsidies of up to 10% of the investment amount for advanced manufacturing enterprises during the investment stage. At the same time, a series of supporting policies including talent settlement, children's education, medical insurance, talent apartments, etc. will be provided for enterprises to settle down, achieving a breakthrough from the comprehensive implementation of inclusive policies to customized personalized services, and upgrading from "thinking what enterprises think" to "thinking what enterprises have not thought of".
At today's meeting, the Shanghai Innovation Center of China Software Testing Center, Xinzhuang Town Industrial Digital Innovation Center, Integrated Circuit Joint Testing Center and East China Normal University Digital Education Research Innovation Space were officially unveiled. It is reported that these "three centers and one space" are important measures for Xinzhuang Town to accelerate the construction of a modern industrial system, which will better support the incubation of innovative enterprises, enhance innovation capabilities, improve industrial benefits, and more effectively promote Xinzhuang to become a characteristic industrial cluster with regional influence.
At the scene, Xinzhuang Town also signed contracts with cooperative colleges and universities to create a two-way extended chain, build an industry-university-research industry ecosystem, and bring more extensive technology research and development and market expansion opportunities to enterprises. At the same time, the "Xinzhuang Town Industrial Software Industry Talent Service Alliance" and the "Xinzhuang Town Building Alliance" were also established and unveiled on the same day, which will provide better services and support for settled enterprises, further enhance the core competitiveness of enterprises, and help regional economic development.
At present, Minhang District is fully implementing the spatial development strategy of "North-South linkage, dual-core radiation". As the central node of "North-South linkage" and one of the two major urban sub-centers in the "dual-core radiation", Xinzhuang has an extraordinary strategic position and location advantage. Xinzhuang will rely on the "12N" industrial positioning led by headquarters economy, with integrated circuits, software and information services as its characteristics and professional services as its supplement, to promote the continuous upgrading of industrial services, enhance corporate perception and accelerate industrial agglomeration.
