The 30-year central urban area renovation project in Shanghai has successfully concluded. Currently, sporadic renovations are fully underway, and the "two old and one village" renovation work has been listed as an annual special supervision project. On September 21st, some members of the Standing Committee of the Municipal People's Congress visited Hongqi Village in Putuo District and Fangua Lane Community in Jing'an District for inspection.
The total land area of Hongqi Village in Putuo District is about 586 acres, with an area of 362000 square meters of old houses, of which 286000 square meters are illegal buildings, and the permanent and mobile population is over 60000. On October 31, 2014, the implementation plan for the renovation of the Hongqi Village plot was approved by the Municipal Commission of Housing and Urban Rural Development. After 100% of the residents completed the relocation, 47 acres of land were allocated within the plot as resettlement housing, and 78000 square meters of on-site resettlement housing with commercial housing standards were constructed. At present, the "urban village" renovation project in Hongqi Village has been fully capped.
It is reported that the future Hongqi Village plot will be built into an urban complex with multiple functions such as commerce, office, culture, and residence. A 9300 square meter cultural theater will also be built here, equipped with approximately 40000 square meters of talent apartments and public rental housing, to promote the structural upgrading of regional culture and population levels.
Fanguanong Community in Jing'an District is the largest reconstruction project of thin plank houses with small beams in the central urban area of Shanghai center this year. It starts from the North South Elevated Road in the east, borders Datong Road in the west, runs along Tianmu Middle Road in the south, and is adjacent to the Shanghai Nanjing and Shanghai Hangzhou Railway in the north, covering an area of approximately 6.05 hectares.
In the 1960s, the shantytown of the community was demolished and rebuilt, becoming the first 5-story worker's new village in Shanghai. With the passage of time and the increase in population, residential areas have become increasingly dilapidated and crowded. Some houses still have unreasonable use such as unauthorized construction, causing serious safety hazards. In addition, the lack of public supporting service facilities and parking spaces is becoming increasingly prominent, and residents have a strong willingness to renovate.

At present, the watermelon making industry will once again undergo a transformation. Papaya Lane provided a set of data: from November 1 to November 30, 2022, during the first round of consultation for the complete renovation of old houses, the signing rate was as high as 99.56%. By July 2, 2023, the project signing rate was 100%. On July 16, the community held a centralized relocation ceremony, and residents bid farewell to the old land in the rain. Now, Papaya Lane is in the process of demolition.
After demolition, reconstruction, and renovation, Fangua Lane plans to build 6 new 7-33 story multi story resettlement residential buildings, along with supporting facilities such as community service centers, vegetable markets, community management rooms, elderly meal assistance points, and health service stations. At present, various approval procedures are being expedited, and the plan is to enter the project construction phase by the end of the year.
It is reported that the Standing Committee of the Municipal People's Congress attaches great importance to the renovation work of "two old and one village", and has visited 8 districts to conduct on-site investigations on various situations such as sporadic old renovation, complete renovation of old housing, and "urban village" renovation. They have learned about the difficulties and problems existing in the work on site, and have taken the lead in coordinating and solving bottlenecks. In addition, in response to the issue of legal protection for the renewal and renovation of old housing, the Urban Construction and Environmental Protection Committee of the Municipal People's Congress and the Legal Work Committee of the Standing Committee, together with the Municipal Housing and Urban Rural Development Commission, the Municipal Housing Management Bureau, the Municipal Judicial Bureau, and the Municipal High People's Court, will discuss countermeasures and work together to solve bottlenecks and blockages.
