Today, the International Salary Tax Service Standards were released and will be officially implemented on November 1st of this year. As the first group standard for international dispatched talents, multinational company employee salary and tax professional services, personal global income management, and tax consulting services in the country, the Service Specification will provide high-quality services for international salary and tax service institutions.
The Service Specification is divided into 9 parts: scope, basic requirements, service content, service management requirements, service process, service evaluation and improvement. Among them, practitioners should clearly hold one or more certificates such as the International Salary Tax Practitioner Certificate and the Tax Practitioner Professional Qualification to ensure service quality.
Zhang Cheng, President of Caicai.com, who participated in the drafting of the Service Standards, introduced that in recent years, international exchanges in China have become increasingly frequent, and overseas enterprises and employees have increased year by year, involving more and more countries and regions. Different countries and regions have different systems for social security, finance and taxation, and there are new changes every year. Domestic and international salary and tax service agencies are also constantly increasing. Taking Shanghai as an example, by 2025, the comprehensive operating revenue of the human resources service industry in Shanghai will exceed 580 billion yuan, striving to reach 600 billion yuan, and the total number of institutions will exceed 4000, including international salary and tax service institutions.
At the same time, international talents and high-income individuals also need international salary and tax service agencies to provide them with personal global income management and general tax consulting services, including salary, equity, financial investment, real estate investment, and other related services. Zhang Cheng explained that "there are many countries and regions involved, multiple service institutions involved, and a wide range of policies, which requires international salary and tax service institutions to improve service quality and provide normative services for middle and high-income groups, including international talents.".
It is reported that the Service Standards will be organized and implemented by the Shanghai Talent Service Industry Association and the Shanghai Certified Tax Agents Association. Shanghai Caicaiwang Information Technology Co., Ltd., Zhongzhi Economic and Technological Cooperation Co., Ltd., KPMG Enterprise Consulting Co., Ltd., Shanghai Deloitte Taxation Firm Co., Ltd., and Beijing Foreign Enterprise Deke Human Resources Service Shanghai Co., Ltd. participated in the drafting.
