In order to further meet the needs of the public, the Municipal Greening and Urban Appearance Bureau revised and released the "Guidelines for the Configuration of Waste Containers in Shanghai's Roads, Public Plazas, and Other Areas" in May this year. The Guidelines require that waste bins should be set up within 50 meters of bus stops and rail transit entrances and exits, and designated areas should be set up outside pedestrian crossings. Waste bins should be set up according to the principle of appropriate placement. At the same time, in sections with high pedestrian flow, public squares, etc., the number of waste bins can be appropriately increased based on factors such as pedestrian flow and waste generation.
The Municipal Greening and Urban Appearance Bureau revealed in its response that as of the end of July, each district has completed a new round of optimization and installation of waste bins. The number of waste bins on roads and public places has increased by about 9000 groups and 5000 groups respectively compared to July last year and April this year. Currently, the total number has reached 45000. Based on recent tracking and inspection results, it can basically meet the reasonable needs of citizens and tourists to dispose of garbage during their travels. The bureau stated that in the future, it will continue to dynamically optimize and adjust the setting of waste bins according to the actual situation and the demands of citizens. At the same time, it will continue to do a good job in road refinement and cleaning, optimize the frequency of garbage collection in waste bins, strengthen patrol cleaning, and ensure a clean and orderly road environment.
Grassroots have also reported that scheduled garbage disposal brings inconvenience to residents. Some residents miss the disposal time and directly place garbage next to garbage bins, forcing property management and cleaning to spend more on cleaning and management costs. Some residents pile up in the hallway during non delivery time, causing new conflicts such as increased conflicts among residents, dirty and disorderly environment, and increased workload of cleaners. Wang Fang suggested that the community should modify and improve the scheduled advertising plan according to the actual situation.
The Municipal Greening and Urban Appearance Bureau stated that the city has formulated and issued the "Shanghai Municipal Guidelines for the Classification and Disposal of Domestic Waste" to optimize the disposal mode. According to the principles of timing, fixed point classification, and supplementary placement, guide each district and street town to flexibly apply and implement the "one community, one plan" management system. Through tracking analysis and fine management, moderately extend the placement time, add midday placement periods, and comprehensively encourage residential areas to implement holiday delayed placement models.
