The report of the 20th National Congress of the Communist Party of China proposed to improve the hierarchical and classified social assistance system. Tang Dengjie stated that the Ministry of Civil Affairs adheres to the policy of ensuring basic needs, covering the bottom line, rescuing difficulties, and sustainability, and continues to improve a hierarchical and classified social assistance system with basic living assistance, special social assistance, and emergency social assistance as the main body, supplemented by social forces, to ensure the basic living of people in special difficulties. This year, we will focus on expanding the scope of subsistence allowance policies, strengthening assistance to those on the edge of subsistence allowance and those in financial difficulties, implementing temporary assistance from areas facing urgent difficulties, establishing an effective linkage mechanism between government assistance and charitable assistance, promoting "material+service" assistance, and closely weaving a safety net to ensure people's livelihoods.
Liu Xitang, Director of the Social Assistance Department of the Ministry of Civil Affairs, stated that in recent years, the Ministry of Civil Affairs has worked with relevant departments to further improve social assistance systems such as subsistence allowances, strengthen dynamic monitoring of low-income populations, and normalize assistance based on the concept of difficulty level stratification, assistance content classification, and dynamic monitoring and early warning. Improve the basic living assistance system such as subsistence allowance. Establish and improve a proactive discovery mechanism, with a focus on identifying and assisting disadvantaged groups with insufficient application capabilities. We will comprehensively carry out the identification of families on the edge of subsistence allowances, and separately include seriously ill and disabled individuals from these families into subsistence allowances, with a focus on ensuring that "all necessary protection and rescue measures are taken". According to the level of economic and social development, timely adjustments will be made to the assistance and guarantee standards. By the end of June this year, the minimum living allowance standards for urban and rural areas in China have increased by 4.8% and 8.5% respectively compared to the same period last year. From January to June this year, a total of 126.5 billion yuan was spent nationwide on subsistence allowances, special difficulties, and temporary assistance funds.
Strengthen the construction of a national low-income population dynamic monitoring information platform. Include subsistence allowance recipients, extremely impoverished individuals, individuals from families on the edge of subsistence allowance, individuals from families with rigid expenditure difficulties, those who are prone to returning to poverty, and other individuals identified by the local government as in need in the dynamic monitoring scope. Establish a sharing mechanism with departments such as education, medical care, housing construction, rural revitalization, trade unions, and the Disabled Persons' Federation to strengthen monitoring and early warning, and provide support for the construction of a hierarchical and classified social assistance system.
Establish a comprehensive assistance mechanism. Improve relevant assistance policies based on the principles of object stratification, assistance classification, comprehensive coverage, and collaborative efficiency, continuously improving the accessibility and coverage of assistance. Comprehensively promote the implementation of temporary assistance from emergency areas, and increase the assistance efforts for temporary trapped personnel.
Actively responding to the aging population, vigorously developing the elderly care industry and the elderly care industry

Since the beginning of this year, the Ministry of Civil Affairs has mainly done the following work: firstly, promoting the acceleration of the design of basic elderly care service systems in various regions. At present, most provinces have already introduced implementation plans, and other provinces are also gradually releasing them. The second is to continuously improve the capacity of basic elderly care services. In collaboration with relevant departments, we will implement the 2023 active response to population aging project, as well as the improvement of basic elderly care services at home and in communities. We will provide home care beds and door-to-door services for elderly people who meet special difficulties and are partially disabled. The Ministry of Civil Affairs will continue to increase the implementation of the "Opinions" and urge and guide regions that have not yet issued provincial-level implementation plans to do so as soon as possible before the end of the year. In terms of social organization management, we will continue to improve the support, guidance, and supervision system for social organizations, guide social organizations to pair up and assist 160 key counties for national rural revitalization, assist college graduates in employment, promote industry associations and chambers of commerce at all levels to continue reducing the burden on enterprises, deploy special actions to crack down on illegal social organizations, and further play the positive role of social organizations in serving the people, enterprises, industries, and society. In terms of the development of charity, the 12th China Charity Award Commendation Conference will be held to improve policies and measures to promote the development of public welfare and charity, and to guide more willing and capable enterprises, social organizations, and individuals to participate in public welfare and charity. In terms of relevant public services, we will actively simplify and optimize the approval process, expand the pilot program of cross provincial marriage registration for residents, carry out the "Famous Rural Action", promote multiple services such as "one-stop acceptance", "online processing", and "fingertip processing", and improve the level of convenience, benefits, and enterprise benefits.
