Changxing is located on the bank of the Taihu Lake Lake, with dense river network and developed water system. 20 years ago, this small town, which thrives and is beautiful by water, was deeply troubled by water environmental damage.
Standing at the crossroads of protecting the environment and developing the economy, Changxing at that time showed the determination to break their ties. After cutting off a group of traditional enterprises, the river chief system emerged from the breakthrough of water environment governance. Nowadays, all 1659 kilometers of river channels in the county are under the management of river managers at all levels.
The River Chief System has brought "River Changzhi" to Changxing, and while the local ecological environment has improved, the pockets of the people have also swelled.
This system, which originated in Changxing, was later promoted nationwide.
At the end of June 2018, the river chief system was fully established in China, with guardians for rivers of all sizes.

Managing water is not just about managing water. Finding the right target is essential for precise policy implementation.
In 2003, Changxing County took the lead in establishing the "river chief system" nationwide, in order to solve the problems of "no one managing", "unable to manage", and "multi head management" in river and lake management.
The problem lies in the water, the roots are on the shore. With the comprehensive establishment of the river chief system, the complex system engineering of water management, bank management, mountain management, pollution control, and river and lake management and protection has opened up a new situation in practice.
Level by level, implement at every level.
Efforts need to be made in overall coordination to leverage the "small lever" of river and lake governance and leverage the "big effect" of ecological environment protection.
"To effectively control water pollution and protect the water environment, it is necessary to comprehensively coordinate the left and right banks, upstream and downstream, land and water, surface and underground, rivers and oceans, aquatic ecological water resources, pollution prevention and ecological protection, in order to achieve the best effect of systematic governance."

The river chief system has changed the soil and water of a region, as well as the mindset of its people.
River chiefs in various regions, from initially managing rivers and managing them, to consciously promoting ecological and environmental protection concepts, have gathered a strong endogenous driving force for ecological and environmental protection throughout society.
In recent years, more and more "folk river chiefs" and "ecological guardians" have emerged, vividly interpreting the power of national action.
The river chief system has brought about "river chief governance" and also elevated every Chinese person's thinking about the ecological environment. Just as Changxing sees clear water, green banks, and beautiful rivers, green is gradually becoming the distinctive background of China in the new era.
