The convening of this symposium is 20 years away from the implementation of the revitalization strategy for old industrial bases in Northeast China and 5 years away from the previous symposium. Standing on the new journey of building a strong country and rejuvenating the nation, and moving towards Chinese path to modernization, it is timely and significant for the General Secretary to make a new strategic deployment for the comprehensive revitalization of the Northeast.

In the overall development of our country, Northeast China plays a crucial role.

Building a new development pattern and further highlighting the important strategic position of Northeast China; To promote Chinese path to modernization, we need to strengthen the strategic support role of the Northeast.

From the perspective of overall development, the strategic significance of the comprehensive revitalization of Northeast China lies in maintaining the country's "five major security". It should be grasped from the height of firmly grasping the primary task of high-quality development and the strategic task of building a new development pattern.

From the perspective of spatial pattern, "jumping out of the northeast to see the northeast", how to position the northeast in building a new development pattern, how to better integrate into the national unified market, how to connect and exchange with other regional sectors and major regional strategies, promote north-south interaction and east-west integration, are the key points that need to be carefully planned.

From the perspective of its own conditions, the Northeast region has resource advantages, ecological advantages, scientific research advantages, industrial advantages, and location advantages. How to solve contradictions, stimulate endogenous power, forge strengths and fill weaknesses, and transform advantageous conditions into new development advantages and new driving forces is an important methodology for promoting the comprehensive revitalization of Northeast China in the new era.

In the face of new situations and tasks, and in response to new challenges and difficulties, General Secretary has set the direction and pointed out the key points for promoting the comprehensive revitalization of Northeast China in the new era.

Systematic planning and comprehensive layout around the modernization of three fields——

Firstly, promote industrial innovation through technological innovation and accelerate the construction of a modern industrial system with advantages in Northeast China.

Northeast China is an important old industrial base in China, with a number of strategic industries that are related to the lifeline of the national economy and national security. However, it has always faced problems such as a relatively single industrial structure, difficulty in transforming traditional industries, and insufficient growth of new energy. At this symposium, General Secretary emphasized that promoting the comprehensive revitalization of Northeast China is based on the real economy, key is technological innovation, and the direction is industrial upgrading.

Industrial upgrading is not about starting from scratch, but about focusing on existing industrial advantages, putting effort into "innovation", and accelerating the formation of new quality productive forces; Make good use of ecological advantages, develop emerging characteristic industries, develop ice and snow economy and marine economy; Enhancing the core competitiveness of state-owned enterprises, supporting, encouraging, and guiding the healthy development of the private economy... Focusing on key points and tackling difficulties, the context of "building a modern industrial system with Northeast characteristics and advantages" is clearer.

Secondly, with the development of modern agriculture as the main focus, we will accelerate the modernization of agriculture and rural areas.

Northeast China is the "ballast stone" for ensuring national food security. Heilongjiang, Jilin, and Liaoning provinces account for over one-fifth of the country's grain production.

Food security is the "greatest concern of the country" in the hearts of General Secretary; Always prioritize ensuring national food security, which is the primary responsibility of Northeast China to the whole country.

At this symposium, General Secretary emphasized the main direction of "modern agriculture" and made arrangements in improving the comprehensive production capacity of grain, building modern good fields, and turning agriculture into a major industry. In expanding the space for agricultural development, efforts were made to promote agricultural efficiency and increase farmers' income.

Thirdly, accelerate the construction of a modern infrastructure system and enhance the level of opening up and cooperation both domestically and internationally.

At this symposium, General Secretary proposed the systematic layout and construction of a modern infrastructure system in Northeast China. Accelerating the demonstration and construction of oil and gas pipelines, high-speed rail and railway networks, new power grids and power transmission channels, new generation mobile communication and data networks... The modern infrastructure of interconnectivity will help Northeast China better connect with other regional development strategies, play a greater role in promoting domestic circulation, connecting domestic and international circulation, integrating into the national unified market, and steadily expanding institutional opening up.
