Viewing Forest Farms: Focusing on Green Development
On the afternoon of September 6th, he came to the natural forest area of Mohe Forest Farm for investigation.
The Mohe Forest Farm shrouded in thin mist.
Heilongjiang is a key forest area in China.
In that inspection, General Secretary said that in the past, forest farms provided wood for national construction as a contribution to the country. Now, the comprehensive cessation of logging, protection and construction of the ecological environment in forest areas are also contributions to the country. He pointed out that the significance of protecting the ecological environment is strategic.
The Mohe Forest Farm has 35400 hectares of natural forests with a volume of 3.253 million cubic meters.
In the past 70 years since its establishment, Mohe Forest Farm has gone through historical stages such as logging, nurturing and thinning, logging cessation and protection, and ecological transformation.

To villages: promoting rural revitalization
Located about 2 kilometers away from Mohe Forest Farm, Beiji Village is the northernmost border village in mainland China, known as the "Golden Rooster Crown" and "Shenzhou Arctic".
The North Needle sculpture is one of the iconic buildings of Arctic Village, with its red pointer pointing due north. The large thermometer above is 12.22 meters high, symbolizing that Arctic Village is located at 122 ° 20 ′ E.
Previously, the main sources of income for villagers in Arctic Village were fishing, farming, and collecting mountain goods. In recent years, rural tourism has become the leading industry in the local area. Now, Arctic Village has developed 189 homestays and 53 restaurants. Last year, the whole village received 276000 tourists and the related income exceeded 100 million yuan.
There are many homestays in Arctic Village.
In Arctic Village, the General Secretary walked into the homestay courtyard of villager Shi Ruijuan's house.
More than ten years ago, Shi Ruijuan's family began operating a homestay courtyard. Thanks to the "northernmost" sign of Arctic Village, the business of homestays at home is also getting better and better, with an annual income of about 200000 yuan, and many villagers have enjoyed "tourist meals" together.

When visiting Heilongjiang in 2016, General Secretary pointed out that we should follow the idea that green mountains and clear waters are invaluable assets, and ice and snow are also invaluable assets, in order to explore the path of continuing industrial development.
Today's Arctic Village has explored the path of combining regional advantages to develop characteristic tourism and transforming ecological advantages into development advantages. The General Secretary pointed out that we must adhere to the dual development of the understory economy and tourism industry, so that the northern frontier scenery and ice and snow resources can bring a continuous source of income to the villagers.

Visiting disaster areas: deploying recovery and reconstruction
In August this year, due to the impact of Typhoon Dussuri, extreme rainfall occurred in Heilongjiang and other areas, causing floods and geological disasters.
On the morning of September 7th, he specifically visited Longwangmiao Village, Laojieji Township, Shangzhi City, Harbin, which was severely affected by the disaster.
△ Farmland in Longwangmiao Village affected by flood disasters.
In Longwangmiao Village, the General Secretary looks at rice paddies, walks through streets and alleys, and enters rural households. He said that I have always been concerned about the affected people. Shangzhi City has been severely affected this time, and seeing the rapid and smooth recovery and reconstruction after the disaster, the villagers have settled down and their production is guaranteed, which makes me feel very reassured.
The villagers are tidying up the firewood piles that have been washed away by floods in their homes.
The villagers are repairing the damaged houses.
There are no small matters in people's livelihood, and every branch and leaf is closely related to the situation.
The post disaster recovery and reconstruction of Longwangmiao Village is being accelerated.

Entering Universities: Paying Attention to "National Treasures"
The predecessor of Harbin Engineering University was the Military Engineering College of the People's Liberation Army, founded in 1953. In 1970, Harbin Shipbuilding Engineering College was established with the Harbin Military Industry Navy Engineering Department as the main body. In 1994, it was renamed Harbin Engineering University and is one of the "Seven Sons of National Defense" universities.

Harbin Engineering University focuses on the key areas of "three seas and one core", cultivates outstanding professional talents, carries out key technology research and development, and provides support for the "national treasure".
At Harbin Engineering University, the General Secretary pointed out the need to carry forward the fine tradition of "Harbin Military Industry", closely adhere to the needs of building a strong military, and focus on education, technology, and talent work, in order to make new contributions to building an education, technology, and talent strong country.

In May 2016, General Secretary visited multiple high-tech enterprises and research institutions in Harbin, demanding full play to the role of intellectuals and various talents.
In September 2018, he inspected two large state-owned equipment manufacturing enterprises in Qiqihar and emphasized the need to strengthen independent innovation.
On March 31st, the first domestically developed high-temperature superconducting electric suspension all element test system, independently developed by CRRC, completed its first suspension operation.
This year marks the 70th anniversary of the founding of Harbin Engineering University. This inspection is also just as Teacher's Day is approaching, and General Secretary sends holiday wishes to teachers across the country.

Listening to reports: guiding development direction
The General Secretary focused on four aspects of work.
On August 10th, the core module "Linglong Heart" of the Linglong 1 reactor, manufactured by China First Heavy Machinery Co., Ltd., was successfully lifted.
The first key point discussed by General Secretary is to lead the comprehensive revitalization of industries through technological innovation.
The General Secretary once put forward clear requirements for optimizing the industrial structure of Heilongjiang: transforming and upgrading "old brand", deeply developing "original brand", and cultivating and strengthening "new brand".
At this report meeting, General Secretary emphasized the need to leverage the incremental role of technological innovation, continuously optimize economic structure, and adjust industrial structure.

As a major agricultural province and grain producing area, Heilongjiang's grain production accounts for 1/9 of the country's total, ranking first in the country for 13 consecutive years.

The third key point is to vigorously develop characteristic cultural tourism.
During this inspection, General Secretary witnessed the vivid practice of turning "cold resources" into "hot economy" in the Arctic Village. At the report meeting, he pointed out that the development of the ice and snow economy should be regarded as a new growth point, promoting the development of the entire industry chain of ice and snow sports, ice and snow culture, ice and snow equipment, and ice and snow tourism. He also emphasized the need to actively develop border tourism.
Located in Heixiazi Island Town, Fuyuan City, Jiamusi City, Heilongjiang Province, Dongji Square.
Heilongjiang has a border of nearly 3000 kilometers and is an important window for China's border opening up.
In 2016, General Secretary visited Heixiazi Island during his inspection trip to Heilongjiang. He hoped that Heilongjiang would respond to the national "the Belt and Road" initiative, participate in the construction of the "China Mongolia Russia Economic Corridor" and actively expand opening up.
Another key point proposed by General Secretary during this year's inspection is to build a new highland for China's opening up to the north.
To the north of Arctic Village is the Heilongjiang River, which borders China and Russia.
Five years later, in September, General Secretary went to Heilongjiang again, full of concern and hope. He expressed his heartfelt message to this black land of "not seeing enough": firmly grasp the strategic positioning in the overall development of the country, and strive to create a new situation of high-quality development in Heilongjiang!
