The reporter learned from the special press conference of the National Health Commission held on September 15th that Shanghai is formulating the "Shanghai Patriotic Health and Health Promotion Regulations" this year, clarifying the responsibilities of medical institutions in carrying out health promotion work. This regulation, as a local legislation in Shanghai, will be officially promulgated and implemented in the near future.

This is the seventh press conference of the National Health Commission's "Implementing the Spirit of the 20th National Congress of the Communist Party of China" themed series, with the theme of "Promoting Hospital Health Promotion and Serving the Health of the People". According to Mi Feng, spokesperson for the National Health Commission and Deputy Director of the Propaganda Department, China has established a national health science popularization expert database and introduced management measures. Experts have leveraged their professional advantages and conducted extensive science popularization work by participating in the creation of popular science works and participating in live broadcasts of "Health Talk". The next step is to dynamically adjust the expert database, continuously enrich its strength, and optimize its structure.

Normalization promotes health promotion

How can Shanghai promote normalized health promotion in hospitals? Currently, which practices have shown significant effectiveness?

Wen Daxiang, Secretary of the Party Group and Director of the Shanghai Municipal Health Commission, stated that Shanghai mainly focuses on three aspects of development and efforts. Firstly, use systems and policies as guarantees. In 2021, the Shanghai Municipal Government issued the Implementation Plan for Promoting the High Quality Development of Public Hospitals in Shanghai. Subsequently, the Shanghai Municipal Health Commission formulated the Guiding Opinions on Strengthening Health Education and Promotion in Medical and Health Institutions, requiring medical institutions to incorporate health promotion work into hospital development strategies and plans. This year, Shanghai is formulating the Shanghai Patriotic Health and Health Promotion Regulations, which clarify the responsibilities of medical institutions in carrying out health promotion work. As a local legislation in Shanghai, this regulation will be officially promulgated and implemented in the near future.

Secondly, on the basis of establishing the Shanghai Health Promotion Center, all 16 districts in the city have established patriotic health and health promotion centers. Including 37 municipal hospitals, more than 400 public medical institutions in the city have established health promotion committees, with the main person in charge of the hospital serving as the chairman of the committee. A network of health promotion work is established between the health administrative department and various levels of medical and health institutions, with vertical and horizontal linkage.

At the same time, Shanghai has successively formulated the "Implementation Opinions" on the construction of health promotion hospitals, including the "Management Measures" and "Construction Standards", comprehensively promoting the construction of health hospitals. So far, the city has built a total of 125 health promotion hospitals, and this year there are over a hundred new declared medical institutions. The city's medical institutions take the construction of health promotion hospitals as an opportunity to promote the transformation of medical and health institutions from "disease treatment centered" to "people's health centered".

What has Shanghai done to specifically promote and encourage medical personnel to do science popularization? Wen Daxiang, Secretary of the Party Group and Director of the Shanghai Municipal Health Commission, introduced that there are over 200000 medical workers in Shanghai, who are the most important force in promoting health and popularizing health science. The Shanghai Human Resources and Social Security Bureau and the Municipal Health Commission have reformed the professional title system for health professionals and innovatively proposed to include representative works of health science popularization by medical personnel in the promotion criteria for senior professional titles. In the past, the promotion criteria for senior professional titles of medical personnel were mainly based on published academic papers. This time, health technology personnel have included health science popularization representative works in the evaluation criteria for senior professional titles due to the reform, which has effectively motivated medical personnel to better carry out health promotion and health science popularization work.

At the municipal level, financial funds have been established to support the special project for health science popularization talents. Every year, a group of health science popularization "leading talents" and "young talents" are selected and cultivated. Undertaking the construction of the National Health Science Popularization Resource Database, at the municipal level in Shanghai, we have established an expert database covering 38 disciplinary fields, with a total of 629 health science popularization experts. Each medical institution has also formed a health science popularization talent pool based on disciplinary fields, and established a "Healthy Shanghai Action Academician Science Popularization Base" to fully leverage the leading and demonstration effects of academicians and other scientists in health promotion and science popularization work.

Collaborate with medical and health institutions at all levels to establish a new media matrix for health science popularization. Using 238 smart health stations in the city as carriers, we provide health science popularization services at the doorstep of citizens. In addition, we have continuously launched and updated our health science popularization products. For example, we have collaborated with various media to launch two seasons of the "Health Talk Show" program, with over 2.2 billion viewers, becoming a "phenomenal" health science popularization brand. In 2022, the health literacy level of Shanghai residents reached 39.4%.

How to address the challenges of aging population

By the end of 2022, the elderly over 60 years old will have accounted for 36.8% of the registered residence in Shanghai, and the elderly over 60 years old will have reached 25.0% according to the permanent population. Shanghai has entered a stage of rapid aging development. How does Shanghai respond to the challenge of aging population in health promotion work?
