As the season of high temperatures and frequent rainfall approaches, the quality and safety of electric bicycles and lithium-ion batteries used in them have attracted attention. This year, relevant departments in Shanghai have continued to carry out tough actions to manage the safety of electric bicycles.
A reporter from Jiefang Daily and Shangguan News learned from the Shanghai Municipal Market Supervision Bureau on June 18 that so far this year, the market supervision department has spot-checked 20 batches of electric bicycles and 10 batches of lithium-ion batteries for electric bicycles, and found that 6 batches of electric bicycles were unqualified.
The six batches of unqualified electric bicycles involved brands such as “Green Bright”, “Black Knight”, “Racing Pigeon”, “Hongxi”, “Jiechang” and “Green Sculpture”. The nominal producers of the products were concentrated in Tianjin, Wuxi and other places.
Each batch of unqualified electric bicycles has multiple problems, and the unqualified items are concentrated in speed limit, vehicle quality, speed warning sound, reflectors, lighting, wire wiring installation, short circuit protection, battery tamper-proofing, signs and warning signs, charging status main circuit protection, wiring, connection, mutual recognition and collaborative charging, etc.
Requirements for electric bicycles. The maximum speed of electric bicycles shall not exceed 25 km/h, and the vehicle weight shall not exceed 55 kg. Too high speed and too heavy vehicles are likely to cause traffic accidents. During the random inspection, one batch of electric bicycles was found to have a speed limit release device, and two batches of electric bicycles exceeded the vehicle weight standard.
The colored plastic sheets on the rear and sides of electric bicycles may seem inconspicuous, but they can reflect light at night and serve as a warning to pedestrians and vehicles. The random inspection found that the rear reflectors, side reflectors and pedal reflectors of four batches of electric bicycles did not meet the optical requirements of relevant standards, and two batches of electric bicycles did not even have rear reflectors and side reflectors.
The battery system is the "heart" of electric bicycles and the key to safety. The market supervision department found that the batteries and battery packs of 5 batches of electric bicycles did not match, which provided room for tampering with the battery capacity or voltage.
Two of the five batches of electric bicycles had the problem of the maximum gap between the battery and the side wall of the battery box being greater than 30 mm and shaking. The battery may shake while riding, thus damaging the battery circuit or the internal structure of the battery.
When the vehicle battery system is in the charging state, its output terminal should be disconnected from the main circuit and the voltage should be 0 V. The random inspection found that the battery output port voltage of 6 batches of electric bicycles was not 0 V when they were charged, posing a fire hazard.
The wires are not laid out in a classified manner and have no protective covers. The battery system and charger do not recognize each other and have the function of coordinated charging, which may also cause a fire risk.
The random inspection found that the main circuit wires and secondary circuit wires of 5 batches of electric bicycles were not wired separately, and the joints between the energized wires and the conductors were not covered, which may cause circuit short circuits and increase the risk of electric shock. In addition, 6 batches of electric bicycles did not have the function of mutual recognition and coordinated charging, which may bring risks to battery charging due to the mismatch between the charger and the battery.
According to the random inspection results, the market supervision departments of the relevant districts immediately carried out on-site inspections of the five stores that sold unqualified products, controlled the illegal products as soon as possible, collected relevant illegal evidence and initiated law enforcement procedures.
According to the Shanghai market supervision department, so far this year, it has inspected 16,170 electric bicycle stores, filed 539 cases, transferred 21 cases to judicial departments, cooperated with public security organs to file 19 cases, and detained 22 criminal suspects.
The regulatory authorities also held concentrated talks with online platforms, urging them to remedy the chaos of selling modified accessories and providing guidance for modification through videos or live broadcasts. They have blocked keywords such as "speed limit", "limit removal", "electric removal", "speed governor", and "unlock". They have removed 12,300 links to problematic products, 317 related short video contents, and cleaned up 2,042 pieces of illegal information.
