On September 12th, a surveillance camera captured a man at a fitness center in Dao County, Yongzhou, Hunan. After entering the store, he intentionally spilled some liquid onto the stairs and immediately left. Subsequently, three people slipped while passing through the staircase, and some even fell to the ground for a long time unable to get up. On the afternoon of the 14th, the local police reported that the man had been administratively detained.
Mr. Zhang, the owner of the gym, introduced that the man and the gym have repeatedly reported noise issues in the gym, and both sides have also reported to the police multiple times due to conflicting issues.

Someone was injured and fainted
According to the surveillance footage of the gym, at 8:02 pm, a man came to the gym with a bottle, sprinkled the liquid from the bottle on every step of the gym stairs, and then left. About 10 minutes later, a man passed by the stairs and slid down a few steps before falling down. In less than a minute, another older man in pink clothes passed by and fell down from the stairs, lying on the ground, seemingly unconscious for a long time and unable to get up. It took about 5 minutes for the man to slowly get up and sit in a corner to rest. Subsequently, a woman passed by and was about to walk down the stairs. The man sitting in the corner tried to remind him to stop, but it was too late. The woman also fell down the stairs.
On the morning of the 14th, the reporter contacted the gym where the incident occurred. Mr. Zhang, the owner, told the reporter that the man was the landlord of a shop downstairs. He had some conflicts with the gym before and had repeatedly reported the noise disturbance caused by the gym.
Mr. Zhang revealed that the man had previously reported that his gym was disturbing residents, and relevant departments had come to inspect and demand rectification. The gym has also been rectified in accordance with relevant standards and requirements. On September 10th, two days before the incident, the two of them had a negotiation with the coordination of the street office, community, community property committee, and other departments. "At that time, we had already negotiated, and I added shock absorbers to the gym according to his requirements. On the same day, I arranged for the manufacturer to ship them, but they did not arrive immediately. They arrived at 4 pm on the 12th, but this happened at 8 pm in the evening."

Mr. Zhang said that after the stairs were filled with oil, a total of three people fell. Two of them were gym students, and the second man who fell was more serious because he had some basic illnesses and is currently hospitalized in the hospital.
Subsequently, Mr. Zhang reported to the North City Police Station of Dao County. On September 14th, the Dao County Public Security Bureau issued a police report, with the full text as follows:
At around 20:00 on September 12, 2023, the Chengbei Police Station of our bureau received a report from the public that the first floor staircase of a fitness club located on Heyi Road had been splashed with engine oil, causing three people to fall and be injured. After receiving the alarm, the public security organs immediately rushed to the scene and conducted an investigation. After investigation, it was found that the person who spilled engine oil was a resident of a nearby community, Zhang Moucheng, who retaliated by splashing engine oil due to his dissatisfaction with the noise of a fitness club.
At present, the perpetrator Zhang has been administratively detained for 12 days by the public security organs in accordance with the law.

In this case, the man poured oil on the stairs and caused someone else to fall, which is suspected to be illegal. If it causes minor injuries or more to others, it may constitute the crime of intentional injury, and depending on the situation of the injured person, they are required to bear criminal responsibility of imprisonment, detention, or control for up to ten years in accordance with the law.
